IN NEWHALL, ASSESSOR'S PARCEL NO. 2836-030-044

RECOMMENDED ACTION
City Council:
1. Approve a Purchase and Sale Agreement for the acquisition of 1+/- acres of real property in
Newhall, Assessor's Parcel Number 2836-030-044.
2. Authorize the City Manager, or designee, to execute all documents, subject to City Attorney
approval.
BACKGROUND
The current Santa Clarita Valley Temporary Emergency Winter Shelter Program is operated by
Bridge to Home, a local non-profit organization, on property located at 23029 Drayton Street in
Newhall. The location of the winter shelter was determined in 2007 as part of a community
Task Force effort led by the Los Angeles County Fifth District Supervisor. This Task Force was
comprised of business, community, school, government, and non-profit leaders within the Santa
Clarita Valley.
The shelter started operations at the Golden Valley Road property during the 2007-2008 winter
season and remained at that location until March 2010. During the 2010-2011 winter season, the
shelter moved to the current Drayton property located at 23029 Drayton Street. Bridge to Home
has operated their temporary emergency winter shelter at the Drayton location since 2011 and has
indicated the Drayton property is their preferred site for a permanent location. Furthermore, on
September 26, 2017, the City Council authorized the transfer of ownership of the Drayton
property on 23029 Drayton Street to Bridge to Home for the future development of a Homeless
Services Center.

Due to the need for the expansion of the winter shelter, the owner of the approximate one -acre
property adjacent to the current location is willing to enter into an agreement to sell the property
to the City of Santa Clarita for $511,000, which is reasonable based upon an appraisal conducted
on the property. Once the property has been acquired, the property will be transferred to Bridge
to Home.
Measure H was approved by Los Angeles County voters in March 2017 and will generate
approximately $355 million annually for the next ten years. According to the Los Angeles
Homeless Services Authority, all new funding for shelter programs will be for organizations
operating 24 -hours and 365 days per year. The most competitive non-profit organizations for
Measure H funds will be those organizations who demonstrate property ownership and site
control. Bridge to Home is positioned to be eligible for receiving the maximum amount of
Measure H funding.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Community Development Block Grant Funds (CDBG) and Council Contingency Funds are
available for the purchase of the property. Use of CDBG funding is subject to the completion of
a substantial amendment to the 2016-2017 Annual Action Plan and the successful completion of
a National Environment Policy Act process.
