Approve the plans and specifications for the Sand Canyon Trail Phase V, Project T3022. 2. Award construction contract to R.C. Becker & Son, Inc., in the amount of $219,721 and authorize a contingency in the amount of $21,972, for a total contract amount not to exceed $241,693. 3. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The Sand Canyon trail has been constructed in phases. Phases I and II are completed and provide a multi -use trail along the west side of Sand Canyon Road from Road Runner Road, south approximately one mile to Sky Ranch Road. Phase III is located between Lost Canyon Road and Road Runner Road. The first section of this phase is completed with the remainder scheduled for completion once necessary easements are obtained. Staff has been working on the design of remaining trail Phases IV, V, and VI. These phases are located between Sky Ranch Road and Placerita Canyon Road, a distance of approximately 1.6 miles. Phase IV and VI require additional agency permitting and easements from property owners; however, Phase V can be constructed within the City's existing right of way. This project is for the construction of Phase V of the Sand Canyon Trail and covers approximately 3,200 linear feet between Iron Canyon Creek and County of Los Angeles Fire Page 1 PacketPg. 30 Station 123 on the west side of Sand Canyon Road. This project supports the Building and Creating Community theme of the City of Santa Clarita's (City) five year strategic plan, Santa Clarita 2020. Construction will consist of clearing/grubbing, grading, utility guy -wire relocation, curb cuts, installation of a wooden puncheon trail bridge, lodge pole fencing, and signage. No trees will be removed for this project. As part of the public participation process, staff has been working with the Sand Canyon Trails Committee on concept development, design, and easement acquisitions. Although the trail is primarily designed for horses, it will be designated as a multi -use trail and open to all trail users. An invitation to bid was published on August 2 and August 8, 2017, and advertised on the City's website. A total of seven bids were submitted to the City and opened by Purchasing on September 13, 2017. The results of the bid are shown below: Companv R.C. Becker & Son, Inc. Becker & Son, Inc., the lowest responsive bidder. R.C. Becker & Son, Inc., possesses a valid state contractor license and is in good standing with the Contractors State License Board. The contractor's bid has been reviewed for accuracy and conformance to the contract document and was found to be complete. The requested construction contingency will cover costs of unforeseen site conditions uncovered during grading, fence installation, and coordination with Southern California Edison on guy -wire relocations. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Adequate funds were appropriated as part of the Fiscal Year 2017-18 budget in expenditure account T3022601-5161.001 (General Fund - Capital) to support this recommended contract. In the case of discrepancies in the amounts bid, unit prices shall govern over extended amounts, and words shall govern over figures.
