BACKGROUND The Traffic and Transportation Planning division received a request from Catherine Kawaguchi, Superintendent of Sulphur Springs Union School District, to conduct a traffic safety and circulation study for students walking to and from Golden Oak Community School along Via Princessa, north of Golden Valley Road, due to a new residential development adjacent to the school. Golden Oak Community School is approximately one -mile south of State Route 14 at the intersection of Via Princessa and Golden Valley Road. Via Princessa is an arterial roadway from State Route 14 to Golden Valley Road and becomes a collector street south of Golden Valley Road, heading into the gated residential development. As the development becomes occupied, it is expected that more students will cross Via Princessa, which serves as the main access point for both students and motorists. Staff conducted a study, which included site observations and review of existing traffic volumes and patterns. The study revealed that multiway stop control will improve traffic safety and circulation at the subject intersection. Staff informed the school and developer of the findings and has received support in favor of the installation of the multiway stop control. Adequate funds are available in Street Maintenance expenditure account 14504- 5141.008. ATTACHMENTS Resolution Vicinity Map 0 Page 2 Packet Pg. 26 RESOLUTION NO. 17 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AUTHORIZING THE INSTALLATION OF MULTIWAY STOP CONTROL FOR THE INTERSECTION OF VIA PRINCESSA AT GOLDEN OAK COMMUNITY SCHOOL DRIVEWAY WHEREAS, Section 21345 of the California Vehicle Code allows local authorities to design any intersection under their exclusive jurisdiction as a stop control intersection; and WHEREAS, traffic operations at the intersection of Via Princessa at Golden Oak Community School driveway will benefit from the installation of multiway stop control. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. That the intersection of Via Princessa at Golden Oak Community School driveway be designated as a multiway stop control intersection. Traffic on Via Princessa at Golden Oak Community School driveway shall be required to stop before entering the intersection. SECTION 2. That the stop designations, as provided herein, shall apply when appropriate signs and pavements markings, giving adequate notice hereof, have been placed as described in Section 1. SECTION 3. That staff shall install all the necessary signs and pavement markings to affect this resolution as described in Section 1. SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
