HomeMy WebLinkAbout2018-04-24 - AGENDA REPORTS - LOW CARBON TRANSIT OPERATIONS PROGRAM (2)9 Agenda Item: 9 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: DATE: April 24, 2018 SUBJECT: RESOLUTION ADOPTION TO DESIGNATE THE LOW CARBON TRANSIT OPERATIONS PROGRAM (LCTOP) FUNDS FROM THE CALIFORNIA DEPARTMENT OF TRANSPORTATION DEPARTMENT: Neighborhood Services PRESENTER: Adrian Aguilar RECOMMENDED ACTION City Council adopt a resolution authorizing the City Manager or designee to execute any actions necessary for the purpose of obtaining financial assistance provided by the Fiscal Year 2017- 2018 California Department of Transportation Low Carbon Transit Operations Program. BACKGROUND Assembly Bill 32 (AB32), the California Global Warming Solutions Act of 2006, took a long term, comprehensive approach to addressing climate change and its effects on the environment and natural resources, and set the requirement that by 2020 California must reduce greenhouse gas emissions (GHG) to the level of 1990. Subsequently, the Sustainable Communities and Climate Protection Act of 2008 (SB375) and Senate Bill 535 (SB535) in 2011 directed regional planning organizations and local agencies to develop strategies for sustainable communities and disadvantaged communities, respectively. The Low Carbon Transit Operations Program (LCTOP) is one of several programs that are part of the Transit, Affordable Housing and Sustainable Communities Program established by Senate Bill 862 in 2014. The LCTOP will draw funds from the GHG Reduction Fund to support transit agencies in their efforts to increase transit ridership and meet the statewide GHG reduction goals identified in AB32, SB375, and SB535. Senate Bill 862 establishes the LCTOP as a formulaic program rather than a state-level competitive program; funds are identified through two allocation formulas, one based on funds for Fiscal Year 2017-18 is $218,511. The LCTOP is a new ongoing funding source for the City of Santa Clarita (City). These new funds will be used this year for operating and marketing purposes, such as but not limited to, free fare day, Wi-Fi at City transit facilities, and/or branding Page 1 Packet Pg. 78 9 of Transit Access Pass (TAP) cards. Adoption of a resolution by the City Council is required for staff to submit allocation request forms, certifications and assurances, funding and expenditure plans for LCTOP funds, allowing the City Manager or designee to execute documents, and take all other actions necessary to implement the program. ALTERNATIVE ACTION Other action as determined by City Council. FISCAL IMPACT be adjusted accordingly. ATTACHMENTS LCTOP Resolution Page 2 Packet Pg. 79 9.a RESOLUTION NO. 18- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AUTHORIZING THE EXECUTION OF THE CERTIFICATIONS AND ASSURANCES AND AUTHORIZED AGENT FORMS FOR THE LOW CARBON TRANSIT OPERATIONS PROGRAM FOR THE FOLLOWING PROJECT: RIDERSHIP MARKETING CAMPAIGN WHEREAS, the City of Santa Clarita (City) is an eligible project sponsor and may receive state funding from the Low Carbon Transit Operations Program (LCTOP) now or sometime in the future for transit projects; and WHEREAS, the statutes related to state-funded transit projects require a local or regional implementing agency to abide by various regulations; and WHEREAS, Senate Bill 862 (2014) named the Department of Transportation (Department) as the administrative agency for the LCTOP; and WHEREAS, the Department has developed guidelines for the purpose of administering and distributing LCTOP funds to eligible project sponsors (local agencies); and WHEREAS, the City wishes to delegate authorization to execute these documents and any amendments to the City Manager and/or his designee. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. That the City agrees to comply with all conditions and requirements set forth in the Certification and Assurances document and applicable statutes, regulations and guidelines for LCTOP funded transit projects. SECTION 2. That the City Manager or his/her designee be authorized to file and execute all documents, approve the execution of Certification and Assurances and the Authorized Agent Form as required for the LCTOP program, and any Amendments thereto with the California Department of Transportation on behalf of the City. SECTION 3. The City Council of the City of Santa Clarita shall authorize the submittal of the following project nomination and allocation request to the Department in FY 2017-18 Attachment: LCTOP Resolution (Resolution Adoption to Designate the LCTOP Funds) LCTOP funds in the amount of $218,511 for the ridership marketing campaign. SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
