How to Address the City Council
Pursuant to Government Code section 54954.3 members of the public are afforded the
opportunities to address the City Council. You may address the Council once per meeting during
Public Participation on any matter within the Council's jurisdiction that is not listed on the
agenda. Public Participation speaker's cards must be submitted to the City Clerk BEFORE this
portion of the meeting begins. To address the Council regarding an item on the agenda, please
fill out a speaker's card and submit it to the City Clerk BEFORE the Mayor announces the item.
Each person addressing the Council is given three minutes to speak (with double the time
allotted to non-English speakers using a translator) indicated by a colored light system on the
Council dais. If you wish to provide information to the Council, please present the City Clerk
with 10 copies. Otherwise, your materials will simply be added to the official record. Please note
use of City Council Chamber technology equipment to present electronic material during
meetings is not allowed.

EXECUTIVE MEETING
This time has been set aside for Councilmembers to review the agenda and obtain any further
information that may be needed. Council will also discuss each individual item during the course
of the meeting with the exception of the Consent Calendar, which may be approved in its entirety
by one motion, unless there is a request to pull an item for discussion. No action will be taken on
public agenda items during the Executive Meeting.

PUBLIC PARTICIPATION
This time has been set aside for the public to address the City Council on items NOT listed on
the agenda. The City Council will not act upon these items at this meeting other than to review
PRIOR to the beginning of this portion of the meeting. Thirty minutes are allotted for public
input at this time. The FIRST TEN people to submit a speaker card prior to the beginning of
Public Participation will be heard. Speaker cards will be accepted beginning at 5:45 p.m. Any
speaker cards received once the first speaker has begun will be heard at the end of the meeting
regardless if the ten person limit has been met.

CONSENT CALENDAR
All matters listed under the Consent Calendar are considered routine and will be enacted by one
motion by the City Council. The items are not individually discussed by the City Council unless
a request is made by a member of the public or the Council, in which case, the item(s) will be
removed from the Consent Calendar and will be considered separately.

1. APPROVAL OF REGULAR MEETING MINUTES The minutes of the City
Council are submitted for approval.
RECOMMENDED ACTION:
City Council approve the minutes of the March 13, 2018 Regular Meeting.
2. READING OF ORDINANCE TITLES - Government Code Section 36934 requires
that all ordinances be read in full prior to Council taking action on the ordinance. By
listing the ordinance title on the Council agenda, Council may determine that the title has
been read.
RECOMMENDED ACTION:
City Council determine that the titles to all ordinances which appear on this public
agenda have been read and waive further reading.
3. APPOINT A CITY DELEGATE AND ALTERNATE DELEGATE FOR THE
ANNUAL SOUTHERN CALIFORNIA ASSOCIATION O
2018 GENERAL ASSEMBLY - SCAG holds an annual Regional Conference and
General Assembly Meeting where the Delegates take part in panel discussions with
fellow elected officials and stakeholders throughout Southern California.
RECOMMENDED ACTION:
City Council appoint Mayor Pro Tem Marsha McLean as the City
Assembly.
4. NORTH LOS ANGELES COUNTY TRANSPORTATION COALITION JOINT
EXERCISE OF POWERS AGREEMENT - The City of Santa Clarita, City of
Lancaster, City of Palmdale, and County of Los Angeles are seeking to form a Joint
Powers Authority (JPA) for purposes of advocating for and receiving funds for
transportation projects in North Los Angeles County.
RECOMMENDED ACTION:
City Council:
1. Approve
Transportation Coalition Joint Powers Authority.
2. Authorize the City Manager, or his designee, to execute the North Los Angeles
County Transportation Coalition Joint Exercise of Powers Agreement, subject to City
Attorney review and approval.
5. FEDERAL LEGISLATION: S. 1926 - Authored by Senator Kamala Harris (D-CA), S.
1926 proposes to establish a national memorial and national monument to commemorate
the victims of the Saint Francis Dam collapse of March 12, 1928.
RECOMMENDED ACTION:

(Harris) and transmit position statements to Senator Kamala Harris; Senator Dianne
Feinstein; Representative Steve Knight; the Senate Committee on Energy and Natural
Resources; and other Members of the Senate and committees, as appropriate.
6. STATE LEGISLATION: SENATE BILL 827 - Authored by Senator Scott Wiener (D-
11-San Francisco), Senate Bill 827 restricts local authority regarding density, height,
parking, and design standards related to specific residential developments near a transit
stop or transit corridor.
RECOMMENDED ACTION:
City Council adopt the
legislative delegation, appropriate legislative committees, Governor Brown, and the
League of California Cities.
7. ADOPT RESOLUTION TO INCORPORATE SENATE BILL 1, ROAD REPAIR
AND ACCOUNTABILITY ACT OF 2017, LOCAL STREETS AND ROADS,
ROAD MAINTENANCE AND REHABILITATION FUNDS, INTO THE
CAPITAL IMPROVEMENT PROGRAM - Senate Bill 1, Road Repair and
Accountability Act of 2017, Local Streets and Roads, Road Maintenance and
Rehabilitation Account funds will increase the City budget by $3,592,719 and requires
the City to identify project(s) using these funds through the adoption of a resolution at a
regular public meeting.
RECOMMENDED ACTION:
City Council:
1. Adopt a resolution declaring the incorporation of a list of projects proposed to be
funded by Senate Bill 1, Road Repair and Accountability Act of 2017, Local Streets
and Roads, Road Maintenance and Rehabilitation for Fiscal Year 2018-19 into the
Capital Improvement Program.
2. Authorize the City Manager or designee to execute all documents, subject to City
Attorney approval.
8. SANTA CLARITA PERFORMING ARTS CENTER AT COLLEGE OF THE
CANYONS AGREEMENT - A review of the agreement between the City of Santa
Clarita and the Santa Clarita Community College District regarding the Santa Clarita
Performing Arts Center at College of the Canyons.
RECOMMENDED ACTION:
City Council approve and authorize the City Manager or designee to execute an
agreement with Santa Clarita Community College District for the Santa Clarita
Performing Arts Center at College of the Canyons, subject to City Attorney approval.

9. NEWHALL FAMILY THEATER FOR THE PERFORMING ARTS
AGREEMENT - A review of the agreement between the City of Santa Clarita and the
Newhall School District regarding the newly restored Newhall Family Theater for the
Performing Arts at Newhall Elementary School.
RECOMMENDED ACTION:
City Council:
1. Approve and authorize the City Manager or designee to execute an agreement with
Newhall School District for the Newhall Family Theater for the Performing Arts, in
the amount of $75,000, subject to City Attorney approval.
2. Authorize the transfer of $75,000 from the General Fund Capital expenditure account
60119500-5501.100 to General Fund revenue account 100-4711.601, and appropriate
to expenditure account 15400-5161.002.
10. CHECK REGISTER NO. 5 - Check Register No. 5 for the Period 02/02/18 through
02/15/18 and 02/22/18. Electronic Funds Transfers for the Period 02/05/18 through
02/16/18.
RECOMMENDED ACTION:
City Council approve and ratify for payment the demands presented in Check Register
No. 5.
PUBLIC HEARINGS
11. FIRST READING OF AN ORDINANCE PROHIBITING CANNABIS-RELATED
COMMERCIAL LAND USES AND RESTRICTING THE HOME CULTIVATION
OF CANNABIS IN A MANNER CONSISTENT WITH PROPOSITION 64
(MASTER CASE NO. 17-266) - An ordinance prohibiting commercial cannabis
businesses and regulating the home cultivation of cannabis.
RECOMMENDED ACTION:
City Council conduct a public hearing, and introduce and pass to second reading an
ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, APPROVING MASTER CASE NO. 17-266,
CONSISTING OF UDC AMENDMENT 17-003, AMENDING VARIOUS CHAPTERS
OF TITLE 17 (UNIFIED DEVELOPMENT CODE) OF THE SANTA CLARITA
MUNICIPAL CODE CONCERNING CANNABIS-RELATED COMMERCIAL LAND
USES AND THE HOME CULTIVATION OF CANNABIS.
PUBLIC PARTICIPATION
This time has been set aside for any speakers that have turned in speaker cards and were not
heard in the first thirty minutes allotted to address the City Council on items that are NOT on the
agenda. No further speaker cards will be accepted once Public Participation begins. Speaker
cards may not be submitted relating to any items listed on the agenda.

The next regular meeting of the City Council will be held April 10, 2018, at 6:00 PM in the
Council Chambers, 1st floor of City Hall, 23920 Valencia Blvd., Santa Clarita, CA.
