BACKGROUND
The Southern California Association of Governments (SCAG) region encompasses six counties
(Imperial, Los Angeles, Orange, Riverside, San Bernardino, and Ventura) and 191 cities in an
area covering more than 38,000 square miles. SCAG is governed by the 86-member Regional
Council, whose members are elected by district. Santa Clarita and the City of San Fernando
compromise SCAG District 67.
Mayor Pro Tem Marsha McLean currently serves as the Regional Councilmember representing
SCAG District 67 for the period May 2017 to May 2019. Mayor Pro Tem McLean also serves as
as a
(CEHD), as an appointee of the San Fernando Valley Council of Governments of which the City
of Santa Clarita is a member.
SCAG is the federally designated Metropolitan Planning Organization (MPO) for the region and
under state law serves as the Regional Transportation Planning Agency and Council of
Governments. SCAG develops long-range regional transportation plans including sustainable
t components, regional transportation improvement
programs, regional housing needs allocations, and a portion of the South Coast Air Quality
management plans.

Assembly, or serve as the official voting delegate for any other matters requiring a vote of
