SUBJECT: AWARD CONTRACT FOR THE REPLACEMENT OF OLD TOWN
NEWHALL LIBRARY BOILER

RECOMMENDED ACTION
City Council:
1. Award a contract to Honeywell International, Inc. for the replacement of the Old Town
Newhall Library boiler in the amount of $95,687, plus a 10 percent contingency in the
amount of $9,569, for a total amount not to exceed $105,256.
2. Authorize the appropriation of $105,256 from Public Library fund balance (Fund 309) to
Public Library expenditure account 12051-5161.001.
3. Authorize the City Manager, or designee, to execute the contract and associated documents,
contingent upon the appropriation of funds by City Council, subject to City Attorney
approval.
BACKGROUND
The boiler system at the Old Town Newhall Library (OTNL) began showing signs of failure in
the fall of 2017 that include leakage and calcium build up inside the unit. City staff has been
coordinating with Honeywell International, Inc. (Honeywell) to determine possible solutions for
this failure since this diagnosis. The boiler supplies all hot water for the restrooms and heat for
the heating, ventilation, and air conditioning (HVAC) system. In March, the OTNL boiler failed,
causing the loss of both of these functions. The replacement and modifications to the boiler
system being requested will prevent the boiler from failing again by increasing the serviceability
of the unit.
This project will replace the boiler system at the OTNL. The boiler system uses water to heat the
building and heat domestic water. This project will include relocating the system's expansion

tank, which includes plumbing modifications and repairs, flushing the sealed heated water
Management System.
Honeywell currently provides HVAC services for various City facilities, including the libraries.
It is staff's direct recommendation that the contract be awarded to Honeywell due to their
preexisting history with the HVAC system at the OTNL and their experience with the boiler
through monthly maintenance and emergency service calls since 2011.

FISCAL IMPACT
Adequate funds will be available upon approval of the requested appropriation.
