RECOMMENDED ACTION
City Council:
1. Approve the 2018 Community Services and Arts Grants Committee's program funding
recommendations in an amount not to exceed $91,369 for Community Services Grants and
$88,631 for Arts Grants, for a total of $180,000.
2. Direct staff to execute Grant Program Agreements with the agencies approved for funding.
3. Authorize the City Manager, or designee, to sign all documents pursuant to City Attorney
approval.
BACKGROUND
The City of Santa Clarita (City) has provided funds for community organizations through the
Community Services and Arts Grants program for approximately 28 years. Each year, a Grant
Committee is assembled to determine funding categories, review and rate applications, and make
funding recommendations for community service and arts projects throughout Santa Clarita.
This year's Grant Committee for the Community Services and Arts Grants included
Councilmembers Cameron Smyth and Bob Kellar; Parks, Recreation, and Community Services
Commission Chair Don Cruikshank; Arts Commission Chair Michael Millar; and a City staff
member from the Community Development Department, City Manager's Office, and the Human
Resources Division.
The Grant Committee selected "Community Benefit" as the priority funding focus area for this
year's Community Services and Arts Grant program, a funding limit of up to $5,000 per
Community Services and Community Art Grant award, and a funding limit up to $7,500 for the

"Santa Clarita Presents" Arts Grant subcategory.
With the adoption of the Fiscal Year (FY) 2017-18 budget, the City Council approved a budget
for the Community Services and Arts Grants program of $180,000. The allocated amount for
each grants program is $90,000 for Community Services and $90,000 for Arts. The Arts Grant
budget reflects the additional $30,000 approved by City Council in the FY 2016-17 budget for
the Arts Organization Capacity Grants, as recommended in the Arts Master Plan.
Community Services Grants - Thirty-five (35) Community Service Grant applications were
received, with grant requests totaling $160,985. This year's grant program includes a
recommendation from the Grant Committee to fund 19 Community Services Grant applications
with a total grant allocation of $91,369. Attachment A provides a list of the 19 agencies and
programs recommended for funding.
Arts Grants - The Grant Committee selected to continue with the three previous subcategories,
Community Arts, Santa Clarita Presents, and Arts Organization Capacity. Twenty-six (26) Arts
Grant applications were received, with grant requests totaling $135,334. The breakdown of the
Arts Grant applications received were 10 in the Community Arts subcategory, 6 in the City of
Santa Clarita Presents subcategory, and 10 in the Arts Organization Capacity subcategory. This
year's Arts Grant Program recommends funding 16 applications totaling $88,631. Attachment B
provides a list of the 16 recommended agencies and programs.
As part of the process to select grant recipients, the Grant Committee used a combination of
rankings and discussion to select the final proposed grant recipients. Grant Committee members
felt it was important to recommend funding for as many proposals as possible. Consequently,
they were able to recommend funding for a couple additional grants in both categories by
distributing funds at a lower value than requested, ensuring a broader reach into the community.

FISCAL IMPACT
Funds in the amount of $180,000 have been budgeted and are available for this purpose in
expenditure account 15000-5171.001.
