CITY MANAGER APPROVAL:
DATE: March 27, 2018
SUBJECT: SANTA CLARITA PERFORMING ARTS CENTER AT COLLEGE OF
THE CANYONS AGREEMENT
DEPARTMENT: Recreation, Community Services, Arts, and Open Space
PRESENTER: Phil Lantis
RECOMMENDED ACTION
City Council approve and authorize the City Manager or designee to execute an agreement with
Santa Clarita Community College District for the Santa Clarita Performing Arts Center at
College of the Canyons, subject to City Attorney approval.
BACKGROUND
In 1999, the City of Santa Clarita (City) and the Santa Clarita Community College District
(District) signed a Memorandum of Understanding (MOU) for what became the Santa Clarita
Performing Arts Center at College of the Canyons (PAC). The MOU was signed prior to the
opening of the PAC and it recognized the City's contribution of $2.4 million toward the
construction of the PAC. Among other items, the MOU outlined availability of the PAC for the
community's use.
The term of the most recent agreement is from July 1, 2015, to June 30, 2018. The term of the
proposed new agreement is one year beginning on July 1, 2018, and terminating on June 30,
2019. The one-year term is recommended as the Newhall Family Theater for the Performing Arts
at Newhall Elementary School was recently restored, and it is unclear what impact this new
venue will have on community usage at the PAC. The following are highlights of the PAC
agreement:
City and District will enter into a one-year agreement.
The District is responsible for coordinating and scheduling the use of the PAC by
community organizations.
The City's contribution to the District is $75,000 for the one-year term of the agreement.
Community organizations will be entitled to 21 percent of the days the College of the
Canyons and the PAC are open; which is consistent with historical usage patterns and
past agreements. This is equal to the use of 70 days a year, with 40 days being during the

8
week (Monday to Thursday) and 30 days being during the weekends (Friday to Sunday).
The City and the District will work together to coordinate cross-marketing efforts such as
coverage of the PAC in the City's Seasons magazines, City websites, and various
publications and brochures.
This agreement is essentially the same agreement that has been approved in the past between the
City and the District. The biggest change to the agreement is the term being one year, instead of
three years as it has been in the past. The dates for scheduling have also been adjusted slightly
with the PAC calendar being made available to community organizations on March 15, and the
requested dates being due back to PAC staff by April 15. The PAC continues to serve the
community as a vital part of the artistic and cultural landscape and as a venue that allows many
community groups to offer performances for the benefit of the entire community.
The Arts Commission, at their meeting held on February 8, 2018, reviewed and approved the
Santa Clarita Performing Arts Center at College of the Canyons agreement and recommended
the agreement be presented to the City Council for final approval.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Adequate funds to support this agreement are included in the Fiscal Year 2018-19 budget.
