Approve the purchase of 176 +/- acres of real property for the purpose of public recreational and open space preservation, Assessor's Parcel Number 3244-029-020, at a total cost of $1,555,000, which includes the property purchase price of $1,500,000, and $25,000 for title, escrow, taxes and due diligence costs, plus $30,000 for gates, fencing, and signage. 2. Appropriate $1,525,000 from Open Space Preservation District Fund Balance (Fund 358) to Open Space Preservation District Expenditure Account 12592-5201.004, for purchase of the property and due diligence costs. 3. Appropriate $30,000 from Open Space Preservation District Fund Balance (Fund 358) to Open Space Preservation District Expenditure Account 12592-5201.008 for property improvements. 4. Appropriate $40,000 for Fiscal Year 2017-18 property taxes from Open Space Preservation District Fund Balance (Fund 358) to Open Space Preservation District Expenditure Account 12592-5185.003 for payment of the April 2018 property taxes. 5. Appropriate $10,000 as an annual ongoing expenditure from Open Space Preservation District Fund Balance (Fund 358) to Open Space Preservation District Expenditure Account 12592-5185.003 for the payment of annual property taxes. Authorize the City Manager, or designee, to enter into a Purchase and Sale Agreement to acquire the property and to execute all documents needed for the purchase of this property, subject to City Attorney approval. BACKGROUND The subject property is located in the northern region of the Santa Clarita Valley, on the west side of San Francisquito Canyon Road, above Copper Hill Drive in Los Angeles County, known as the Tesoro Burnham property. It has a Vested Tentative Map number 53819 approved by Los Angeles County which was designed with 37 one acre residential lots, and with drainage easements. The subdivision process was not able to proceed since residential water supply was not available for this location, which led to the property being offered for acquisition as open space. The property is near existing residential housing developments and is being used by the public for hiking, biking, running, and off road recreation. Existing Los Angeles County trails cross this property and acquisition of this property will ensure trail connectivity between existing trails. A portion of the property that is in the San Francisquito Canyon riverbed is designated a Significant Ecological Area (SEA) by the California Department of Fish and Wildlife. This acquisition is consistent with the Open Space acquisition goal identified in the Community Beautification theme of the "Santa Clarita 2020" Plan. The purchase price of this property is $1,500,000. Closing costs which include escrow, title, appraisal fees, and due diligence costs are estimated at $25,000. Costs for property improvements including gates, fencing, and signage are estimated at $30,000, for a total cost and appropriation of $1,555,000. Additional costs include property taxes incurred by the Los Angeles County Treasurer and Tax Collector. This acquisition is in compliance with the mission of the Open Space Preservation District. It has been reviewed pursuant to the California Environmental Quality Act (CEQA) and is exempt under CEQA guidelines Section 15313, Class 13, as an acquisition for conservation purposes and Section 15325, Class 25, as a transfer of an ownership interest in land to preserve open space and existing natural conditions. Any subsequent or proposed changes in the use or condition of the property will be subject to CEQA guidelines. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Upon approval of the recommended action, the budget will be adjusted accordingly.
