SUBJECT: GRANT REQUESTS FOR STATE TRANSIT ASSISTANCE STATE
OF GOOD REPAIR FUNDS FROM THE CALIFORNIA
DEPARTMENT OF TRANSPORTATION

RECOMMENDED ACTION
City Council adopt a resolution allowing the City Manager or designee to submit grant requests
and enter into a Funding Agreement, Letter of Agreement, Memorandum of Understanding, or
other form of agreement required from the California Department of Transportation for State
Transit Assistance State of Good Repair funds.
BACKGROUND
On April 28, 2017, Governor Brown signed Senate Bill 1 (SB 1) into law, which generates new
revenues from various taxes and fees and is designed to support public transportation. As a
result of SB 1, Santa Clarita Transit is an eligible recipient for State Transit Assistance (STA)
State of Good Repair funds, which are managed by the California Department of Transportation.
Funds will be used toward, but not limited to, capital projects at the Transit Maintenance
Facility. As a requirement to secure the funds, potential recipients must submit an adopted
resolution, certification and assurances, and an authorized agent form to Caltrans to claim the
funds.
There are no immediate plans for these funds. The City of Santa Clarita (City) will apply and
retain these funds until a sufficient balance is available for a larger project. It is anticipated that
these funds would be submitted with a project during the Fiscal Year 2019-20 budget cycle
which would also be after any ballot initiative.

FISCAL IMPACT
None by this action. This resolution only allows the City to submit grant requests and enter into
agreements to secure grant funding with the California Department of Transportation. Fiscal
impacts for projects funded with SB I grant funding will be addressed at the time of each project
award.

RESOLUTION NO. 18-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, AUTHORIZING THE SUBMISSION OF A
FUNDING REQUEST, REQUIRED CERTIFICATION AND ASSURANCES AND
AUTHORIZED AGENT FORM FOR THE SENATE BILL 1 STATE
TRANSIT ASSISTANCE STATE OF GOOD REPAIR PROGRAM
WHEREAS, Senate Bill 1 (SB 1) the Road Repair and Accountability Act of 2017, was
passed by the Legislature and signed into law by the Governor on April 28, 2017, in order to
address the significant multi -modal transportation funding shortfalls statewide; and
WHEREAS, SB 1 includes funding to be administered by the California Department of
Transportation and referred to as the State of Good Repair program that will provide additional
revenues for transit infrastructure repair and service improvement; and
WHEREAS, the City is an eligible project sponsor and may receive State Transit
Assistance funding from the State of Good Repair program pursuant to guidelines developed by
Caltrans for the purpose of administering and distributing funds to eligible program sponsors.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve
as follows:
SECTION 1. That the City agrees to comply with all conditions and requirements set
forth in the Certification and Assurances document and applicable statutes, regulations and
guidelines for all State of Good Repair funded transit projects.
SECTION 2. That the City Manager or his/her designee be authorized to execute and
submit proposals for allocation of funds under the California State of Good Repair program
along with all required documents and any amendments thereto with the California Department
of Transportation on behalf of the City of Santa Clarita.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution.
