SUBJECT: APPROVAL OF FINAL TRACT MAP AND ACCEPTANCE OF
OFFERS OF DEDICATION FOR TRACT NO. 60922-01 (SKYLINE
RANCH)

RECOMMENDED ACTION
City Council:
1. Approve Final Tract Map for Tract No. 60922-01.
2. Accept on behalf of the public the offer of dedication of easement for public use and road
purposes, the offer of dedication of the right to restrict or prohibit any and all allowable uses
within open space, the offer of dedication of the easement for covered storm drain,
appurtenant structures, ingress and egress purposes, the offer of dedication of the easement
for sanitary sewers and sanitary sewer ingress and egress purposes, the offer of dedication of
all sanitary sewers and appurtenant structures, and the offer of dedication of the easement for
road/bridge maintenance and drainage purposes.
3. Make findings as follows: This project is consistent with the provisions of Sections 66474
and 66474.1 of the Subdivision Map Act and should be approved.
4. Instruct the Director of Administrative Services to endorse the Special Assessment Statement
on the face of Final Tract Map for Tract No. 60922-01, which indicates all special
assessments levied by the City of Santa Clarita are paid.

BACKGROUND
The Final Tract Map for Tract No. 60922-01, an exhibit of which is attached hereto, has been
reviewed by staff and found to be in substantial conformance with the principles and standards
required by the Unified Development Code and State Subdivision Map Act. Vesting Tentative
Tract Map No. 060922 for the Skyline Ranch project was originally approved by the Los
Angeles County Board of Supervisors on December 7, 2010, as a part of County Project No. 04-
075-(5).
On March 20, 2018, the Planning Commission voted 5-0 to recommend the prezone of the Plum
Canyon Annexation (including the Skyline Ranch project) to the City Council. At the April 24,
2018, City Council meeting, the City Council authorized the City Manager to file the annexation
application with the Local Agency Formation Commission (LAFCO) and conducted the first
reading of the prezone ordinance for the annexation area, including the Skyline Ranch project.
The second reading of the prezone ordinance was conducted on May 8, 2018. Staff anticipates
the completion of the Plum Canyon Annexation by December 1, 2018.
The Final Tract Map consists of a subdivision of 475.85 acres into 263 residential lots and allows
for 234 single family residential lots, 1 residential lot comprised of 73 condominium units, a
school, a park, 13 open space lots and various utility service lots. The subject property is located
northwest of Sierra Highway at Adon Avenue and is primarily located in the unincorporated area
of the County of Los Angeles. Approximately 1.13 acres, located adjacent to Sierra Highway, is
located within the City of Santa Clarita. This 1.13 acres consists of two open space lots and a
portion of Skyline Ranch Road.
Pursuant to Section 66474.1 of the Subdivision Map Act, a legislative body shall not deny
approval of a final or parcel map if it was previously approved as a tentative map for the
proposed subdivision and if it finds the final or parcel map is in substantial compliance with the
previously approved tentative map.
The County of Los Angeles Department of Public Works has reviewed and approved the map for
mathematical accuracy, survey analysis, title information, and for compliance with the
Subdivision Map Act and the Conditions of Approval. The portion of the Final Tract Map within
the City of Santa Clarita was reviewed to the satisfaction of the City Engineer and the City
Surveyor and found to be in substantial conformance with the previously approved tentative tract
map. The Conditions of Approval established by the County of Los Angeles were also met and
fees have been and/or will be paid as indicated on the attached Fact Sheet. Therefore, the Final
Tract Map is ready for City Council approval and acceptance of the dedications shown thereon.

The Final Tract Map for Tract No. 60922-01 is scheduled to be presented to the County of Los
Angeles Board of Supervisors on July 31, 2018.
ALTERNATIVE ACTION
Staff has not identified alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT
The public streets within City limits shown on the Final Tract Map for Tract No. 60922-01 will
be dedicated to the City. The maintenance of this additional pavement will have minimal impact
on the City's street maintenance budget. The developer will satisfy the applicable Bridge and
Thoroughfare Fees by bonding for and constructing Skyline Ranch Road as authorized by the
County of Los Angeles prior to map recordation, as the parcels that will have houses are all
within the County unincorporated areas.

Trails/Paseos: No new trails are being dedicated to the City by this map.
Streets: This map is dedicating Skyline Ranch Parkway as a public street. In addition,
this map is dedicating additional width along Sierra Highway to comply with
Plan.
B&T Fees: The applicable Bridge and Thoroughfare (B&T) Fee(s) will be satisfied by
bonding for and constructing Skyline Ranch Road as authorized by the
County of Los Angeles prior to map recordation.
Transit Fees: The applicable Transit Fee(s) will be paid to the County of Los Angeles prior
map recordation.
Quimby Fees: The applicable Quimby Fee(s) will be paid to the County of Los Angeles prior
map recordation.
School Fees: All applicable school fees will be paid prior to issuance of building permits.
