Award a contract to Kimley-Horn and Associates, Inc. for the Citywide Systemic Safety Analysis Report Program, Project C0053, in an amount not to exceed $99,120. 2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The California Department of Transportation (Caltrans) created a new state grant program called the Systemic Safety Analysis Report Program (SSARP). These funds are dedicated to assist local agencies to better prepare for future applications to the Highway Safety Improvement Program (HSIP) or other safety-related grants. In 2017, the City of Santa Clarita (City) was awarded an SSARP grant to analyze pedestrian and bicycle collisions. The grant provides for $90,000 with a $10,000 local match. In recent years, pedestrian and bicycle collisions nationwide have increased. Contributing to this rise is the increased popularity of walking and biking as a mode of transportation. The City plays a critical role in addressing and mitigating collision risks. The purpose of the City's SSARP is to analyze the contributing factors of pedestrian and bicycle collisions, develop countermeasures through a systemic approach to reduce collisions, and identify projects with the highest benefit- cost ratio that will compete well in future HSIP and other grants. This project exemplifies the City's commitment to developing a comprehensive traffic safety plan that aims to reduce the number of traffic-related collisions and fatalities and is a component Page 1 Packet Pg. 226 14 -year strategic plan, Santa Clarita 2020. On March 12, 2018, a Request for Proposal (RFP) was advertised on Planetbids and posted to the City's website. On April 12, 2018, the City received five proposals. All five proposals were reviewed and evaluated by staff, utilizing the new Caltrans procedures for Architectural and Engineering (A&E) consultant selection and ranking. Linscott, Law & Greenspan Irvine, CA The rating system heavily emphasized understanding the required scope of work, experience with similar projects, understanding of state grant funds, qualifications of the project team and their resources, and organization of the proposal. Based on their past experience in developing systemic safety plans and the completeness of their proposal, staff recommends that City Council award the contract to Kimley-Horn and Associates, Inc. (Kimley-Horn). Kimley-Horn demonstrated an in-depth understanding of the project needs, provided a detailed scope of work, and identified a qualified project team. In addition, they provided a reasonable schedule of work. California Government Code 4526 prescribes selection of architectural and engineering services to be based on demonstrated competence and professional qualification necessary for the satisfactory performance of the services required, does not authorize the selection of professional architectural and engineering services based on costs, and does not require the cost proposals to be sealed. However, state and federally funded projects, such as this, require the City to follow the guidelines in the Caltrans Local Assistance Procedure Manual (LAPM). In the Consultant recommended action to award to the top most-qualified firm is not approved, the other cost proposals submitted must remain sealed. Per the guidelines of the LAPM, staff opened Kimley- Horn's sealed cost proposal and reached an agreement at a fair and reasonable price for the services requested in the RFP. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Funds in the amount of $100,000 are allocated in the current year budget in the following expenditure accounts: C0053259-5161.001 ($90,000) and C0053233-5161.001 ($10,000). This grant is the second cycle for the state program in place for years and we aim to continue to build from this. The report will focus on addressing safety concerns mainly for vehicular patterns associated with pedestrians and bicycles, between areas with a high risk for crashes that will allow the City to plan for future safety improvements for the immediate, mid-range, and long- categories that were made by the committee in fall of 2015: 1.
