Approve the plans and specifications for the Orchard Village Road Median Turf Removal, Project B1015. 2. Award the construction contract to Jeff Tracey, Inc., dba Land Forms Landscape Construction, in the amount of $1,360,575 and authorize a contingency in the amount of $204,086, for a total contract amount not to exceed $1,564,661. 3. Authorize an increased expenditure in an amount not to exceed $71,916 to the existing professional services contract with Pacific Coast Land Design for construction support to be provided by the project landscape architect and civil engineer, including material testing. 4. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The proposed Orchard Village Road Median Turf Removal, Project B1015, will remove three acres of existing median turf and replace it with plant material that requires significantly less water, replace the aging spray -head irrigation system with more durable and efficient irrigation systems, make provisions to use recycled water when it becomes available, and install concrete unit pavers for maintenance strips. This project is part of the multi-year Citywide Major Thoroughfare Median Turf Removal Program and supports the Community Beautification theme in the City of Santa Clarita's (City) five-year strategic plan, Santa Clarita 2020. This project also follows the City's current design standards for median landscaping. Page 1 PacketPg. 40 This project exemplifies the City's commitment to maintain the high quality of life enjoyed by our residents. Investing in high-quality landscape projects within the public right-of-way helps maintain higher property values and keeps the City on the cutting edge of water management. This project is one facet of an overall program to improve our water management infrastructure, while keeping the City's public areas well -landscaped. Orchard Village Road was constructed in 1970 by the developer of the adjacent master -planned community of Valencia Maintained by the City's Landscape Maintenance District (LMD) since 1997, the three -acre landscaped median consists primarily of turf, shrubs, and trees with the associated irrigation. The LMD provides a local funding source that is dedicated to the construction and maintenance of landscaped medians within the City. A large portion of the median is located within Southern California Edison (Edison) right-of-way beneath high voltage electric lines, which serve a major portion of Southern California. A Consent Agreement has been obtained from Edison to perform construction within their right-of-way. Each year, the median becomes a prime viewing area for the community's annual Fourth of July parade. The parade route begins in Old Town Newhall, traveling west on Lyons Avenue onto Orchard Village Road and finishing at 16th Street. The parade has been a long-standing tradition in the Santa Clarita Valley since it began in 1932. The design of this median has been previously reviewed by the City Council and takes this use into consideration by providing an area adjacent to the street to ensure ample space will be available to view the parade. Construction for the segment of medians on Orchard Village Road which are utilized for the Fourth of July parade route will be completed prior to the 2018 parade. An invitation to bid was published three times, September 9, 14, and 19, 2017, and was advertised on the City's website. The project plans and specification were also uploaded onto PlanetBids. There were a total of seven bids submitted to the City and opened by Purchasing on October 9, 2017. The bid results are shown below: Companv Land Forms Landscape Const. C. S. Legacy, Inc. R. C. This recommendation does not change the order of the low bidder. Land Forms remains the low bidder for this project. The bid alternate will be added to the construction contract for curb repairs and boring. Land Forms, possesses a Page 2 Packet Pg. 41 valid state contractor's license and is in good standing with the Contractors State License Board. While the City maintains a Support of Local Businesses policy that can be utilized by the City Council when warranted, the City is governed by the California Public Contract Code with regard to public works project procurement. In this type of procurement, the California Public Contract Code does not permit a city to utilize a Support of Local Businesses policy and instead requires the contract be awarded to the lowest responsive bidder. The requested construction contingency will cover the cost for any unforeseen site conditions uncovered during the median excavation, resolving conflicts with unknown utilities, potential removal of unsuitable soil, or import of plant soil if necessary, and potential additional costs to accelerate the construction schedule in the event of a long rainy season, in order to achieve completion prior to the 2018 Fourth of July parade. Construction support for landscape architect services and materials testing will be provided by Pacific Coast Landscape Design, Inc. (PCLD), in the amount of $65,378 with a contingency to cover unforeseen site conditions and additional material testing in the amount of $6,538 for a total contract amount not to exceed $71,916. PCLD has successfully aided the City on many construction projects, as well as completing the concept design and construction plans and specifications for this project. A Request For Proposal for design of construction plans and specifications was issued in December 2016. PCLD was the only firm to submit a proposal. The contract was awarded to PCLD at the March 14, 2017, City Council meeting, based on their design experience and the completeness of their proposal. Their expertise and experience combined with their knowledge of this project will ensure efficiency, which is critical for the accelerated construction schedule. Staff negotiated a final contract at a fair and reasonable price for the services requested. The current project budget of $4,239,336 allows for awarding the construction and construction support contracts, staff time for project management, public works inspection, LMD inspection, environmental monitoring, labor compliance, and miscellaneous project administrative costs. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT LMD Zone 2008-1 (Fund 357) funds in the amount of $4,239,336 were appropriated as part of the Fiscal Year 2017-18 budget in expenditure account B1015357-5161.001. This amount will adequately provide for the award of the construction and construction support contracts, staff time for project management, public works inspection, LMD inspection, environmental monitoring, labor compliance, and miscellaneous project administrative costs.
