SUBJECT: RESOLUTION TO TRANSITION FROM COMMUNITY ENERGY
PARTNERSHIP TO WESTSIDE ENERGY PARTNERSHIP

RECOMMENDED ACTION
City Council adopt a resolution authorizing participation as a member city in the Westside
Energy Partnership program.
BACKGROUND
The Community Energy Partnership (CEP) was formed as a collaborative effort between local
governments, investor owned utilities, and The Energy Coalition (a non-profit organization) to
increase energy efficiency at the local government scale. The City of Santa Clarita (City) joined
this pioneering endeavor in 2004. Through participation in the partnership, the City receives no -
cost energy consulting, bonus energy rebates for projects, and public outreach assistance. To
date, the City has been able to document a 34.7 percent energy savings rate since 2006. The City
has also been the recipient of $59,599 in rebates only available to partnership cities.
Since its inception, the CEP has grown to include local governments across Southern California
Edison (SCE) and Southern California Gas Company (SCG) territories. Energy partnerships of
this kind are now prevalent and formed regionally. In 2016, the California Public Utilities
Commission required that cities leave the CEP to join their regional energy partnerships. The
regional partnership nearest to the City of Santa Clarita is the West Side Energy Partnership.
Membership in the West Side Energy Partnership would allow the City of Santa Clarita to join
with the City of Santa Monica and Culver City, working in collaboration with SCE, SCG, and
The Energy Coalition as the implementing partner. The number of cities participating in this
partnership is expected to grow, as additional cities complete the process of transitioning to the
new, regional version of the program.
With approval of the resolution, the City would continue to participate in a similar fashion and
will be offered the same advantages, incentives, and support as with the CEP.

FISCAL IMPACT
There is no impact to the General Fund. Membership in the West Side Energy Partnership will
make the City eligible for rebates on future energy saving projects.

RESOLUTION NO. 17-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, DECLARING SUPPORT FOR AN ENERGY
PARTNERSHIP BETWEEN SOUTHERN CALIFORNIA EDISON COMPANY AND
SOUTHERN CALIFORNIA GAS COMPANY TO BE KNOWN AS "WEST SIDE
ENERGY PARTNERSHIP"
WHEREAS, the Energy Partnership representing the City of Santa Clarita (City) supports
energy efficient initiatives, policies, and construction standards in order to ensure that our
communities follow and encourage sustainable practices; and
WHEREAS, local demand for electricity and natural gas has grown, and it is expected
that demand for electricity and natural gas will continue to grow in the near future to support a
growing population and economy; and
WHEREAS, residents and businesses spend significant amounts for energy, it makes
economic sense and good public policy to encourage energy efficiency in the City; and
WHEREAS, energy efficiency programs enhance our environment by improving air
quality and other pollution prevention, and conserves natural resources; and
WHEREAS, it is vital for our community to keep spending locally whenever possible,
and to encourage innovations in the way we behave, build, and incorporate energy into our
everyday business and personal lives; and
WHEREAS, the City has achieved a Platinum level Energy Leader level in 2017,
meeting the highest level of recognition which provides the most flexibility for future projects
inclusion in the program; and
WHEREAS, the communities comprised of the Energy Partnership seek to promote
innovative methods and state-of-the-art technologies used in the design and construction of new
residential and commercial buildings within the region, in order to bring energy and natural
resource consumption in line with our sustainability goals; and
WHEREAS, the City has been identified by the participating Energy Partnership
jurisdictions to enter into an agreement with Southern California Gas Company (SCG) and
Southern California Edison (SCE) on their behalf to represent them and implement the activities
of the participating Energy Partnership jurisdictions; and
WHEREAS, the Energy Partnership brings together the City, SCE, SCG and the Energy
Partnership member agencies in a cooperative program to promote energy efficiency, regional
sustainability goals, and collaboration.

NOW, THEREFORE, the City Council of the City of Santa Clarita does herby resolve as
follows:
SECTION 1: That the foregoing Recitals are true and correct and are incorporated herein
by this reference.
SECTION 2: That the City is committed to sustainable practices through energy
efficiency and will provide leadership and guidance in promoting, facilitating, and instituting
such practices in the region.
SECTION 3: That the City supports and endorses the West Side Energy Partnership (a
SCE & SCG Local Government Partnership) as an effective method to help meet long-term
regional economic and environmental goals.
SECTION 4: That the City Team Leader, Heather Merenda, shall serve as liaison to the
Partnership and will review progress regularly with the City of Santa Clarita, SCE, and SCG.
SECTION 5: That the City, with the assistance of SCE, SCG, and the Partnership will
identify and support implementing the suite of programs and projects within the City municipal
facility and community energy efficiency and sustainability goals.
SECTION 6: This Resolution shall become effective immediately upon its adoption, and
this authorization is effective until rescinded by the City Council of the City of Santa Clarita
SECTION 7: That the City Clerk shall certify to the passage and adoption of this
Resolution, shall enter the same in the book of original resolutions of the City of Santa Clarita,
and shall make a minute of passage and adoption thereof in the records of the proceedings of the
City Council of City of Santa Clarita in the minutes of the meeting at which the same is passed
and adopted.
PASSED, APPROVED, AND ADOPTED this day of 2017.
