SUPPLEMENTAL ENVIRONMENTAL IMPACT REPORT FOR THE
SPECIFIC PLAN AMENDMENT FOR THE HENRY MAYO
NEWHALL HOSPITAL SPECIFIC PLAN (MASTER CASE 17-193)

RECOMMENDED ACTION
City Council:
1. Award a contract to Michael Baker International, Inc., in the amount of $138,360, and
authorize a 10% contingency amount of $13,836, for a total contract cost of $152,196.
2. Authorize the City Manager or designee to execute the contract and associated documents,
subject to City Attorney approval.
BACKGROUND
On October 11, 2017, the Henry Mayo Newhall Hospital (HMNH) filed an application to amend
the HMNH Specific Plan, Master Plan, and Development Agreement (Master Case 17-193) to
include a new inpatient building on the hospital campus. This amendment includes a new
inpatient building totaling up to 200,000 square feet, along with a new above -ground parking
structure to provide the necessary parking for the project. In order to evaluate the project in
accordance with the California Environmental Quality Act, a Supplemental Environmental
Impact Report (EIR) is required.
In accordance with the City's Purchasing Policy for a Professional Services Contract, Michael
Baker International, Inc., (MBI) was selected to assist staff with the preparation of this EIR due
to their experience with the City in preparing similar documents, as well as their experience
preparing the original EIR for the HMNH Master Plan. MBI provided a cost and scope of work
for this project totaling $138,360. Staff is asking for the contract to include a 10% contingency of
$13,836, for a total contract amount of $152,196. A deposit has been collected from the applicant
to cover the cost of staff time in preparation of the EIR. The remaining funds to cover the cost of

the preparation of the EIR will be paid by the applicant and placed in a trust account. Any
unused funds would be returned to the applicant upon completion of the EIR.

FISCAL IMPACT
There is no fiscal impact associated with the approval of this contract. All costs associated with
the preparation of the Supplemental Environmental Impact Report for this project will be paid in
advance by the applicant and placed in a trust account. Any unused funds upon the completion of
the project will be returned to the applicant.

Dear Mr. Chow:
Michael Baker International is pleased to submit this letter proposal to prepare a Supplement to the
Henry Mayo Hospital Master Plan Environmental Impact Report (Supplemental EIR), pursuant to the
California Environmental Quality Act (CEQA). The Henry Mayo Hospital Master Plan and corresponding
Development Agreement were adopted by the City of Santa Clarita in 2008 to provide a comprehensive
plan for buildout of the hospital's campus. Along with these entitlements, the City certified an EIR that
analyzed the potential environmental impacts of buildout of the Master Plan. In 2016, the City amended
the Master Plan and adopted an independent Specific Plan for the site to address changes to the City's
General Plan and Zoning Ordinance that had occurred since 2008. The 2016 Master Plan Amendment
included a 30,566 -square -foot increase in the campus's building entitlement, for a revised total buildout
capacity of 698,000 square feet. The City prepared an Addendum to the certified EIR to address the 2016
Master Plan Amendment and Specific Plan.
In the current application, the hospital is proposing to revise the Master Plan to allow for an additional
200,000 -square -foot inpatient medical building and an additional aboveground parking structure. The
proposed additional medical building would be located to the northeast of the main hospital building
with a 40,000 -square -foot footprint that would generally occupy the area identified as "Lot D" in the
existing Master Plan. The proposed parking structure would provide approximately 350 spaces in
approximately four aboveground parking levels that would be constructed atop PS -4, which is an
existing at -grade and underground parking facility located at the northeast corner of McBean Parkway
and Orchard Village Road. The proposed Supplemental EIR would analyze the potential environmental
impacts of the revised Master Plan focusing on the newly proposed facilities.
The following sections of this letter proposal identify our proposed project team, scope of work,
schedule, and fee to prepare the Supplemental EIR.
PROJECT TEAM
Michael Baker offers John Bellas and Randy Nichols to the City of Santa Clarita to serve as the project
director and project manager, respectively, for the proposed Supplemental EIR. John has 18 years of
experience in the preparation and management of environmental review documents pursuant to CEQA
and the National Environmental Policy Act (NEPA). Notably, he has managed the preparation of
numerous CEQA documents for projects in Santa Clarita, including medical facilities. A limited selection

SCOPE OF WORK
Our approach to preparing the Supplemental EIR for the Henry Mayo Hospital Master Plan is to first and
foremost work with City staff to prepare a CEQA document that is legally defensible, aids the City in the
decision-making process, and meets the City's needs in terms of schedule and budget.
To accomplish these objectives, our approach is founded on the following principles:
1) Conduct a technically adequate and complete environmental analysis.
2) Create a reader -friendly CEQA document that utilizes a combination of narrative, figures,
photographs, maps, tables, and other visual aids to help the reader understand the
environmental consequences of the project.
3) Establish and achieve a milestone/critical path project schedule.
4) Openly communicate with City staff to ensure the City's desires are met and expectations are
exceeded.

TASK 1: PROJECT INITIATION, COORDINATION MEETINGS, AND PROJECT MANAGEMENT
1a: Kickoff and Coordination Meetings
Michael Baker's project manager will be available to City staff at any time during the assignment to
discuss the project, coordinate the project schedule, exchange information, and ensure the City's
expectations are met. We also recommend an in-person kickoff meeting and milestone -related
coordination meetings over the course of the assignment.
The kickoff meeting will be conducted to initiate the work effort, review project plans, discuss the
project's key environmental considerations, solidify the project schedule, and discuss the action plan
for achieving that schedule. In addition to the kickoff meeting, our scope of work includes participating
in regular conference calls and attending up to three coordination meetings with City staff. Conference
calls and coordination meetings may be conducted to provide status updates, discuss data needs,
review the City's comments on administrative draft documents, prepare for public meetings (e.g.,
scoping meeting and public hearings), discuss project alternatives, review comments received from the
public and outside agencies, and for other coordination purposes.

Deliverables:
• Attendance of Michael Baker's project manager at up to five coordination meetings with City
staff, including the kickoff meeting.
Participation of Michael Baker's project manager and key staff in regularly scheduled conference
calls.
1 b: Project Description and EIR Outline
Upon completion of the kickoff meeting, Michael Baker will prepare a draft project description and an
anticipated outline for the EIR. The draft project description and EIR outline will be submitted to the City
for review and comment. After receiving the City's comments and making the appropriate changes,
Michael Baker will submit revised versions of the project description and EIR outline to the City, which
will be the basis for the project's environmental analysis.
Deliverables:
• Michael Baker will submit the draft and revised versions of the project description and EIR
outline to the City electronically.
1 c: Project Management
Michael Baker's assigned project manager will work as an extension of City staff. This approach
optimizes communication between the City and the consultant team. Management activities include
coordinating with the project team, ensuring the proposed timeline is met, monitoring the project
budget and progress, and providing quality control review of all completed work products.
TASK 2: NOTICE OF PREPARATION AND SCOPING
2a: Notice of Preparation
Michael Baker will prepare a Notice of Preparation (NOP) to file with the State Clearinghouse and the
County Clerk and to mail to adjacent jurisdictions, responsible agencies, and members of the public
who have requested notice. Michael Baker will distribute the NOP via certified mail (or other trackable
delivery method) to interested agencies, organizations, and the public. We will also submit the NOP to
the State Clearinghouse and post the NOP with the County Clerk.
With the existence of the 2008 certified EIR and the 2016 EIR Addendum, the environmental issues for
the Henry Mayo Hospital site are well established. Therefore, we propose to forgo preparation and
circulation of an Initial Study with the NOP, thereby significantly reducing the time required to circulate
the NOP and allowing our team to proceed directly to preparation of the Administrative Draft
Supplemental EIR. The CEQA Guidelines do not require preparation of an Initial Study when it is already
known that an EIR will be prepared.
Deliverables:
• Michael Baker will submit up to fifty (50) printed copies and one (1) electronic copy of the NOP
to the City.
• Michael Baker will file the NOP with the County Clerk.
• Michael Baker will send fifteen (15) printed copies of the NOP to the State Clearinghouse with
the required Notice of Completion/Environmental Document Transmittal form.
• Michael Baker will distribute the NOP via certified mail (or other trackable method) to up to fifty
(50) recipients.

2b: Public Scoping Meeting
Michael Baker will facilitate a public scoping meeting for the project. This task includes preparing a
PowerPoint presentation, explaining the CEQA process for the proposed project, taking discussion
notes, and assisting in response to technical questions. We will also prepare and distribute a notice for
the scoping meeting. For efficiency and to reduce costs, we propose to combine the notice of the
scoping meeting with the NOP.
Deliverables:
Attendance of Michael Baker's project manager and one additional staff member at one public
scoping meeting.
TASK 3: PEER REVIEW OF TECHNICAL STUDIES
We understand that the following technical studies will be prepared under contract to the project
applicant and will be provided to Michael Baker for incorporation into the Supplemental EIR:
• Air Quality Analysis
• Greenhouse Gas Emissions Analysis
• Health Risk Assessment
• Noise Analysis
• Traffic Study
Appropriate technical specialists from Michael Baker's staff will conduct a peer review of each report to
verify that appropriate analytical methods were applied, that the appropriate standards and thresholds
criteria have been addressed, and that the information and analysis is both accurate and sufficient to
support significance conclusions in the CEQA document. This proposal assumes that all reports will be
determined to be sufficient and that we will not need to request or prepare subsequent analyses to
remedy any identified flaws. This task consists of one round of review and comment on each of these
studies and assumes that the initial responses to our comments will be sufficient. If additional review
and comment should be necessary, it would be considered outside of this scope of work and would be
billed on a time and materials basis for the amount of work required, subject to authorization by City
staff.
With regard to AB 52, based on our experience on past projects, we assume that the City will handle any
required AB 52 tribal notification and consultation. Michael Baker is available to provide guidance and
assistance to the City in this regard as needed.
TASK 4: DRAFT SUPPLEMENTAL EIR
4a: Administrative Draft Supplemental EIR
Michael Baker will prepare an Administrative Draft Supplemental EIR for review by City staff. The
Supplemental EIR will compare the potential environmental impacts of the proposed project revisions
to those previously addressed in the certified EIR for the Henry Mayo Hospital and will also consider the
2016 EIR Addendum. It will include all the components required by CEQA, including a summary, a
project description, a description of the environmental setting, a discussion of both project -specific and
cumulative environmental impacts (by topic), mitigation measures, and an alternatives analysis in which

up to three alternatives (including the No Project Alternative) will be considered. The Supplemental EIR
will be prepared in accordance with CEQA, the most recent Guidelines for the Implementation of CEQA,
applicable CEQA case law, and City guidelines.
Beyond the technical aspects of preparing the CEQA document, our approach is to prepare a reader -
friendly EIR that clearly explains why impacts are deemed not significant, significant but mitigable, or
significant and unavoidable. To accomplish this, we will use a combination of narrative, figures,
photographs, maps, tables, and other visual aids. We believe that our reader -friendly approach will
greatly aid the City in meeting two of the core purposes of CEQA—informing the public about the
environmental impacts of the project and allowing decision -makers to consider the project's
environmental consequences before deciding whether to approve the project.
Based on our preliminary evaluation of the project and the 2008 certified EIR and 2016 EIR Addendum,
we have identified the following key environmental topics that will need to be considered:
• Aesthetics, Light, and Glare
• Air Quality
• Greenhouse Gas Emissions
• Energy, Electricity, and Natural Gas
• Noise
• Traffic and Circulation
• Parking
• Tribal Cultural Resources
• Water Supply
• Wastewater
The remaining topics analyzed in the certified EIR and the EIR Addendum, as well as the remaining topics
from the CEQA Appendix G Checklist, would be discussed in a chapter titled "Effects Determined Not
Significant," and include: Agricultural and Forestry Resources; Biological Resources; Cultural Resources;
Geology, Soils, and Seismicity; Hazards and Hazardous Materials; Hydrology and Water Quality; Land
Use; Mineral Resources; Population and Housing; Public Services (Fire, Sheriff, Schools); Recreation; and
Solid Waste.
Michael Baker's project manager will consult with the City during the kickoff meeting to get consensus
on the final structure of the EIR.
Deliverables:
Michael Baker will submit the Administrative Draft Supplemental EIR to the City electronically,
including all appendices and exhibits.
4b: Draft Supplemental EIR
As noted above, upon completion of Task 4a, Michael Baker will provide the City with an Administrative
Draft Supplemental EIR for review. To save time in the process, Michael Baker recommends that each
reviewer provide track changes and in-line comments in the electronic version of the administrative
draft to Michael Baker's project manager. We will tag substantive comments for discussion. Michael
Baker's project manager will then meet with City staff, as necessary, to discuss comments on the
administrative draft. After addressing all of the City's comments, we will submit a proof -check iteration
of the Draft Supplemental EIR to the City for final approval. Upon City approval, Michael Baker will
submit the completed Draft Supplemental EIR to the City.

Deliverables:
• Michael Baker will submit the proof -check iteration of the Draft Supplemental EIR to the City
electronically.
• Michael Baker will submit up to ten (10) printed copies of the Draft Supplemental EIR to the City,
with technical appendices to be provided electronically on CD. In addition, Michael Baker will
provide the Draft Supplemental EIR to the City electronically, in both printable and web -friendly
formats.
4c: Circulation of the Draft Supplemental EIR and Public Notification
Once the Draft Supplemental EIR is completed, Michael Baker will assist the City with the circulation of
the document for public review. This task includes submitting a Notice of Completion (NOC), 15 copies
of the State Clearinghouse's Summary Form, and 15 electronic copies of the Draft Supplemental EIR to
the State Clearinghouse. Michael Baker will also prepare a Notice of Availability (NOA) of the Draft EIR
and post the NOC/NOA with the Los Angeles County Clerk. In addition, Michael Baker will distribute the
NOA and Draft Supplemental EIR (as appropriate) to recipients of an approved distribution list.
Deliverables:
• Michael Baker will submit the draft and final versions of the NOC and NOA to the City
electronically.
• Michael Baker will file the NOC/NOA with the Los Angeles County Clerk.
• Michael Baker will mail the NOA to up to fifty (50) recipients.
• Michael Baker will submit the NOC/NOA, fifteen (15) printed copies of the State Clearinghouse
Summary Form, and fifteen (15) electronic copies of the Draft Supplemental EIR and technical
appendices to the State Clearinghouse.
TASK 5: FINAL SUPPLEMENTAL EIR
5a: Responses to Comments
Following completion of the public review period on the Draft Supplemental EIR, Michael Baker will
prepare responses to all environmental -based comments received on the Draft Supplemental EIR. An
administrative draft version of the responses to comments will be submitted to the City for review. As
with the Administrative Draft Supplemental EIR, Michael Baker's project manager may attend a meeting
with City staff to discuss substantive comments on the administrative version of the response to
comments. We will make all appropriate revisions and submit a proof -check iteration of the response
to comments to the City for final approval. Upon City approval, Michael Baker will distribute the
responses to comments to all commenting agencies and will incorporate the responses into the Final
EIR.
Deliverables:
• Michael Baker will submit responses to comments to the City electronically and will distribute
the responses to the commenting agencies. The final version of the responses to comments will
be included in the Final Supplemental EIR.

5b: Mitigation Monitoring and Reporting Program
Michael Baker will prepare a Mitigation Monitoring and Reporting Program (MMRP) for the project
pursuant to Section 15097 of the CEQA Guidelines. Michael Baker will submit an administrative version
of the MMRP to the City for review and comment. We will make all appropriate revisions and submit a
proof -check iteration of the MMRP to the City for final approval. Upon City approval, Michael Baker will
incorporate the MMRP into the Final EIR.
Deliverables:
• Michael Baker will submit the draft versions of the MMRP to the City electronically. The final
version of the MMRP will be included in the Final Supplemental EIR.
5c: Revisions to the Draft Supplemental EIR
If changes to the text of the Supplemental EIR arise as a result of public comment, Michael Baker will
make the revisions to the Draft Supplemental EIR in a strikeout/underline format and will summarize
the changes in a chapter of the Final Supplemental EIR. An administrative version of the revisions to the
Draft Supplemental EIR document will be submitted to the City for review and comment. Michael Baker
will address all City comments and submit a proof -check iteration of the revisions to the Draft
Supplemental EIR document to the City for final approval.
Deliverables:
Michael Baker will submit the draft versions of the revisions to the Draft Supplemental EIR to the
City electronically. The final version of the revisions will be included in the Final Supplemental
EIR.
5d: Final Supplemental EIR
Upon approval of all documents, Michael Baker will submit a Final Supplemental EIR to be presented at
certification hearings. The Final Supplemental EIR will consist of the summary of the revisions to the
Draft Supplemental EIR, responses to comments, and the MMRP.
Deliverables:
Michael Baker will submit a proof -check version of the Final Supplemental EIR to the City
electronically which addresses all City comments on the administrative draft iterations of the
Final Supplemental EIR chapters.
• Michael Baker will submit ten (10) printed copies and one (1) electronic copy of the Final
Supplemental EIR to the City, with technical appendices to be provided electronically.
TASK 6: CERTIFICATION PROCESS
6a: Public Hearings
Michael Baker will attend up to two public hearings for the project. We assume that the EIR project
manager will be required to attend all public hearings and that attendance by additional key staff may
be required.

Deliverables:
• Attendance of Michael Baker's project manager at two (2) public hearings.
Attendance of appropriate Michael Baker team members at public hearings (a maximum of 8
total hours of meeting attendance).
6b: Notice of Determination
Michael Baker will prepare a Notice of Determination in accordance with Section 15094 of the State
CEQA Guidelines for the City to file with the County Clerk. Michael Baker recommends that the City file
the Notice of Determination within five days of project approval to establish a 30 -day statute of
limitations. Upon request, we would be available to file the Notice of Determination, provided that we
are reimbursed for the filing fees, including the California Department of Fish and Wildlife fee (filing fees
are not included in proposed budget).
6c: Findings and Statement of Overriding Considerations
Michael Baker will prepare EIR Findings and, if necessary, a Statement of Overriding Considerations
(SOC) for the project in accordance with Sections 15091 and 15093 of the CEQA Guidelines. We will
submit an administrative draft version of the Findings and SOC to the City for review and comment. All
City comments will be addressed and, upon City approval, Michael Baker will submit the final version of
the Findings and SOC to the City.

ASSUMPTIONS
Michael Baker assumes that no technical studies other than those prepared by others and provided to
Michael Baker will be required to complete the CEQA documentation for the project. If additional
technical studies become necessary, Michael Baker would be available to conduct the studies per the
mutual agreement of the City and Michael Baker.
Our scope of work assumes the Supplemental EIR will be focused on ten topics, as outlined in our

Michael Baker has included up to 60 hours of professional staff time for responding to comments. If the
level of effort required to address the comments received appears to be outside the scope of the
allocated hours, our project manager will meet with the City to discuss suitable approaches to move
forward, which can include additional City staff assistance, a mutually agreeable budget augmentation,
or some combination thereof.
Michael Baker has included one City review of administrative draft versions of all documents described
in our scope of work, as well as one proof -check draft version of the Draft Supplemental EIR and Final
Supplemental EIR. Should multiple reviews beyond those included in our scope of work be requested
by the City, additional Michael Baker staff time may be necessary beyond the established budget.
Should such a scenario arise, our project manager will meet with the City to discuss suitable approaches
to move forward, which can include additional City staff assistance, a mutually agreeable budget
augmentation, or some combination thereof.
Michael Baker assumes that the project description will not substantively change during the course of
the assignment. Should the project description change during the course of work, additional Michael
Baker staff time may be necessary beyond the established budget to revise/update the document and
the analysis. Should such a scenario arise, our project manager will meet with the City to discuss suitable
approaches to move forward, which can include additional City staff assistance, a mutually agreeable
budget augmentation, or some combination thereof.

corresponding fee have been developed to meet the City's needs and to satisfy CEQA requirements for
