AGENDA
*Study Sessions are for the purpose of allowing the City Council. Commissioners, and staff to
informally discuss and better understand major issues currently before the City.
Pursuant to GC 54954.3 members of the public may directly address the legislative body
concerning any item that has been described in the notice for the meeting. Following the
presentation of the item the Mayor will inquire if any member of the public wishes to address
the CouncillCommission on the item listed. Speakers will be given three (3) minutes to
address the CouncillCommission(s) on the item listed. Council/Commission(s) will not be
taking comment on any other matter at this time.

ITEM 1 FISCAL YEAR 2016-2017 BUDGET — Each year the City goes through a
budget process to develop the annual budget. This process takes approximately
six months, typically beginning in January and culminating in June with the
adoption of a balanced annual budget. The budget process involves the City
Council, the Leadership Team, all City departments, and the community.
RECOMMENDED ACTION: Receive the presentation on the state of the
budget including the budget message and the City's fiscal status and outlook.

SUBJECT: FISCAL YEAR 2016-2017 BUDGET
RECOMMENDED ACTION
City Council; Planning Commission; Parks, Recreation, & Community Services Commission; and Arts
Commission receive the presentation on the proposed FY 2016-2017 Budget.
BACKGROUND
Each year the City goes through a budget process to develop the annual budget. This process takes
approximately six months, typically beginning in January and culminating in June, with the adoption
of a balanced annual budget. The budget process involves the members of the City Council, the
Commissions, all City departments, and the community.
Information on the proposed budget is being presented to the Council; the Planning Commission; the
Parks, Recreation, & Community Services Commission; and the Arts Commission for review and
discussion.

order at 5:30 p.m.
All Councilmembers were present.
All Commissioners were present with the
exception of Vice -Chair Burkhart and
Commissioner Eichman.
All Commissioners were present with the
exception of Chair Rasmussen.
All Commissioners were present.
Parks, Recreation and Community Services
Commissioner Cruikshank led the flag salute.
ITEM 1 FISCAL YEAR 2016-2017 BUDGET — City Manager Ken Striplin provided an
update on the state of the economy; gave an overview of the proposed Fiscal Year
2016-2017 budget and CIP Plan.
Council and Commission members' comments and concerns included: Funding
for a Transitional Care Unit at Henry Mayo Newhall Memorial Hospital;
additional Code Enforcement at the City's skate park; the possibility of increasing
funds for the Safe Routes to School Program; increase funding for Arts Grants
budget; developing a Towsley Canyon Amphitheatre; developing a BMX Park;
adding additional tennis courts to parks; and expressing gratitude and
congratulations on the budget plan.
PUBLIC PARTICIPATION
Addressing the Council and Commissions were Alan Ferdman, Tom Lambs, and members of the
Bike Coalition.
ADJOURNMENT
Mayor Kellar adjourned the Study Session at 6:30 p.m.

Recognition: Mayor Pro Tem Weste and Mayor Smyth presented a certificate to
Planning Commissioner Ostrom for celebrating his 48th wedding
anniversary today.
Call to Order: Mayor Smyth called the Study Session to order at
5:31 p.m.

of Chair Millar, Vice -Chair Dow, and
