Approve the acquisition of l+/- acres and the purchase price of $511,000 of real property in Newhall, Assessor's Parcel Number 2836-030-044. 2. Appropriate $603,522 from the General Fund fund balance for the purchase of the property and for escrow, title, appraisal, relocation fees, and due diligence costs to Non -Departmental Administration Account 19000-5201.004. 3. Authorize the transfer of ownership of the property located at 23027 Drayton Street to Bridge to Home. 4. Authorize the City Manager, or designee, to execute all documents related to the acquisition of property and the transfer of such property located at 23027 Drayton Street to Bridge to Home, subject to City Attorney approval. BACKGROUND The current Santa Clarita Valley Temporary Emergency Winter Shelter Program is operated by Bridge to Home, a local non-profit organization, on property located at 23029 Drayton Street in Newhall. The location of the winter shelter was determined in 2007 as part of a community Task Force effort led by the Los Angeles County Fifth District Supervisor. This Task Force was comprised of business, community, school, government, and non-profit leaders within the Santa Clarita Valley. The shelter started operations at the Golden Valley Road property during the 2007-2008 winter Page 1 Packet Pg. 21 season and remained at that location until March 2010. During the 2010-2011 winter season, the shelter moved to the current Drayton property located at 23029 Drayton Street. Bridge to Home has operated their temporary emergency winter shelter at the Drayton location since 2011. Operations have been renewed annually under the use of a Temporary Use Permit, which allowed for the operation of the temporary emergency winter shelter on City of Santa Clarita (City) -owned property from November to March each year. City staff researched alternate locations for a permanent shelter and Bridge to Home indicated the Drayton site is their preferred site for a permanent location. Measure H was approved by Los Angeles County voters in March 2017 and will generate approximately $355 million annually for the next 10 years. According to the Los Angeles Homeless Services Authority (LAHSA), all new funding for shelter programs will be for organizations operating 24 -hours and 365 days per year. LAHSA has already begun releasing requests for proposals (RFPs) for organizations to apply for Measure H funding for 21 specific strategies outlined in the Los Angeles County's Homeless Initiative Plan. There is available funding through Measure H specific to shelter operations. Transfer of ownership of the Drayton Street property from the City to Bridge to Home and the approval of a Temporary Use Permit to operate year-round would allow Bridge to Home to be eligible to receive the maximum amount of Measure H funding. Therefore, on September 26, 2017, the City Council authorized the transfer of ownership of the Drayton property on 23029 Drayton Street to Bridge to Home for the future development of a homeless service center. Due to the need for the expansion of the winter shelter, the owner of the approximate one -acre property adjacent to the current location is willing to enter into an agreement to sell the property to the City. The approval of the purchase and sale agreement and execution of escrow instructions was approved by City Council on November 28, 2017. As part of the City's standard due diligence, a Phase I Environmental Site Assessment (ESA) was conducted. The purpose of the Phase I ESA was to identify recognized environmental conditions associated with soil and groundwater contamination at the site. The report recommended a Phase II environment assessment be conducted on the property as the next stage of the City's due diligence. The final condition of purchase will be contingent upon a clean environmental review of the property. An additional consideration, once the City's environmental review is complete, is that the current tenants located on the property will need to be relocated. The budget prepared for this item contemplates this necessity and will be carried out as part of the final acquisition. Once this is complete, the City will then make arrangements to transfer the property to Bridge to Home. ALTERNATIVE ACTION Other action as determined by the City Council.
