Agenda Item: 15 CITY OF SANTA CLARITA ' AGENDA REPORT CONSENT CALENDAR t, CITY MANAGER APPROVAL: �1 DATE: May 22, 2018 SUBJECT: AWARD CONTRACT FOR CITYWIDE STREET SWEEPING DEPARTMENT: Public Works PRESENTER: Cruz Caldera RECOMMENDED ACTION City Council: Award a four-year contract to Clean Sweep Environment, Inc. for Citywide street sweeping in the amount of $925,470; authorize an annual 3 percent contingency in the amount of $27,764, for a total amount not to exceed $953,234; and authorize an option for a one-year renewal not to exceed $953,234, plus Consumer Price Index (CPI) increases. 2. Appropriate $192,100 from Stormwater Utility fund balance to expenditure account 14550- 5141.003 to increase the base budget on an ongoing basis, effective Fiscal Year 2018-19. 3. Authorize the City Manager or designee to execute all contracts and associated documents or modify the award in the event that issues of impossibility of performance arise, subject to City Attorney approval. BACKGROUND The City of Santa Clarita (City) takes pride in having clean streets throughout its communities. The City currently contracts with Clean Sweep Environmental, Inc. for street sweeping services of approximately 714.23 curb miles. This contractor is responsible for providing street sweeping services for all median curbs, cul-de-sacs, and 34 miles of bike trails. In addition, the contractor is responsible for a monthly sweep of all City -owned and/or leased parking lots with 25 or more parking spaces and performs 24 free -of -charge sweeping projects each contract year at the request of the City, not to exceed a total of 100 miles per contract year. These free -of -charge sweeps can be used at the City's discretion, but are typically used for special events and vehicle collision clean-ups. An invitation to bid was prepared and published on March 1, 2018, and posted on the City's Page 1 Packet Pg. 166 website, PlanetBids. Three bids were submitted to the City and opened by Purchasing on March 19. The results of the bids are shown below. The City currently has a working relationship with this contractor and is confident that it will continue to meet the City's high standards. The current base budget for street sweeping services is $761,134, inclusive of contingency. The service contract for Citywide street sweeping services was last bid in 2013, at which point a four- year contract was executed with a fifth year option. As a result of CPI increases and the State of California's minimum wage increase schedule, the current base budget will not provide sufficient funding for the recommended action. Therefore, the requested appropriation of $192,000 will create an annual ongoing base budget of $953,234, inclusive of contingency, and will adequately provide for the needed street sweeping services. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Upon approval of the recommended actions, adequate funds will be available in expenditure account 14550-5141.003 (Stormwater Utility Fund), effective Fiscal Year 2018-19, to support the recommended action.
