HomeMy WebLinkAbout2018-06-12 - AGENDA REPORTS - RESO - RENEWAL OF GEN SERVICES AGMT WITH LACO FOR (2)23 ATTACHMENTS Resolution General Services Agreement (available in the City Clerk's Reading File) Page 2 Packet Pg. 286 23.a RESOLUTION NO. 18- _______ RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, REQUESTING RENEWAL OF THE GENERAL SERVICES AGREEMENT WITH THE COUNTY OF LOS ANGELES FOR MISCELLANEOUS SERVICES WHEREAS, the City of Santa Clarita (City) and the County of Los Angeles, by and through their respective legislative bodies on July 1, 2013, entered into an agreement whereby the County of Los Angeles agreed to provide miscellaneous services, including animal control, prosecution of City ordinances, direct assessment collection, and a variety of public works activities with the City of Santa Clarita; and WHEREAS, the existing General Services Agreement between the City and the County of Los Angeles will expire on June 30, 2018, request the Board of Supervisors to renew said agreement and said Board of Supervisors agrees to renew said agreement; and WHEREAS, the City Council of the City states its intent and desire to renew said agreement for an additional five-year term. NOW, THEREFORE, the City Council of the City does hereby resolve as follows: SECTION 1. The Board of Supervisors of the County of Los Angeles be requested to into between the City and the County of Los Angeles, effective July 1, 2018. SECTION 2. The City Clerk shall certify to the adoption of this Resolution. Award a one-year contract to SoftResources, LLC in the amount of $78,175 plus a 10 percent contingency in the amount of $7,818, for a total amount not to exceed $85,993 for professional services inclusive of a needs assessment and software selection to identify a new Enterprise Resource Planning (ERP), also known as Financial System. 2. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney approval. BACKGROUND The City of Santa Clarita's (City) current Enterprise Resource Planning (ERP), Financial System, implemented in 2006, has become outdated and is in need of replacement. The system houses nearly 20 years of Finance, Human Resources, and Purchasing data. The current system has several feature shortcomings and inefficiencies in its ability to meet the City's needs as it relates to modern accounting practices, mandated state/federal regulations, and City borne best practice guidelines. Due to the complexities and intricate design of ERP systems, it is staff's recommendation that industry experts be contracted to assist staff in the selection of an up-to-date ERP system by performing these key functions: conducting a requirements analysis, RFP development and management, vendor analysis, software demo/proof of concept, final decision, and contract review. As part of due diligence, City staff requested proposals from some of the top firms in the industry. Three proposals, ranging in cost between $78,000 - $90,000, were received.
