SUBJECT: WAYFINDING SIGNAGE AGREEMENT WITH THE BUILDING
INDUSTRY ASSOCIATION OF SOUTHERN CALIFORNIA

RECOMMENDED ACTION
City Council approve the Wayfinding Directional Signage Agreement between the City of Santa
Clarita and the Building Industry Association; and authorize the City Manager or designee to
execute all documents, subject to City Attorney approval.
BACKGROUND
The Building Industry Association of Southern California (BIASC) serves its builder and
associate members by anticipating, protecting, and promoting their common interests throughout
Southern California. Their mission is to ensure the ability of its members to effectively plan for,
and meet, the building and construction needs in the region.
With the limitations on signage in Southern California and the need for home builders to market
new developments, the BIASC developed a directional sign program. The signage program
consists of temporary signs with arrow directions installed along roadways to help community
members and visitors locate new residential developments and city facilities (sign design
attached). Furthermore, this program provides consistency in sign design and dissuades the need
for alternative means of advertising new housing along streets and highways.
Cities currently utilizing this program include Temecula, Chino, Lake Forest, Norco, San
Clemente, Lancaster, Ontario, Palmdale, Rancho Cucamonga, Beaumont, Riverside, Simi
Valley, and Victorville.
The BIASC reached out to the City of Santa Clarita (City) a few months ago expressing interest
in the City joining their signage program. City staff and BIASC have negotiated terms of the
proposed agreement and have generated a draft agreement with the following highlights:

• BIASC will pay for design, construction, required permitting, placement, and
maintenance of the signage (sign design attached as Exhibit A)
• 50150 share of signage space for City and large residential developments (only
developments with 25 homes or more are eligible to use space on the signs)
• Maximum of 14 signs at any given point and time placed in the City
• 23 total approved locations over three to four phases (map attached as Exhibit B)
• Locations and design must comply with City Municipal Codes
• City maintains ultimate authority for final placement of signage
• Within 12 months of project build out, the City can take 100% of space on the signage, or
direct BIASC to remove signs (at cost to BIASC)
• Five year agreement with a one year automatic renewal for the signage program, after
which the City can elect to retain ownership of signs and all directional spaces, or have
BIASC remove the signs
For consistency, the design of the signage will be similar to the 23 wayfinding signs already
installed around the City. Signs already installed include the following roadways: Magic
Mountain Parkway (two signs); Valencia Boulevard (three signs); McBean Parkway (three
signs); Lyons Avenue (three signs); Newhall Avenue (two signs); and Creekside Road (ten
signs).
Elements of the draft agreement between the City and BIASC were brought before the City
Council Economic Development Committee on May 7, 2018. Both Councilmembers Kellar and
Miranda were in support of the recommendation to place this item on the May 22, 2018, regular
City Council meeting agenda for approval.
ENVIRONMENTAL
The project was evaluated under the California Environmental Quality Act (CEQA) and was
found to be exempt under Section 15305 and 15311 as an accessory structure requiring an
encroachment permit. Therefore, a Notice of Exemption has been prepared for the project.
ALTERNATIVE ACTION
Other action as determined by City Council.

PROJECT DESCRIPTION This project is to allow for the Building Industry Association of Southern

This is to advise that the [ ] Director of Public Works [ ] Planning Commission [X] City Council of the
City of Santa Clarita has approved the above project on May 22, 2018. Review of the project by the
Department of Community Development found that the project is exempt from the provisions of the
California Environmental Quality Act.
EXEMPT STATUS: California Environmental Quality Act under Article 19 Section 15305 and 15311,
the project is exempt under Class 5 and Class 11 as accessory structures requiring an encroachment
permit.
