SUBJECT: CANYON COUNTRY COMMUNITY CENTER, PROJECT F3020 -
APPROPRIATION OF BUILDING DEMOLITION FUNDING

RECOMMENDED ACTION
City Council:
1. Appropriate $350,000 from the Facilities Fund Balance (Fund 723) to the Canyon Country
Community Center Expenditure Account F3020723-5161.001 for the demolition of buildings
on City -owned property at the future Canyon Country Community Center site.
2. Authorize the City Manager or designee to execute all required documents to complete the
demolition of buildings on City -owned property for the future Canyon Country Community
Center project subject to City Attorney approval.
BACKGROUND
In September 2014, the City Council authorized the purchase of four parcels of vacant land
comprising of 6.5 acres located at the northeast corner of Soledad Canyon Road and Sierra
Highway for a new community center. Following a public engagement process, the Master Plan
for the community center was adopted by the City Council on June 28, 2016, which included five
additional parcels not owned by the City of Santa Clarita (City) at that time that are needed to
support the required on-site parking and street improvements on Soledad Canyon Road and
Sierra Highway. To date, the City has acquired four of these five parcels. These parcels contain
Buildings 1 and 3 as noted on Exhibit A. Negotiations continue on the last remaining parcel
containing Building 2 as noted on Exhibit A; however, the City has filed a Motion of Immediate
Possession for this property, per the direction given by the City Council at its meeting on
September 26, 2017.
There are six separate businesses operating in Buildings 1-3 on the recently acquired parcels.
The City has successfully negotiated terms and executed settlement agreements for the relocation

of all six businesses. Building 1 is now vacant and it is anticipated that Building 3 will be
vacated by the end of March. Staff recommends removing each building as it is vacated to
reduce the potential for security issues or safety hazards and to achieve an immediate aesthetic
benefit to the community.
There are two billboards located on two different parcels which will be required to be removed
for project implementation. The City has a signed settlement agreement for the removal of one of
the two billboards, and negotiations continue for the remaining billboard. The City has also filed
a Motion of Immediate Possession per City Council direction.
The City Council is asked to appropriate funding necessary for the demolition of the buildings,
billboard footings, and hardscape areas on City -owned property. Contractor selection and
demolition work will be performed in accordance with the City's purchasing policy. The
demolition will occur over several months as each building becomes vacant.

Other action as determined by the City Council.
FISCAL IMPACT
Upon approval of the recommended actions, the budget will be adjusted accordingly for
expenditure account F3020723-5161.001.
