RECOMMENDED ACTION
City Council:
1. Receive the presentation provided by the Mobile Source Air Pollution Reduction Review
Committee (MSRC) Local Government Partnership Program.
2. Authorize staff to move forward with the proposed project, which will install eight
networked Level II Electric Vehicle charging stations at various locations Citywide; and
adopt a resolution acknowledging the presentation provided by MSRC and authorizing staff
to move forward with the proposed project.
3. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
As part of the City of Santa Clarita's (City) five-year strategic plan, Santa Clarita 2020, staff was
tasked with identifying grant funding to implement alternative fuel stations Citywide. Given the
growing popularity of electric vehicles, City staff conducted a feasibility study on Electric
Vehicle (EV) charging stations in late 2017, early 2018. The study included general research
related to the installation, maintenance, and on-going costs associated with EV charging stations,
as well as outreach to benchmark cities and a community survey.
As part of the feasibility study, extensive research was conducted on the different levels of
charging stations available in the market today, which include Level I, Level II, and Direct
Current (DC) Fast Chargers, both networked and non -networked. Through their research, staff
recognized Level II networked charging stations as the most viable option to meet the needs of
the community and the growing EV population. These charging stations provide an acceptable

amount of vehicle range miles in a reasonable amount of time and allow for the collection of
vital data (e.g. usage and availability). Based on feedback received from outreach to benchmark
cities, such as Pasadena, Calabasas, Lancaster, Palmdale, Santa Monica, Burbank, and Glendale,
it was determined that Level II charging stations are best suited to meet the needs of the
community because of their low operation and maintenance costs and positive community
response.
In addition to research and discussions with benchmark cities, a community survey was posted to
gauge the interest of the community in EV charging stations. The community survey was
available on the City's Green Santa Clarita website from December 4 to December 31, 2017, and
promoted on Facebook and other City social media outlets. The survey generated a total of 453
responses from all four City communities (i.e. Canyon Country, Newhall, Saugus, and Valencia),
as well as the surrounding communities of Stevenson Ranch, Castaic, and Agua Dulce. Over 90
percent of respondents supported the idea of installing more EV charging stations Citywide and
over 80 percent would consider driving an electric vehicle if more stations were available.
Additionally, based on responses received, the most desired locations were shopping centers,
City parks/trails, and office buildings.
Based on the feasibility study and community survey, City staff recommends the installation of
eight Level II networked EV charging stations at various locations Citywide. These locations
include Valencia Heritage Park, Valencia Glen Park, Canyon Country Park, Central Park, the
Old Town Newhall Parking Structure, and The Centre. In addition, a new Level II networked EV
charging station will be placed at City Hall to replace the existing non -networked charging
station, which will be relocated to another City facility. These charging stations will provide the
City with the ability to manage the stations remotely and collect valuable data that can be used to
further expand the network in the future. The total project cost is estimated to be $244,000,
which would include administrative costs and the purchase and installation of all eight charging
stations. This cost and the ongoing costs will be offset by revenue generated from a charging fee
for the use of these charging stations.
To fund this project, staff recommends applying for the MSRC Local Government Partnership
Program, which was identified as the most feasible funding opportunity for the proposed project
given its requirements, applicable deadlines, and available funding. The MSRC is a committee
established by state law and is comprised of members from various agencies including the South
Coast Air Quality Management District (SCAQMD) and the Southern California Association of
Governments (SCAG), among others. This committee is tasked with distributing funds from
California AB2766 for projects aimed at reducing emissions and helping the SCAQMD meet its
2031 goal of reducing emissions by 55 percent.
The MSRC Local Government Partnership Program offers $21 million worth of funding to
"jump-start" clean transportation projects as part of the Air Quality Management Plan developed
by the South Coast Air Quality Management District. In addition, the MSRC Local Government
Partnership Program has $281,180 earmarked specifically for the City, which will satisfy the
needs of the proposed project. To secure the funding, MSRC requires the City to commit to a 50
percent funding match of $122,000, which has been identified through fund AB2766 and will be
included in the Fiscal Year 2018-19 budget, and requires the City Council to adopt a resolution
or minute action with the following:

• Acknowledgement of the presentation on the program
• Authorization of the proposed project
• Allocation of necessary match funding
It is important to note a separate agenda item will be presented to the City Council to finalize the
details of the project and award the construction contract.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA, REGARDING ELECTRIC VEHICLE
CHARGING STATIONS
WHEREAS, the City Council of the City of Santa Clarita acknowledges receipt of the
Mobile Source Air Pollution Reduction Review Committee (MSRC) Local Government
Partnership Program presentation; and
WHEREAS, the City Council authorizes the proposed project of installing eight Electric
Vehicle (EV) charging stations at various locations Citywide; and
WHEREAS, the City Council acknowledges the required grant match funding will be
allocated upon the adoption of the Fiscal Year 2018-19 budget.
NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does
hereby resolve as follows:
SECTION 1. That staff verbally presented the MSRC Local Government Partnership
Program presentation to the City Council at a live City Council meeting.
SECTION 2. That staff move forward with the proposed project which will install eight
EV charging stations Citywide.
SECTION 3. That the required grant match funding will be allocated upon the adoption
of the Fiscal Year 2018-19 budget.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
