Approve the update to the citywide Speed Hump/Cushion Program, which will change the current requirement of a minimum Average Daily Traffic (ADT) volume of 2,000 vehicles to 1,500 vehicles. 2. Approve the proposed traffic safety and traffic calming recommendation for Abelia Road, Thompson Ranch Drive, and Pamplico Drive and authorize staff to work with the residents of these streets to install speed cushions, as determined by additional traffic studies. 3. Appropriate Transportation Development Act (TDA) Article 8 funds (233) in the amount of $200,000 to expenditure account C0058233-5161.001, and increase TDA Article 8 revenue account 233-4421.002 by $200,000. 4. Authorize the sole source purchase of speed cushions and related materials from Traffic Logix, Inc. in an amount not to exceed $120,000. 5. Authorize the City Manager or designee to execute all contracts and documents, subject to City Attorney approval. BACKGROUND On July 13, 2010, the City Council adopted a citywide Speed Hump/Cushion Program. The program established procedures and criteria for the installation of speed humps/cushions on residential streets. Since the adoption of the program, no community has installed speed humps/cushions on any residential street. Page 1 Packet Pg. 59 O City staff has completed several traffic studies at the request of various development home owner associations and community groups. These traffic studies have concluded that the current requirement of a minimum Average Daily Traffic (ADT) volume of 2,000 vehicles should be reduced to 1,500 vehicles as several residential streets fall just short of the required threshold, while meeting all other criteria. The traffic studies also noted a small percentage of local residential streets that have a history of traffic collisions. In addition, these residential streets experience higher speeds and volumes. For these reasons, staff is recommending to amend the existing Speed Hump/Cushion Program to include the installation of speed humps/cushions on residential streets experiencing traffic collisions, while meeting all other criteria as identified in the current program. Staff has identified three residential streets with a history of traffic collisions and meet the minimum criteria established in the current citywide Speed Hump/Cushion Program. The streets are Abelia Road, Thompson Ranch Drive, and Pamplico Drive. The installation of speed cushions will enhance traffic safety within these neighborhoods. Staff sent letters to residents residing along Abelia Road and 70 percent of the responses supported the installation of speed cushions on the street. Staff has also received a verified petition from residents along Thompson Ranch Drive indicating over 67 percent of the residents fronting that street support the installation of speed cushions. Staff has had several residents along Pamplico Drive indicate that they support the installation of speed cushions along their street. However, there have been no formal surveys completed for affected residents. Therefore, prior to the installation of speed cushions along Pamplico Drive, staff will complete a survey of affected residents and will move forward with the installation should the results support the project. Upon approval by the City Council, City staff will proceed with completing the necessary resident survey on Pamplico Drive and order the necessary supplies to install the speed cushions along the three proposed streets. The speed cushions will be a sole source order from Traffic Logix, Inc. of Spring Valley, New York. This product was used successfully on Dorothy Street, Ermine Street, and Benz Road/Alaminos Drive in the past, and City staff is familiar with the installation process. In addition, by ordering speed cushions from Traffic Logix, Inc., the City can ensure product consistency citywide, which will aid in maintenance and material inventory. Staff anticipates costs will not exceed $200,000 for the purchase and installation of the speed cushions on Abelia Road, Thompson Ranch Drive, and Pamplico Drive. The cost to purchase the speed cushions is $120,000, the contract to install the speed cushions is estimated at $60,000 (including project management costs) and the remaining $20,000 will be used as a contingency to cover the costs of incidental materials and equipment, as needed. Installation of all speed cushions is anticipated to be completed by the end of the 2018 calendar year. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Upon approval of the recommended actions, revenue and expenditure budget accounts will be adjusted accordingly.
