SUBJECT: AWARD CONTRACT FOR SOFTWARE LICENSING AND
SUPPORT FOR THE CITY'S TRANSIT INFORMATION NETWORK

RECOMMENDED ACTION
City Council:
Award a contract in an amount not to exceed $453,104 to Connexionz, Ltd. for the software
licensing and support of the City of Santa Clarita's Transit Information Network to cover a
four-year period, beginning April 22, 2018, and ending April 21, 2022.
2. Authorize the City Manager or designee to execute all contracts and associated documents,
or modify the award in the event that issues of impossibility of performance arise, subject to
City Attorney approval.
BACKGROUND
The Transit Information Network (TIN) is an Automatic Vehicle Location system using Global
Positioning System (GPS) technology that allows Transit staff to track and monitor the location
of its entire bus fleet and Santa Clarita Transit riders to obtain real-time bus information on
multiple platforms in order to better plan their daily travels.
Beginning with the installation of the first phase of the TIN in 2009, Santa Clarita Transit has
entered into a series of contracts with the TIN's vendor, Connexionz, Ltd., to provide ongoing
support and software licensing of the TIN's network and software which includes:
1. Updates and support of route tracking and onboard Media Player software installed on 56
transit and 30 commuter buses.
2. Updates, support, and licensing of the bus tracking mobile application.

3. Updates and support for TMS Schedule Masters trip planning and scheduling software.
4. Updates and support for NAVTEQ geographic information system (GIS).
5. Licensing for 19 light -emitting diode (LED) and 6 liquid -crystal -display (LCD) variable
real-time messaging signs.
6. Monitoring and licensing of the RTT dispatching software.
7. Licensing and support for the vehicle health monitoring interface.
As the software and system developer, Connexionz Ltd is the only firm that can license and
support this software. The proposed contract would cover the period through April 21, 2022.
The license fees will be paid annually in the following amounts: Fiscal Year (FY) 17-18
$110,750; FY 2018-19 $112,752; FY 2019-20 $114,490; and FY 2020-21 $115,112 with a not to
exceed contract amount of $453,104.

Other action as determined by the City Council.
FISCAL IMPACT
This action does not require an appropriation of any additional funding. Adequate funds are
budgeted in account 12400-5185.003, contingent upon the approval of the annual budget.
