Award a contract to E.C. Construction Company for the purchase and installation of bus stop furniture, in an amount not to exceed $211,280. 2. Appropriate funds in the amount of $211,280 to expenditure account 12400-5201.002 and increase Miscellaneous Federal Grants revenue account 700.4424.009 by $169,024 and Municipal Operator Service Improvement Program (MOSIP) revenue account 700.4424.007 by $42,256. 3. Authorize the City Manager or designee to execute all contract documents, or modify the award in the event that issues of impossibility of performance arise, subject to City Attorney approval. BACKGROUND The City of Santa Clarita (City) strives to provide safety and accessibility for our patrons. Over bus stops have included improved access and sideways, real-time bus arrival information, new passenger amenities, and in-street concrete pads to extend the life of our roadways. The bus stop improvements project is a federally funded grant project from the Federal Transit Administration that provides transit enhancement funding to eligible transit operators. If approved by Council, this project will improve 29 existing bus stops citywide by replacing damaged and worn bus shelters, benches and trash receptacles. It will also improve safety with the installation of brighter solar powered LED lighting. Page 1 Packet Pg. 17 2 An Invitation to Bid was published three times in 2018 on January 9, 13, and 16, for the Bus Stop Improvements Project (Bid No. TMF-17-18-37). Notifications were sent to 1052 vendors. As a result, seven vendors submitted a bid. The results of the bids are as follows: Company Location Bid Amount E.C. Construction Company S. Construction Co., Inc, Woodland Hills, CA $440,080 Federally funded projects are prohibited from specifying in-state or local geographical preferences, or evaluating bids or proposals in light of in-state or geographic preferences, even if those preferences are imposed by state or local laws or regulations. Of the seven bids received, staff recommends that E.C. Construction Company be awarded the contract to provide improvements to various bus stops City-wide. This contract is for one year with no renewal options. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT There is no fiscal impact to the General Fund. The appropriation of $211,280 in federal and local transit grant funds will cover the total contract amount.
