RECOMMENDED ACTION
Councilmember Kellar submit a nomination for City Council approval of appointment to fill one
unexpired term of office on the Planning Commission.
BACKGROUND
Charles Heffernan served as a valued member of the Planning Commission since his
appointment in 2012. His recent resignation has created an unscheduled vacancy on the
Commission with a term that ends December 31, 2020. Councilmember Kellar nominated
Commissioner Heffernan and is the nominating authority for the vacancy.
A Special Notice of an Unscheduled Vacancy was posted at City Hall, all Santa Clarita Public
Libraries, and on the City's website in compliance with Government Code section 54974 and
City Council Resolution 91-194. Additionally, a notice was also published in The Signal
newspaper on March 13, 2018. Vacancy and application information was also made available on
the City's website, through social media, and in the City Clerk's Office.
The deadline for receipt of applications was Friday, April 6, 2018, at which time the City Clerk
prepared all applications received for distribution to the nominating authority and the entire City
Council. Councilmember Kellar convened a panel of local residents, community leaders, and
City staff to interview interested applicants and make a recommendation for filling the vacancy
on the Planning Commission. A list of applicants is attached, and all applications are available in
the reading file.

SPECIAL NOTICE OF UNSCHEDULED VACANCY
NOTICE IS HEREBY GIVEN that the City of Santa Clarita encourages residents to apply for a
position to participate in local government as a result of an unscheduled vacancy. One unexpired
term of office on the Planning Commission ends December 31, 2020.
Applicants must be 18 years or older and must maintain their principal residence in the City of Santa
Clarita during their term of office. Residents may obtain applications or further information from the
City Clerk's Office or by calling 661-255-4391. Applications are also available on the City's website
atSanta-Clafita.com/Vaca,ncy. All applicants must also submit three letters of recommendation with
their application. The deadline for submitting an application and letters of recommendation to the
City Clerk's Office is 5 p.m., Friday, April 6, 2018.

The foot traffic wouldn't stop. No sign could keep them off. Nothing the owners did would stop the foot traffic
across their lawn. It created a toothless grin on an otherwise spotless front yard. Enter our problem solver. He didn't stop
the foot traffic, as he knew no one could. Instead, he laid down beautiful flagstone and the haunting toothless grin became
a beautiful smile. With thoughtfulness and determination, good solutions can be found.
As an attorney, I analyze facts and make decisions. On the board of ONE Generation, I always show up prepared
and ready to discuss the agenda. While on the foster youth committee for Rotary Club Los Angeles (LA5), I always
reviewed the applications to ensure the requests squared with the mission and standards of endowment. As LACBA
Banisters secretary, I showed up to every meeting early and prepared. For the past two years I have lived in SCV while
commuting to downtown Los Angeles (mostly by Metrolink). I am moving my office to SCV as of June 1. Prior to
becoming an attorney, I worked in both construction and hospitality. I run on the city paseos, I play golf at Vista
Valencia, I periodically teach as an adjunct professor for College of the Canyons, I shop at Westfield Valencia, and my
wife and I try a new dinner spot every Friday night. I am the SCV citizen.
For reasons above, it would be my honor to serve at pleasure of the City Council. If you have any additional

with Corey, but also as someone on the current Planning Commissioner for the city of Los
Angeles. I know first-hand about the commitment, thoughtful considerations, and balanced
approach required to be a civic servant. I know Corey will make for an excellent Planning
Commissioner.
Corey and I have known each other through our roles as board members of the
intergenerational San Fernando Valley non-profit ONEgeneration. While serving together on
the board of directors, I saw first-hand Corey's thoughtful deliberations on how to carry out the
next steps to cement the future of ONEgeneration. Corey attended each meeting prepared and
willing to examine issues further before reaching a decision.
In September of 20171 began my term as member of the citywide Planning Commission for the
city of Los Angeles. While no two cities are the same, the level of commitment to preparedness
and evaluating the circumstances of the issues presented are similar. Corey and I have had
conversations about the work and commitment required to being a commissioner. Corey
understands what would be required of him and is ready to take on the role from day one.

My name is Lori Young. I am an Assistant Professor in the Paralegal Studies Department at
College of the Canyons. I received a Master's degree in Paralegal Studies from The George
Washington University and have over 25 years of paralegal experience. I served as interim
department chair in fall 2017, at which time Corey was an adjunct professor teaching the legal
analysis and writing class.
Corey and I interacted at department development meetings and the bi-annual department retreat
where we discussed the future of the paralegal program and ways to improve both the program
and our instructing techniques. This included discussions of program and class learning
objectives as well as learning materials such as books and online platforms that worked and did
not work for students. It was Corey's first semester teaching at College of the Canyons and as the
interim department chair, we had frequent conversations about his class.
I believe Corey would be an asset to the commission because of his inquisitive nature as well as

I write to you in strong support of John Dortch's appointment to the Santa Clarita Planning Commission.
Mr. Dortch is no stranger to valued roles on both the county and city level. He was my appointee to the
City of Santa Clarita Redevelopment Oversight Board, where he also served for Supervisor Mike
Antonovieh. He has served on the Board of Governance of Mission View Public Charter School for five
years and currently leads the group as their president. Also, he serves the Castaic Lake Water Agency Blue
Ribbon Citizens Advisory Committee, a vital role in such a valued community group. Previously, he was
appointed to the Santa Clarita Open Space Oversight Committee.
After working as a Los Angeles County Manager in the Office of the Assessor for 36 years, he knows
northern Los Angeles County and the Santa Clarita Valley well. His experience appraising all types of
residential and commercial development throughout Los Angeles County would make him a well-rounded.
asset to the planning commission. In his role, he supervised 300 staff members, proving his strength as a
leader and collaborator. Before this role, he managed the Assessment Appeals Section of the Assessor's
Office for all Assessment Appeals Board property valuation hearings.
Since he retired, Mr. Dortch has been an active volunteer in the Santa Clarita community, working with
Homes for Families on the veteran family service committee and veteran mentoring program, the Samuel
Dixon Family Health Center on the fundraising committee, the Salvation Army, and Bridge to Home. He
is also on the Rotary Club Board and is a member of the Elks Lodge.
In all of his service, it is clear Mr. Dortch cares deeply about the Santa Clarita Valley, where he has lived
for 40 years. With strong family values and the honor ofbeing a United States Army veteran, Mr. Dortch
has the integrity to serve as a trusted leader and decision -maker.

It has been my privilege to serve with John on the board of the Rotary Club of Santa
Clarita. His club responsibilities have covered many diverse roles including Community
Service chairman and weekly Program Facilitator. In all his duties, he has demonstrated a
deep-seated commitment to the Santa Clarita Valley — a commitment that has endured
beyond his club involvement for the 40 years that he and his family have called this
valley home.
During those years, John developed a cogent understanding of the unique issues that
faced this valley from its rapid growth as an isolated bedroom community miles from the

community organizations (including Habitat for Humanity, Samuel Duron Family Health

Mr. Dortch is a retired high level Los Angeles County Manager.
He retired in 2012 after working 36
years for the County Assessor's Office. He was responsible for
the assessment operations of the north half of the county. His
area of responsibility included the Antelope, Santa Clarita, San
Fernando Valleys, portions of the San Gabriel and
Crescenta
Valleys, and portions of the west side including Beverly Hills,
Westwood, Brentwood, Santa Monica and Malibu. Mr. Dortch's
responsibilities included the supervision of 300 professional and
support staff. A prior County assignment included the
management of the Assessment Appeals Section of the
Assessor's Office for all property valuation hearings.
Since retirement, Mr. Dortch has been actively engaged as a
community volunteer. He currently volunteers with a number of
charitable organizations, including Habitat for Humanity San
Fernando/Santa Clarita (Veteran Family Service Committee &
Veteran Mentoring Program), and the Samuel Dixon Family
Health Center (Fundraising Committee). Mr. Dortch has been a
Rotary Club board member for the past four years and is a
member of the Elks and he participates in the charitable events
of both organizations.
In addition to the above activities, Mr. Dortch is a Los Angeles
County (Supervisors Antonovich and Barger) appointee to the
City of Santa Clarita Redevelopment Oversight Board. He
previously served as a city appointee (mayor's) to the Santa
Clarita Open Space Oversight Committee.
He is a member of the Castaic Lake Water Agency Blue Ribbon
Citizens Committee.
Mr. Dortch has a Bachelor of Science Degree in Business
Administration from CSU Northridge and he is a US Army
Veteran.
Mr. Dortch was raised in the Antelope Valley and is a 40 year
resident of Santa Clarita where he and his wife Mary Ann have
raised four children who were educated in the public school
system. Mr. Dortch strongly believes that education is a crucial

I have undergraduate and master degrees in engineering, a Master of
Business Administration, and a Ph.D. in Management Systems. Throughout
my career of 31 years as a civilian employee of the Department of the
Navy, I held various engineering and management positions. I retired in
1997 as the Chief Information Officer of a large R&D laboratory. After
leaving the Department of the Navy, I served as Head of the Infrastructure
Office for the Federal Reserve System. I was responsible for creating an IT
network to integrate the banking regulatory processes across the 12
Federal reserve Districts to ensure consistency after bank deregulation. I
was intimately familiar with the financial reporting process and helped to
develop the means to automate much of the bank regulation process.
My graduate education afforded me the opportunity to specialize in problem
analysis and decision making. I was an adjunct professor at Temple and
LaSalle Universities in Philadelphia and taught classes in Management and
Labor Relations. I also taught seminars on problem analysis and decision
making throughout the country. I was appointed to the Labor Panel of the
American Arbitration Association to arbitrate labor disputes.
Before relocating, I was a member of the Board of Directors of the Lower
Moreland Township School District, Huntingdon Valley, PA. I was the liaison
with the architects and contractors for $35 million dollars of renovation and
construction at all three buildings in the district during my 10 year tenure. 1
saved the district $50,000 by redirecting the removal of a perfectly good
roof to provide for the installation of clerestory windows in the north wall of
a K-3 art room. I also worked with the architect to investigate the use of
manufactured classroom modules to allow the district to stay within budget.
I also led the annual budget reviews of all district expenditures and worked
closely with the Business Manger to develop population projections to
ensure that facilities were planned effectively.
During my tenure on the LMTSD Board, I was also the liaison with the
Eastern Center for Arts and Technology, the vocational education center for
eastern Montgomery County, PA. I worked with the Director to plan and
implement major improvements to the information technology infrastructure
of the school.
I provided consulting services for the construction of a major hotel in a
suburb of Philadelphia, PA. Construction had been shut down due financial
issues and I was engaged to assist in bringing the operation back on line
after financing was secure. I identified a number of problems and
developed an action plan for their mitigation. Included in the issues were
the replacement of an undersized water circulation pump and the
installation of a complex phone system three days before the hotel was
scheduled to open.
As a consultant, I also provided assistance to the developer in
presentations to local zoning boards and municipal supervisors in
promoting zoning actions necessary for the construction of a large
shopping center. The work included developing land use qualifications,
traffic studies, tax benefit analyses, and employment benefits.
Since relocating to Santa Clarita, I established the Santa Clarita
Philharmonic, a community orchestra, comprised of professional, semi-
professional, and amateur musicians The orchestra gives free concerts to
the community. I have served as President since the inception of the
orchestra in 2012.
For the past three years, I have been the President of the Belcaro Garden
Society HOA Board of Directors.
Through my academic work, career experiences, and civic positions, I have
developed the ability to analyze complex problems and identify
comprehensive, successful solutions.

the young, working class family. Jason and his wife are both full-time engineers for respected
corporations (his wife works for Boston Scientific in Valencia), and have two young children, Aiden and
Avery (ages 18 months and 2 months, respectively). Even being in the early years with his growing
family, where steep or free -time come at a premium, Jason has not hesitated to become involved and
show passion and interest In all aspects of Santa Clarita governance. it was the birth of his son that
pushed him to apply for the vacancy on the City Council In 2016, for he discovered governance, as well
as being an active father, both have profound and real Impacts on our children: He wanted to step up,
to serve, and to guide this fantastic city down a path that his children, his family, and his community
would be proud to call home. Although not selected, Jason has never felt deterred or defeated and has
only dove even farther into all aspects of local governance. From attending commission meetings,
writing opinion pieces in local publications on significant and impactful Issues, to often being the sok
attending member of the public to sub -committee meetings, Jason has always found time to learn,
absorb, and mentally prepare for the opportunity to represent this city.
Recently, Jason was appointed by the Saugus Union school board to serve on the independent Bond
Oversight Committee for the Measure EE bond measure that passed in 2014. The residents voted to
approve up to 148 Million dollars in bond Issuance to enhance and upgrade the Saugus school district,
and when Jason was informed of an opening on this committee, he did not hesitate to apply. Santa
Clarita has always been known for their wonderful schools, and Jason wished to do his part and ensure
that the money and trust imparted to the school district is spent as directed under the measure and the
law, so all kids in town will experience improved venues to learn and grow in this fantastic city.
It is a sad truth that not many people are willing to step-up and serve their communities publically, be it
for lack of time, interest, or just indifference to governmental affairs. Jason truly is a rarity, as being a
full time father and Engineer, he still continually pushes and sacrifices for the betterment of the people
he cares about. To my delight, this includes the people. of our city. His altruism, kind demeanor, and
openness to listen to all sides of a discussion, all while maintaining calm and respectable demeanor is a
quality often not seen any more in today s political climate.
His professional background as a Mechanical Engineer supplements Jason's desire to serve the people of
Santa Clarita, and the success he will have as a commissioner. Jason was hired for a 3 -month drafting
project when he graduated from Cal Poly, San Luis Obispo, which turned into a prosperous and fulfilling
thirteen -year career with GP Strategies Corporation. Within four years he became the Engineering
Manager for their Santa Maria operations, serving as the lead technical expert for ground support
systems at various launch facilities at Vandenberg Air Force Base, all while continuing to attend College
to obtain his Master's degree in the evenings. His ability to run an engineering office, while attending
and earning an advanced degree in the evenings (and be successful at both) instills confidence that he
will not only be able to serve as a Planning Commissioner, but will be great at it.

I am recently retired from Logix Federal Credit Union. While employed at Logix 1 was the Executive Vice
President Chief Operating Officer for fourteen years and previously I held the position of Chief Financial
Officer for 10 years. I was responsible for strategic planning, financial oversight, and revenue and
operating functions for the Credit Union. During my 28 years at Logix Federal Credit Union, I have

Now that I am retired, serving on the Planning Commission would provide me the opportunity to
give back to the community in which I have lived twice (19841990 and 2002 -present) and
where I have worked three times over the years (at the Castaic Junction Oil Field in the late 70s
during my Gaon employment; for Newhall Land entities from 1983 to 1992; and for the Castaic
Lake Water Agency from 2002 to 2016). f believe I can provide added value to the Commission
due to my extensive public agency experience, general familiarity with Santa Clarita Valley land
use planning and development activities and in-depth knowledge of SCV water resources, and
overall professional background and technical skills.

Much of my experience since 1983 has relevance to Planning Commission subject matter.

Ventura Counties (195 square mile service area and population of about 280,000).
• Supervised 125 employees (75 wholesale and 50 retail) and administered $170 million annual budget.
• Oversaw construction of over $150 million of capital projects including (1) expansion of CLWA's
administration building, (2) nearly doubling capacity of both CLWA treatment plants serving the SCV to a
combined 122 million gallons per day (mgd), (3) initiation of recycled water service to the SCV and (4)
construction of a major pipeline, pump station and reservoir serving the east end the CLWA service area.
• Acquired an 11,000 acre-foot per year supply to supplement CLWA's SWP supply.
• Implemented water banking programs and exchange agreements that have improved dry year supply
reliability by storing more than four years of imported water deliveries.
• Led a legal and technical team in successfully negotiating a settlement of a groundwater contamination
lawsuit and obtaining up to $100 million for remediation and treatment of perchlorate contamination in a
local groundwater aquifer.
CENTRAL COAST WATER AUTHORITY (CLWA); Buellton, California; 1992 - 2002; Executive Director
• Staffed, led operational start-up and managed wholesale water agency serving SWP water to 25
municipalities and water retailers in San Luis Obispo and Santa Barbara Counties.
• Supervised 26 employees and administered a $40+ million annual budget.
• From 1992 to 1997, oversaw permitting, design and construction of $114 million CCWA project facilities
consisting of a 42 -mile regional pipeline, 43 mgd treatment plant, 2.5 million gallon reservoir, 22 cubic feet
per second pumping plant and ancillary facilities.
• Contracted with the California Department of Water Resources (DWR) to design and construct a $55
million portion of the SWP Coastal Branch Phase 11 project, an unprecedented action that was the result
of an effective strategy by CCWA to build the overall project to deliver SWP water to the Central Coast on
time and within budget.
• Contracted with the DWR to operate and maintain an 88 -mile portion of the SWP Coastal Branch pipeline
and ancillary facilities, another unprecedented action which significantly reduced annual operating and

• Manager—Natural Resources (1989-1992)
Responsible for NLF urban water supply matters and managed NLF oil and gas royalty interest properties
and mineral acreage. Reported to NLF President and served as Deputy to NLF Chairman of the Board
on the California Business Roundtable. Member of the Santa Clara River Advisory Committee (Ventura
County).
• Valencia Water Company (VWC), a wholly owned subsidiary of NLF (1985 -1992) Managing Director
and Vice President (Position held concurrently with the NLF position described above starting in 1989
and with the Newhall Resources position described below prior to 1989.)
Managed a retail water utility regulated by the California Public Utilities Commission serving 14,000
connections in the Santa Clarita Valley. Overall management and personnel administration of 25

I have known Dan since 1989, when I started working for Newhall Land. Dan was Vice
President of Valencia Water Company and the Manager of Natural Resources for our oil and

and would apply that style to our Planning Commission and the important issues our City will
face in the future.
Dan has first-hand knowledge of City and County planning processes, which began with
processing of retail water service for proposed developments and continued with

In addition to his quarter century of public agency experience, Dan served in two additional

Dan and I have known each other since 1988, when the City had just formed. 1 was the
Assistant City Manager and Dan was the Vice President of Valencia Water Company. Back in
those days Dan and I negotiated the franchise agreement between the City and the water
teeny This was the City's first franchise agreement it was during this time that I found Dan
to be bright. open, articulate, ethical and a good listener. He has only gotten better over time.
Dans mnre as CLWA General Manager coincided with my time as City Manager. Prior to this
time, CLWA and the City suffered a terrible relationship. Once Dan became the General
Manager, in my opinion the two organizations were able to address all our issues in a
professional and reasonable fashion.
Over the years we worked together on the Whi"tiaker- Bennite site remediation. Although we at
the City worked on the soil contamination and CLWA focused on the water contamination
remettiation. both agendas worked wait together on the common goal of tiding am of the
most challenging environmental Menges the Santa Clarke Valet' has ever faced.
Through the years Dan and I worked on hind use planning, water supply planting, Central Park
development, Santa Clare River chlorides, and drought mitigation, to name a few. These are
important and complicated issues. Dan was consistently a pleasure to work with and conducted
hwnsalf as a professional.
Dan has notable public agency experience, works well with the public, and has a strong
background in plaming, building and implementing public works projects. He also has a grant
track record in working proactively with the City to bast serve or residents and businesses and
