HomeMy WebLinkAbout2017-12-12 - AGENDA REPORTS - MC 16-234 PLACERITA RANCH EIR (2)Agenda Item: 13 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR 14) CITY MANAGER APPROVAL: 41 DATE: December 12, 2017 SUBJECT: AWARD CONTRACT FOR PLACERITA RANCH EIR CONSULTANT, MASTER CASE 16-234 DEPARTMENT: Community Development PRESENTER: Mike Marshall RECOMMENDED ACTION City Council award a contract to Michael Baker International in the amount of $257,345, plus a 10% contingency of $25,735 for a total contract cost of $283,080, and authorize the City Manager to execute the contract and associated documents subject to City Attorney approval. BACKGROUND The Placerita Ranch project (Project), Master Case 16-234, is a request to develop 322 detached single-family homes including the following entitlements: Tentative Tract Map No. 74723 would create lots to facilitate the single-family homes; a Conditional Use Permit is required for development within a Planned Development Overlay Zone; a Development Review Permit is required for the construction of all proposed structures and the initiation of the proposed single- family land use; a Minor Use Permit is needed for the reduction of required commercial development within the Mixed Use -Neighborhood (MXN) Zone; and an Oak Tree Permit is necessary for the applicant to encroach within the protected zone of oak trees on the Project site. The Project site is split -zoned MXN and Non -Urban 5 (NU5). The MXN Zone is intended for mixed-use development, which is encouraged to create neighborhoods that integrate residential uses with complementary commercial uses. The MXN Zone allows for a maximum density of 18 dwelling units per acre. The NU5 Zone provides for the maintenance and expansion of rural communities that are distinguished by large lot sizes. Typical uses within this zone include single-family homes, agriculture, equestrian uses, private recreation, and public and institutional facilities serving the local area. The Project consists of a proposal to incorporate larger for -sale fee lots within the portion of the site zoned NU5, while the portion of the site zoned MXN will consist primarily of single-family detached condominiums. In order to develop the Project, an Environmental Impact Report (EIR) is required in accordance with the California Environmental Quality Act (CEQA). Page 1 Packet Pg. 76 In September 2017, staff solicited proposals from qualified firms, through the City of Santa Clarita's (City) Request for Proposal (RFP) process, to prepare this Project's EIR. Four firms submitted proposals. Three were selected for interviews, while the fourth was disqualified for not responding to an essential element of the RFP requiring the firm to provide detailed information as to which technical studies would be completed as a part of the EIR process and the costs associated to those studies. A cost summary of each proposal is provided in the table below. This will expedite the completion of the Draft EIR and further assist in the completion of the Final EIR for the Project. The recommended firm has indicated that the EIR process will be completed within a 12 -month period from the date of inception, concluding with public hearings before both the Planning Commission and City Council. The total cost to prepare a Draft EIR and complete the Final EIR for the Project is $257,345, with a 10% contingency of $25,735 for a total contract of $283,080. The applicant (Ravello Holdings) is responsible for the cost of the preparation of the EIR and associated contract, and will deposit the funds into a trust account maintained by the City. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT All costs associated with the preparation of the Environmental Impact Report are the responsibility of the applicant for the Placerita Ranch Project. Page 2 Packet Pg. 77
