RECOMMENDED ACTION
City Council and Arts Commission receive the 2018 Arts Commission Work Plan.
BACKGROUND

The City of Santa Clarita (City) Arts Master Plan was adopted by the City Council in March
2016. Shortly atter adoption, the Arts Commission developed their first Arts Commission Work o
Plan, which was adopted by the City Council on September 27, 2016. The Arts Master Plan d
recommendations that were identified as the priorities in the 2016-17 Arts Commission Work
Plan were as follows:
Recommendation 1.1: The City should implement a public art planning and selection
process that utilizes peer review and community input to ensure that public art pieces
meet the goals of providing enjoyable and attractive public spaces that reflect the
character of the community.
Recommendation 1.3: The City should enact a percent -for -art requirement for all new
public capital improvement projects.
Recommendation 5.1: Develop a plan for an outdoor amphitheater in a park, addressing
its optimal focus, location, size, and operating structure.
Recommendation 5.3: Explore future development of a community arts center, oriented
to the needs of community-based arts organizations and lifelong learning in the arts.
Recommendation 7.1: The City should assist in the formation of an Arts and Business
Leadership Council.
The Arts Commission has reviewed the prior year priorities and identified an additional five Arts
Master Plan recommendations as the goals for 2018. The five recommendations identified as the
top priorities for 2018 are as follows:

1.6. The City should create a program of temporary public art.
2.4. Begin development of a creative live/work facility in Old Town Newhall in
partnership with private and/or nonprofit developers.
3.1. Convene a citywide arts education collaborative to assess arts education needs in the
schools and identify joint strategies, building on the College of the Canyon's K-12
Consortium. Participants can include the City, school districts, College of the Canyons,
COC's K-12 Consortium, CaLkrts, Masters College (University), arts educators, arts
organizations, and the SCV Education Foundation.
6.4. Explore development of a leadership training and placement program for business
people and other community leaders to serve on boards of directors of arts and cultural
organizations; this can perhaps be best accomplished through a partnership with an
existing leadership organization in the County.
9.1. Develop a comprehensive, communitywide arts and cultural marketing program, in o
consultation with and building on the existing arts marketing resources in the community. N
Attached to the Work Plan is the 2018 Public Art Proposal, which makes recommendations W
about various public art projects that were in some phase of development before the program was =-
put on hold to allow for the development of the Arts Master Plan. These projects include E
artworks that are completed and need to be installed, projects that had gone through the artist
selection process, and new projects that were identified but did not begin the development o
process.
The Arts Commission will continue to work with staff and the community to address the above
recommendations by the end of the 2018 calendar year. Several of the recommendations can be
completed in that timeframe, but projects such as the community arts center, the amphitheater,
and a creative live/work facility will require a multi-year approach and will not be completed by
the end of 2018.

INTRODUCTION
The City of Santa Clarita commissioned the Arts Master Plan in late 2014 to
create a new, long-term roadmap for cultural development throughout the
community. The Arts Master Plan addresses ten areas of specific interest:
public art, the Old Town Newhall Arts and Entertainment District, arts
education, governance of the arts, cultural facilities, venues and spaces,
supporting artists and arts organizations, arts funding, the creative economy,
marketing the arts, and celebrating diversity. It also builds on the two -phased
Cultural Arts Master Plan adopted in 1997 and 1998, as well as other
documents created under the guidance of the City of Santa Clarita Arts
Commission.
On March 9, 2016, the City Council adopted the City of Santa Clarita Arts

Master Plan. Since adoption, the Arts Commission has addressed several of
the recommendations in the plan and developed and presented to the City
Council their first annual Work Plan. This document is the Arts Commission's

second annual Work Plan and includes status updates on the priorities

identified in the 2016-17 Work Plan and updates on other recommendations

that have been completed or have seen some progress over the last year. This

Work Plan also shares the five recommendations that the Arts Commission has

identified as their priorities for 2018.
Attached to the Work Plan are recommendations about various public art
projects that were in some phase of development before the program was put
on hold to allow for the development of the Arts Master Plan. These projects
include artworks that are completed and need to be installed, projects that had
gone through the artist selection process, and new projects that were identified
but did not begin the development process. After the City Council adopted the
Public Art Planning and Selection Process proposal on September 27, 2016,
the Arts Commission established a Special Public Art Ad Hoc Committee,
which developed recommendations for these public art projects. The Ad Hoc
Committee included two Arts Commissioners, a professional public artist, a
professional arts administrator, a local artist, and a community representative.
The recommendations of the Ad Hoc Committee were approved by the Arts
Commission at their January 12, 2017, meeting, and are presented as part of
this Work Plan document for the City Council to review and approve.

2016-17 STATUS UPDATE
The recommendations identified as the top priorities for the years 2016-17
by the Arts Commission:
RECOMMENDATION 1.1
The City should implement a public art planning and selection process
that utilizes peer review and community input to ensure that public art
pieces meet the goals of providing enjoyable and attractive public
spaces that reflect the character of the community.
Status Update:
City Council adopted the Public Art Planning and Selection Process
proposal on September 27, 2016.
RECOMMENDATION 1.3
The City should enact a percent -for -art requirement for all new public
capital improvement projects. W
Status Update:
City staff has created a draft Civic Art Policy, which has been shared
with Division Managers impacted by the program, the City's
Leadership Team, and the Public Art Ad Hoc Committee. The draft
Civic Art Policy is scheduled to be presented to the Arts Commission
in September 2017 and the City Council in October 2017.
RECOMMENDATION 5.1
Develop a plan for an outdoor amphitheater in a park, addressing its
optimal focus, location, size, and operating structure.
Status Update:
In dune 2017, the City Council adopted the Fiscal Year 2017-18
budget, which included $60,000 in funding to be allocated to an
Amphitheater Feasibility Study. The Amphitheater Feasibility Study
Request for Proposals was published in July 2017. The consultants will
be hired in the fall of 2017 and the Amphitheater Feasibility Study is
anticipated to be completed by the fall of 2018.

RECOMMENDATION 5.3
Explore future development of a community arts center, oriented to the
needs of community-based arts organizations and lifelong learning in
the arts.
Status Update:
The Arts Commission's Arts Community Subcommittee
(Commissioner Rasmussen and Commissioner Shapiro) and staff held a
meeting with the arts community, distributed an online survey, and met
with individual artists and leaders of arts organizations to gather
information to assess the space needs for the community. Staff will
draft a proposal to the Arts Commission based on the findings and to
discuss options to meet the needs identified by the end of 2017.
RECOMMENDATION 7.1
The City should assist in the formation of an Arts and Business
Leadership Council.
Status Update:
The Santa Clarita Valley Economic Development Corporation held a w
goal setting session in December 2016 to discuss their 2017 work plan and the concept of a Creative Economy Industry Cluster. Staff is y

IN PROGRESS RECOMMENDATIONS
The Arts Commission, staff, and the community are working on several
other recommendations in the Arts Master Plan:
RECOMMENDATION 1.4
The City should explore extension of the percent -for -art requirement to
new private development including commercial, industrial and multi-
unit residential projects.
Status Update:
During the research phase of the civic percent -for -art program, the
Commission and staff also researched how the program could be
expanded to private development in the future.
RECOMMENDATION 1.5
The City should consider issuing a Request for Qualifications for an
"on call" artist to work with various City departments and the Arts

Commission to suggest aesthetic enhancement for small-scale public t=
improvements. @
Status Update:
The "on call" artist was identified as a key player in the Public Art
Planning and Selection Process proposal. A Request for Qualifications
will be issued in the fall of 2017 to hire a public art expert to serve as a
consultant on future public art projects.
RECOMMENDATION 2.1
The City should explore taking management of the renovated Newhall
Elementary School auditorium and actively program it.
Status Update:
A series of meetings with City staf& representatives of the Newhall
School District, and the California Institute of the Arts, Community Art
Partnership program have been held to develop a proposal for
programming the venue. The school district has also created a Theater
Manager position, which is currently in the recruitment process.

RECOMMENDATION 5.5
Include one or more cultural spaces and uses in the planned Saugus
Library. -
Status Update:
The Saugus Library Center is currently in the planning process and
discussions are being held on how best to include cultural spaces in the
project.
RECOMMENDATION 6.1
Increase the total Arts Grants budget (incremental increases to a
benchmark of $144,000 or approximately 9% of total annual arts
organization revenues).

RECOMMENDATION 8.1
Create periodic convening's for Santa Clarita's creative industries
based on shared needs, beginning with a high profile conference or
event.
Status Update:
The SCV Alliance for the Arts held a meeting on June 1, 2016, which
served as the first convening of the creative industries stakeholders.
The group will be working towards producing a large creative economy
convergence in 2018.
RECOmwNDATION 10.3
Increase culturally diverse programming produced or supported by the
City, such as community festivals celebrating cultural diversity and/or a
citywide multicultural festival.
Status Update:
The City produced the Fiesta Mexicana at the Newhall Community
Center on April 3, 2016, which was the first new cultural event for the
community since the Arts Master Plan adoption. The City also
produces the monthly JAM Sessions from March to October of each
year, which celebrate diversity.

CONCLUSION
The Arts Master Plan was intended to serve as a guiding document for the
future of the arts and culture in Santa Clarita. The 2018 Arts Commission
Work Plan is the next step to systematically address the recommendations in
the Master Plan, with the goal to achieve as many recommendations as
possible in the next ten years. The Arts Commission is very appreciative that
the City Council funded and supported the Arts Master Plan, and looks forward
to continuing to partner on the implementation of the plan to achieve the vision
identified in the Master Plan:

The Arts Commission is also very appreciative for the City Council's support W

and the'significant budget increase to the Arts Grants program. Working a`

INTRODUCTION
As recommended by the Arts Master Plan, the Arts Commission developed the
2016-17 Work Plan, which included the Public Art Planning and Selection
Process proposal and was adopted by City Council on September 27, 2016.
This led to the Arts Commission forming a Special Public Art Ad Hoc
Committee to review the public art projects that were in some phase of
development before the public art program was put on hold to develop the Arts
Master Plan.
The Special Public Art Ad Hoc Committee met on two occasions to review the L)
thirteen public art projects. The committee's structure followed what was
detailed in the Public Art Planning and Selection Process proposal, with the a
addition of two Arts Commissioners due to the scope of the review. The c

The Committee reviewed public art projects in three categories:
1. Public art projects that have been completed and are ready for
installation upon approval by City Council.
2. Public art projects that have artists selected and are awaiting City

3. Public Art projects that have been identified and are awaiting City
Council approval to go through Arts Commission selection process.
The Special Public Art Ad Hoc Committee proposal was adopted by the Arts
Commission at their meeting on January 12, 2017. In order to relaunch the
City of Santa Clarita Public Art Program, the Arts Commission is offering
these proposals for the City Council's approval.

PUBLIC ART PROJECTS
COMPLETED AND READY FOR INSTALLATION
The Special Public Art Ad Hoc Committee recommends the following
completed Public Art Pieces for installation:
Am en Tour of California Bear (Artist — Frank Rock)
Proposed • The Amgen Tour of California Bear is recommended to be
installed along the South Fork Trail adjacent to Valencia Boulevard (near the w
AM PM Station).
Canygn Theatre Guild Bear (Artist — Frank Rock)
Proposed: The Canyon Theatre Guild Bear is recommended be installed along
Lyons Avenue adjacent to the Old Town Newhall Library (near the library
plaza).

The ARTree Children's Mural Pro'(Artists — Local Elementary School
Students)
Proposed • The three metal panels, comprised of six art pieces created by
elementary school students, is recommended be installed along Whites Canyon
in front of Todd Longshore Park.
The City of Santa Clarita Arts Grants program funded the public art project N
created by The ARTree Community Arts Center in the 2015 grant cycle.

The Special Public Art Ad Hoc Committee recommends the following Public
Art Projects that have artists selected:

Proposed: Contract with the selected artists to move forward with this public
art project.
It is suggested to include language in the artist contract for there to be the
option for commissioning similar bike racks with the artists to be placed
around the Santa Clarita Valley in the future, if it is determined to be
appropriate and funding is identified.
Made Mountain 1-5 Exit (Artist - Devin Shaffer)
Proposed.- Contract with the selected artist to move forward with this public art
project.

It is suggested that the artist should re -configure the art so the leaves cascade
down to eight feet from the bottom of the wall. The Ad Hoc Committee felt
that the "Oak Leaves" piece does not work being limited to the top portion of
the 30 foot tall wall, as shown in the photo above. It is also suggested that the
leaves should be various sizes and be different colors to reflect the changing
seasons, as well as being based on the local Heritage Oak.
Newhall Ranch Road (Artist - Christopher Weed)
Proposed. Develop a new Call for Artists that is site specific to the location at
the corner of Newhall Ranch Road and Rye Canyon/Copper Hill.
It is suggested that discussions begin with Intertex, who is developing
businesses near this intersection, to have them match the $15,000 fimding
allocated by the City. This suggestion is based on the assessment that the
scope of the project did not work in the space where it was intended to be
installed, and that by increasing the budget for this project it would more
successfully match the space and the goal of creating an entry piece for the
Valencia Industrial Center. Through this approach, it would also allow for the
development of a new Call for Artists that would more clearly define the type
of art, the materials used, and the theme for the project.

Valencia Library (Artist — Emma Anna)
Proposed: Contract with the selected artist to move forward with this public
art project.
It is suggested to work with the County of Los Angeles to place the artwork at
the corner of Valencia Boulevard and Magic Mountain Parkway. The Ad Hoc a
Committee felt that the originally proposed location for the piece, which was c
next to the driveway off of Valencia Boulevard, was not the best site for the
art. The new location would be ideal for this piece as it would be clearly w
visible and would be accessible by the public. "IMAGINE" is an international
project, which was appealing to the Ad Hoc Committee, however it would be y
ideal if the art piece was unique to the Western United States. Therefore, it is $
suggested that the artist contract includes a stipulation that the art piece in
Santa Clarita is the only piece in this international project to be located in the
Western United States.

THAT HAVE BEEN IDENTIFIED
The Special Public Art Ad Hoc Committee recommends the following Public
Art Projects that have been identified:
Canyon Country Art Proiect
Proposed: Develop a Call for Artists for an art piece or pieces to be located in
Fair Oaks Park.
This project was funded in the amount of $30,000 in the City's 2013-14
budget. The project was intended to provide a public art piece for the Canyon
Country community. Several locations were discussed and it was suggested
that Fair Oaks Park would be an ideal location for public art. Once the concept
is approved, the Arts Commission will form an Artist Selection Ad Hoc
Committee to develop the theme, approach, and Call for Artists, which will be
shared for review with the Arts Commission and the City Council. The Ad
Hoc Committee should include a representative of the Fair Oaks Home Owners
Association.

Jan Heidt Metrolink Station
Proposed: Do not move forward with this project, at this time.
This project was intended to be funded through Federal transportation funds,
but it was determined that this was not allowed under the funding guidelines.
If funding is identified in the future, this location should be reconsidered.
Santa Clarita Skate Park
Proposed: Develop a Call for Artist for art at the Skate Park, which utilizes
community engagement with the skate community in the development of the
artwork.
This project was identified by staff from Arts and Events and Recreation. The
goal is to hire an artist to work with the skate community to identify areas of
the skate park that could benefit from art, without it being easily damaged.
Ideally, the art piece(s) should be able to be skated on. The budget for this
project would be accommodated within existing budgets.

Sidewalk Poetry
Proposed; Develop a program to include original poems in sidewalk repairs
and replacements.
The program will include a poetry contest for the community, unveiling new o
sidewalk poetry annually, and creating an interactive map and app. Once the U)
concept is approved, an Ad Hoc Committee will be formed to develop the W

program and the approach, which will be shared for review with the Arts co
Commission and the City Council. The budget will be minimal, as the N
program will work in conjunction with the Public Works Sidewalk

Vista Canyon Multi Model Station
STATION SITE PLAN

Proposed- Develop a public art project as part of the Vista Canyon project.
It is suggested to hire a consulting "on-call" artist as described in
Recommendation 1.5 in the Arts Master Plan. This artist will work with staff
to determine the ideal placement, scope, and budget for this project. Ideally
the consulting artist will be hired while the project is still in the design phase,
so the artwork concept is fully integrated into the overall project. The
recommendations of the consulting artist will be shared with the Arts

Commission and City Council, and once those recommendations have been
approved, an Artist Selection Ad Hoc Committee will be formed to develop the
project and a Call for Artists. No budget has been allocated for this project,
but will be part of the recommendations that will be shared by the consulting
artist.
Bus Shelter Art Program

Proposed: Develop an art program to commission artists to paint the back
screens of bus shelters.
This program could serve as one element in the development of a temporary
public art program (Recommendation 1.6). The program would initially
include ten bus shelters. Each shelter would feature a different artist and every
year the art would be rotated. If the program is successful it could be
expanded in the future. Once this concept is approved, an Ad Hoc Committee
would be formed to develop the program and request funds during the annual
budget process.

CONCLUSION
The Arts Commission formed the Special Public Art Ad Hoc Committee to
offer recommendations to the Commission and the City Council regarding the
above public art projects, that were on hold during the development of the Arts
Master Plan. With the approval of these recommendations, the City of Santa
Clarita's public art program will be relaunched. The projects above offer a
variety of approaches and budget size, from a small budget bike rack to a
large-scale signature art piece at the future Vista Canyon Station. This variety
will demonstrate to the community the valuable role that public art can serve in
building a sense of place, celebrating creativity, and offering to residents and
visitors the opportunity to encounter art in their daily lives.
