RECOMMENDED ACTION
City Council:
1. Approve the plans and specifications for the Creekside Road Raised Crosswalks, Project
B1017.
2. Award the construction contract to All American Asphalt, in the amount of $321,690, and
authorize a contingency in the amount of $32,169, for a total contract amount not to exceed
$353,859.
3. Appropriate $84,466 from the Landscape Maintenance District fund balance (357) to
expenditure account B1017357-5161.001.
4. Adopt a resolution establishing a 25 mile per hour speed limit for a business district on
Creekside Road, between Valencia Boulevard and Auto Center Drive.
5. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
This project will construct three raised crosswalks and medians, replacing the existing three
crosswalks on Creekside Road between Valencia Boulevard and Auto Center Drive. Staff
conducted a pedestrian count study in April 2016, in which a total of 336 pedestrians crossed
Creekside Road between the hours of 7:00 a.m. and 5:00 p.m. Due to the high level of pedestrian

activity, traffic calming measures are needed. Upgrading the existing crosswalks to raised
crosswalks and medians is a safety enhancement that will aid in channelizing pedestrian
crossings, increase pedestrian visibility to motorists, and reduce vehicle speeds. This project is
supported by the surrounding business owners and supports the Santa Clarita 2020 themes of
Public Safety and Community Beautification.
In conjunction with this project, staff evaluated the speed limit on Creekside Road between
Valencia Boulevard and Auto Center Drive. The current speed limit is 35 miles per hour and was
established through an Engineering and Traffic Survey which was adopted in 2012. However,
California Vehicle Code 22352 sets a prima facie speed limit of 25 miles per hour in a business
district and does not require an Engineering and Traffic Survey. This segment of Creekside Road
meets the definition of a business district; and therefore staff recommends adopting a resolution
establishing a 25 mile per hour speed limit on Creekside Road between Valencia Boulevard and
Auto Center Drive.
An invitation to bid was prepared and published three times on March 22, 24, and 29, 2018, and
was posted on the City's website. Four bids were submitted to the City and opened by Purchasing
on April 20, 2018. The results of the bid are shown below.

EBS General Engineering, Inc. withdrew their bid due to a clerical error in their bid pricing.
Dekan Construction Corporation's bid was deemed unresponsive and was rejected due to a
deficiency in their bid bond.
Staff recommends awarding the project to All American Asphalt, the lowest responsive bidder.
This contractor possesses the required state contractor's license and is in good standing with the
Contractors State License Board. The bid has been reviewed for accuracy and conformance to
the contract documents and was found to be complete.
The bids for the project came in much higher than were expected as a result of the multiple
phases of the project, which create increased mobilization costs. The project will be completed in
two parts to ensure pedestrians have a protected crossing at all times. Therefore, the requested
appropriation of $84,466 in Landscape Maintenance District (LMD) funds will create an
available budget of $383,136 for construction -related costs, including the construction contract
of $353,859, inclusive of contingency, plus an additional $29,277 for related construction
support costs, including labor compliance services, staff oversight, construction engineering,
inspection, and project management.
The requested construction contingency will cover the cost of unforeseen site conditions,
potential utility conflicts, and change order requests made by the contractor.

FISCAL IMPACT
Upon approval of the recommended actions, adequate funds will be available in expenditure
account B1017357-5161.001 (Landscape Maintenance District fund) to support the
recommended contract and all related construction support and administrative cost.

RESOLUTION NO. 18 -
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, ESTABLISHING A 25 MILES PER HOUR SPEED LIMIT FOR A BUSINESS
DISTRICT ON CREEKSIDE ROAD
WHEREAS, California Vehicle Code 22352 sets a prima facie speed limit of 25 miles
per hour in a business district; and
WHEREAS, Creekside Road between Valencia Boulevard and Auto Center Drive
meets the California Vehicle Code requirements for a business district.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby
resolve as follows:
SECTION 1. That a prima facie 25 miles per hour speed limit for a business district
be established on Creekside Road between Valencia Boulevard and Auto Center Drive.
SECTION 2. That City staff make the necessary signing changes to implement the 25
miles per hour speed limit.
SECTION 3. That the Los Angeles County Sheriff's Department conduct appropriate
enforcement of the prima facie speed limit established by this resolution.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
