Award a contract for the preparation of the Sand Canyon Resort Environmental Impact Report (Master Case No. 18-021) to Dudek in the amount of $254,190, and authorize a contingency in the amount of $38,129, for a total contract amount not to exceed $292,319. 2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The Sand Canyon Resort project (Project), Master Case No. 18-021, is a request by Sand Canyon Country Club (Applicant) to redevelop nine holes of the Mountain Course at Sand Canyon Country Club, on an approximately 75.5 -acre parcel, into a hotel and resort. The Project site is located on the northeast corner of Sand Canyon Road and Robinson Ranch Road in the community of Sand Canyon, as shown on the attached aerial map. The Project consists of the following components: a three-story hotel with approximately 217 rooms; 27 villas associated with the hotel; a resort that includes three restaurants, spa/gym and conference/ball room space; and outdoor recreation that includes a seven -acre park and new nine -hole golf course. The Project includes the following requested entitlements: a General Plan Amendment and Zone Change to change the zoning designation from Open Space to Community Commercial (CC); Tentative Tract Map No. 78248 for the subdivision of land into four lots; a Conditional Use Permit for grading in excess of 100,000 cubic yards of earth, for development within the Planned Development (PD) Overlay Zone, and building heights greater than 35 feet; Page 1 Packet Pg. 64 a Development Review Permit for proposed structures and development pads; and an Oak Tree Permit to identify and mitigate potential encroachments and impacts to the oak trees. The Project was formally submitted on February 2, 2018. Since that time, the Applicant has refined the land plan and performed technical studies. The next step in the entitlement process is to conduct environmental review under the California Environmental Quality Act (CEQA). Based on anticipated impacts associated with the Project, the appropriate CEQA document required for the Project is an Environmental Impact Report (EIR). Because the City does not have the in-house expertise or resources available to complete an EIR, an outside environmental consulting firm is required to complete this task. The City conducted a Request for Proposal (RFP) to solicit proposals from qualified consulting firms to create an EIR for the Sand Canyon Resort project. The proposals were reviewed and evaluated based on each company's ability to meet the specific needs of the City. The RFP was published via PlanetBids on April 24, 2018. Sixty companies downloaded the RFP, and five proposals were received. Written proposals were scored according to six categories: • Contractor qualifications, Plan of Study/Scope of Work, Program Management • Schedule • Personnel, equipment, and facilities • Thoroughness of proposal and ability to provide services to meet objectives and standards • References • Proposed Cost The Project scope is unique within the City and presents many challenges. The Project involves the development of a hotel and resort within the Open Space zone of a rural community. In selecting a firm to prepare an environmental document, particularly for a complex project site surrounded by homes and with potential environmental issues, cost is only one factor used to determine the most qualified firm. Other factors to be considered include professional expertise, practical experience, and a firm's ability to engage the public and effectively manage a project. A panel of three City staff members evaluated and scored all responsive proposals based on the selection criteria above. Page 2 Packet Pg. 65 Dudek provides multi -disciplinary environmental and engineering services, with an over 400 - person in-house team. CEQA documents are often subject to legal challenge. Dudek staff has demonstrated knowledge of the procedural and substantive law that is critical for a legally defensible CEQA analysis. Of the more than 2,800 CEQA and National Environmental Policy Act (NEPA) documents Dudek has prepared, all have withstood any legal challenges or opposition to their findings. Dudek has demonstrated their experience with similar hotel projects in other cities, as well as projects within the City of Santa Clarita. Two examples of Dudek's hotel experience include the Firestone Boulevard Location Hotel Project in the City of Downey and the Seventy -Eight Eleven Santa Monica Boulevard Project in the City of West Hollywood. In March 2017, Dudek completed the processing of the Mitigated Negative Declaration (MND) for the Firestone Boulevard Location Hotel Project, which required a Specific Plan Amendment, Conditional Use Permit, Site Plan Review, and Lot Merger. Dudek is currently processing the EIR for the Seventy -Eight Eleven Santa Monica Boulevard Project, which is expected to be completed by the end of 2018. Dudek completed the technical studies related to air quality, GHG emissions, and noise and vibration. Similar to the Sand Canyon Resort project, these projects were highly scrutinized and located immediately adjacent to several sensitive residential receptors. In March 2016, Dudek worked with Senior Planner, Patrick Leclair, to complete the preparation of a Specific Plan and addendum to the EIR for Henry Mayo Newhall Hospital. This project included a proposed General Plan and Zone Change. The project was completed within the contracted schedule and budget. Dudek successfully processed these three projects, which required similar entitlements that posed similar challenges to the Sand Canyon Resort project. Dudek demonstrated a strong understanding of the Sand Canyon Resort project, the issues involved in developing the specific Project site, and the public scrutiny of the Project and EIR. Dudek has the professional staff to conduct in-house peer reviews of all the previously prepared technical studies. Dudek ranked highest in the proposal review and had a successful interview. The total cost of Dudek's proposal is $254,190. This includes the preparation of the Draft EIR, response to comments, a Mitigation Monitoring Plan, and completion of the Final EIR. Dudek anticipates a 12 -month process to prepare the EIR. Given the complexities of the Project site's topography, being adjacent to established neighborhoods, and scope of the Project, staff has included a 15 percent contingency in the amount of $38,129, for a total contract amount not to exceed $292,319. The contingency will allow for additional analysis for unexpected issues that may be identified during the EIR process. The applicant is responsible for the cost of the preparation of the EIR and its associated contract. Upon award of the contract, the applicant will deposit funds into a trust account to be maintained by the City. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT All costs associated with the preparation of the environmental document will be the responsibility of the applicant for the Sand Canyon Resort project. There will be no fiscal impact to the City. The approximately 75.5 -acre project site is located on the northeast corner of Sand Canyon Road and Robinson Ranch Road in the community of Canyon Country. The project site is zoned and designated by the City's General Plan as Open Space (OS) and is located within the Planned Development (PD) overlay zone. Project Site — Existing Condition The project site is within the existing nine -hole golf course (Mountain Course) at Sand Canyon Country Club (formerly Robinson Ranch Country Club). The project site is north of Robinson Ranch Road. The project site is surrounded by existing single-family residences to the north and west. The existing golf course is located directly to the south and east of the project site. Summarized Project Description The project includes a Zone Change and General Plan Amendment from Open Space (OS) to Community Commercial (CC) and a subdivision from one lot into four lots (Tentative Parcel Map No. 78248). The project includes the development of the property with a hotel and resort summarized below: Hotel (four three-story buildings at approximately 151,000 square feet) Villas associated with the hotel (27 buildings with a total of 155,950 square feet). Four models of Villas: 1. Golden Oak Community — 10 buildings 2. Serenity Hamlet — 3 buildings 3. View Villas — 7 buildings 4. Cliff Villas — 7 buildings • Restaurants (three restaurants with total of 12,000 square feet) • Spa/gym/salon (24,400 square feet) • Conference/ball room space (17,025 square feet) • Grand ballroom, junior ballroom, eight meeting rooms • Outdoor recreation including: 1. two pools; 2. two tennis courts; 3. four pickleball courts; Packet Pg. 69 4. Local Experience Henry Mayo Hospital Specific Plan Client: Henry Mayo Newhall Memorial Hospital In March 2016, Dudek completed preparation of a Specific Plan and addendum to an EIR for a hospital expansion project in the City. The Henry Mayo Newhall Hospital Specific Plan codifies the development parameters of the 2008 Henry Mayo Newhall Memorial Hospital Master Plan and provides a framework for future modifications to the 2008 Master Plan. The 2008 Master Plan, as amended, continues to exist independent of the Specific Plan. A Development Agreement covering the 2008 Master Plan area was approved by the City in December 2008. The Development Agreement will terminate in December 2023, unless extended. The Development Agreement, as amended, continues to exist independent of the Specific Plan. The Specific Plan contains development plans, infrastructure development plans, development regulations, design guidelines, and an implementation program for the hospital campus. The purpose of the Specific Plan is to outline existing uses, including those approved in the 2008 Master Plan, as well as to address modifications to the hospital campus. DUDEK Environmental Impact Report for the Sand Canyon Resort Project 3 INTRODUCTION The intent of the Specific Plan is to guide the orderly growth and development of the hospital, medical office buildings, and associated outpatient services to create a visually cohesive, operationally organized, and successful campus that balances the needs for medical service expansion with the need to preserve the character of the neighborhoods that surround this regional institution. Additionally, Dudek assisted with preparation of an addendum to the original Master Plan EIR. The potential environmental effects of the Master Plan and Development Agreement were addressed in the certified Master Plan EIR. However, the proposed project now includes a proposed General Plan and Zone Change, and proposed amendments to the 2008 Master Plan and Development Agreement, which were covered in the addendum. The project was completed within the contracted schedule and budget. Newhall Ranch CEQA Documentation Client: Newhall Land and Farming Company Dudek provided environmental and CEQA documentation services to Newhall Land and Farming Company for the final phase of the 12.6 -million -square -foot Valencia Commerce Center located within unincorporated areas of the County. This project consisted of a Tentative Parcel Map for the remaining 3.6 million square feet of buildable area, and included a mixture of corporate office and commercial space. The project also included bank stabilization improvements for a portion of Castaic Creek, improvements to State Route 126 and Commerce Center Drive, as well as possible improvements to a nearby wastewater treatment plant. Key issues included land use, landform alteration/visual quality, geology, hydrology, water quality, flood control, water supply, biology, traffic, air quality, and noise. Hotel Development Experience Firestone Boulevard Location Hotel MND Client: City of Downey The applicant, Kamla Hotels, proposed to construct a 4 -story, 88,850 -square -foot hotel on a 2.58 -acre site at 9062-9066 Firestone Boulevard, southwest of Firestone Boulevard and southeast of Lakewood Boulevard, in the City of Downey. To develop the hotel, the applicant filed a Specific Plan Amendment, Conditional Use Permit, Site Plan Review, and Lot Merger. The Specific Plan would be amended to allow for the development of a 4 -story, 60 -foot -high hotel, and to allow for ancillary alcohol sales in conjunction with the operation of a hotel. The Specific Plan would also be amended to reduce the street landscaping standard from 10 feet to 2 feet, and to create hotel parking requirements, specifically for the project area within the Specific Plan. A conditional use permit would also be required to review the proposed hotel and the ancillary sales of alcohol in conjunction with a hotel. The site plan review would consider new, permitted structures and on-site improvements and verifies the project's development and use standards, as well as evaluating its architectural style. The lot merger would be necessary to consolidate the number of lots from two to one. An MND was prepared for the project and approved on March 14, 2017. DUDEK Environmental Impact Report for the Sand Canyon Resort Project 4 Robertson Lane Hotel EIR Client: City of West Hollywood The project involves construction of a 3- to 9 -story multiuse hotel building in the West Hollywood Design District, including a 241 -room hotel, restaurants, retail stores, design showroom, and associated amenities. The proposed project adaptively reuses portions of the historic Factory building, which would be incorporated into the building design along Robertson Boulevard. Key issues evaluated in the EIR include historic resources, transportation and traffic, noise, air quality, and GHG emissions. INTRODUCTION Seventy -Eight Eleven Santa Monica Boulevard Project EIR Client: City of West Hollywood Dudek has been retained by the City of West Hollywood to prepare an EIR for the Seventy -Eight Eleven Project. In support of the EIR, Dudek historical archaeologists conducted a cultural resources inventory and evaluation of two commercial properties at 7811 Santa Monica Boulevard and 1125-1127 North Ogden Drive. Both properties were found not eligible for designation under National Register of Historic Places (NRNP), California Register of Historic Resources (CRHR), and city designation criteria, and the project was found to have a less -than - significant impact on historical resources under CEQA. Dudek is also completing technical studies related to air quality, GHG emissions, and noise and vibration. This infill project is located immediately adjacent to several sensitive receptors, including multifamily residential buildings and a private preschool that operates year round. Dudek, working with the project applicant and city staff, has developed unique, site-specific mitigation measures to minimize impacts to the adjacent sensitive receptors. This EIR is expected to be complete by the end of 2018. 8950 Sunset Boulevard Project EIR Client: City of West Hollywood Dudek has been retained by the City of West Hollywood to prepare an EIR for the hotel mixed-use project located in the western portion of the city. The hotel would include a total of 165 guest rooms, restaurants and lounges, a spa, rooftop pool, and four residential units. The site, which is currently vacant, is located along the Sunset Strip adjacent to multifamily residential uses to the south as well as West Hollywood School. Key issues with this infill project include air quality, noise, traffic, and construction impacts to surrounding land uses, as well as cumulative impacts associated with additional projects planned along the Sunset Strip in the immediate vicinity of the project site. The EIR is expected to be complete in mid -2019. DUDEK Environmental Impact Report for the Sand Canyon Resort Project 5 INTRODUCTION The Landmark Mixed -Use Hotel Addendum EIR Client: City of Irvine Dudek recently completed work on an addendum to a previously certified EIR for The Landmark Mixed -Use project. This project includes the demolition of the existing on-site office and restaurant uses and the construction and operation of a 15 -story, 448,200 -square -foot office building; a 15 -story, 323,415 -square -foot, 386 -room hotel; 13,665 square feet of retail and restaurant space; and a 2,089 -space parking structure. The hotel building would be located on the northern portion of the project site, directly south of the intersection of MacArthur Boulevard and Douglas. In addition to the guest rooms, the hotel would include 21,445 square feet of meeting and conference space (8,127 square feet on the ground floor and 13,318 on the second floor), 5,043 square feet of restaurant and bar use on the ground floor, and 2,631 square feet of fitness center and spa area on the second floor. The meeting and conference space, restaurant and bar use, and fitness center and spa would facilitate business meetings and provide amenities and services for hotel guests Bacara Resort EIR Client: City of Goleta Under contract to the City of Goleta, Dudek prepared an EIR for expansion of a controversial luxury hotel along the Pacific Ocean bluffs. Significant effects associated with aesthetics/visual resources were addressed through the development of visual simulations of proposed project architecture as experienced from prominent public viewpoints. Encroachments into environmentally sensitive habitats were assessed by completing jurisdictional wetland delineations. Sensitive changes to established recreational facilities, including coastal access trails, were considered relative to general plan policies and development standards. The EIR also assessed the proposed project's consistency with the City of Goleta General Plan and Local Coastal Program and California Coastal Act policies in support of the coastal planning process. The environmental review resulted in a rigorous set of feasible project alternatives that reconfigured proposed development envelopes to avoid sensitive biological and archaeological resources. The Draft EIR was an effective tool in communicating the project site constraints to the applicant, who ultimately elected to not pursue the feasible project alternatives identified. Miramar Beach Resort and Bungalows MND and EIR Client: Caruso Affiliated Dudek contracted with Caruso Affiliated to provide environmental support services for Santa Barbara County entitlement processing for its Miramar Beach resort project. The project includes demolition of existing hotel structures and redevelopment of an approximately 206,000 -square -foot luxury resort, including 170 guestrooms; four employee units; a beachfront restaurant, beach bar, and beach club; spa, conference, meeting room, and event facilities; a private screening room; landscaping; valet parking; and a road vacation. The project is located on 17 acres of beachfront property bisected by the Union Pacific Railroad. The project entitlements obtained through an MND and focused EIR, including extensive community vetting and Planning Commission and Board of Supervisors approval, included a development plan, three conditional use permits, and coastal development permits for demolition and redevelopment of the property, encroachments into the Union Pacific Railroad right-of-way, repairs to a boardwalk and existing seawall, and new sound walls. DUDEK Environmental Impact Report for the Sand Canyon Resort Project 6 2 Plan of Study/Scope of Work Project Understanding Dudek understands that the proposed project involves the development of a hotel, villa accommodations, a spa and gym, restaurants, conference and ball room space, and recreational facilities for swimming, tennis and pickleball (a sport similar to both tennis and paddle ball), on an approximately 75 -acre site at the newly renamed Sand Canyon Country Club. The 200 -acre public golf course, formerly known as Robinson Ranch Golf Club, is newly renovated and reopened and includes 27 holes, a 25,000 -square -foot clubhouse, and a golf shop. The intent of the project is to create a premier golf destination in northern Los Angeles County. The project site is currently zoned and designated Open Space, per the City's General Plan. The site is also located within a Planned Development overlay zone. In addition to the proposed hotel and resort facilities, the project would require a Zone Change and General Plan Amendment from Open Space to Community Commercial. Further, a Tentative Tract Map would be required to subdivide the project site; a Conditional Use Permit would be required for the new development within the Planned Development overlay zone; a Development Review would be required for the new development project; and an Oak Tree Permit would be required for encroachment upon and potential removal of oak trees. Given the extent of development planned and the nature of the project site and surrounding area, preparation of an EIR in compliance with CEQA is warranted. Scope of Work Dudek will prepare a comprehensive EIR in compliance with California Public Resources Code Section 21100 and Article 9 of the CEQA Guidelines. In support of the analysis that will be included in the EIR prepared for the project, Dudek understands that the applicant has prepared a number of the technical studies themselves including the following: Geotechnical, Traffic and Transportation Demand Management (TDM) Plan, Parking Study, Hydrology/Water Quality, Air Quality/GHG, Noise, Biology, Oak Trees, Sewer Area Study, Visual Simulations, and Biological Surveys specifically for sensitive plants and coastal California gnatcatcher. . Dudek has provided a scope and cost to provide third -party technical review on the applicant -provided technical studies as well as scopes and cost estimates to complete additional technical studies that may be required for the project. A detailed scope for preparing the EIR and supporting certification of the EIR is outlined following. Task 1 Project Initiation To establish lines of communication between all team members during this initial phase, the Dudek project manager and key technical staff will meet with the project team upon receipt of a notice to proceed. The purpose of this meeting is to meet the key team members and clarify roles, establish data exchange procedures, verify the project schedule. and collect any additional available data. Prior to the team meeting, Dudek will review materials submitted thus far to facilitate a productive meeting. All materials submitted to Dudek by the client will be reviewed. Dudek's GIS analyst will review digital data received from project engineering staff. The kickoff meeting will be used to broadly discuss the project schedule, opportunities and constraints, scope of the EIR, and how Dudek's team will interact with the City and the applicant. Output • Attendance at kickoff meeting • Data gathering and sharing DUDEK Environmental Impact Report for the Sand Canyon Resort Project 7 PLAN OF STUDY/SCOPE OF WORK Task 2 Project Description The project description will describe the location of the project site, within both a regional and local context. Graphical depiction and maps would be utilized throughout this section to describe project components and locations. Definition of project objectives would be completed in consideration of the analysis and discussion of project alternatives. A complete list of required discretionary actions, permits, and approvals would be provided, with the lead and responsible agencies identified for each. The project description will include Location and Boundaries, Statement of Objectives, and Project Characteristics. This assumes the City will provide Dudek sufficient information to prepare a detailed project description. This scope does not include revisions due to project changes or additional requirements of the City, including any additional analysis deemed appropriate upon any subsequent review by the City Attorney. Output • One (1) draft version of the Project Description for review by the applicant team and the City. Task 3 IS/Notice of Preparation and Scoping Subtask 3.1 Initial Study (IS) Dudek will prepare a draft IS. Dudek will utilize the project description and technical studies noted previously. Dudek assumes that this task will focus on scoping out topics that will not be evaluated in detail in the EIR. Dudek will submit a single draft to the City for review. After one (1) round of review and response to comments, Dudek will provide a final copy for inclusion in the Notice of Preparation (NOP). Subtask 3.2 NOP/Scoping Dudek will prepare a draft of the NOP for the City's review. We will revise per the City's comments and distribute the NOP on behalf of the City. Dudek will make available to the City a complete copy of the NOP and IS for posting on the City website. Up to 50 copies of the NOP will be distributed. Dudek will prepare for and conduct a CEQA scoping meeting that will occur within the 30 -day scoping period. This meeting will be coordinated by City staff and will be held at a location within the City. Up to two (2) Dudek staff will attend and support the City. Output • One (1) electronic copy of the 1st Screencheck IS • One (1) electronic copy of the Final IS • One (1) electronic copy of the NOP • Fifty (50) copies of the IS/NOP for distribution to agencies and stakeholders • Posting of IS/NOP at the County Clerk (and payment of filing fee) • Attendance and materials for Scoping meeting Task 4 Peer Review of Technical Studies Dudek understands that the applicant has prepared a number of the technical studies themselves including the following: Geotechnical, Traffic and TDM Plan, Parking Study, Hydrology/Water Quality, Air Quality/GHG, Noise, Biology, Oak Trees, Sewer Area Study, Visual Simulations, and Biological Surveys specifically for sensitive plants and coastal California gnatcatcher . As such, Dudek will conduct peer reviews of each of these technical studies. The focus for several of these technical peer reviews is outlined following. The results and findings of each peer review will be summarized in a series of seven (7) memoranda to the City and project applicant team. DUDEK Environmental Impact Report for the Sand Canyon Resort Project 8 PLAN OF STUDY/SCOPE OF WORK Traffic Study, TDM Plan, and Parking Study Dudek's in-house Transportation Services group will support the City's peer review of the proposed project's Traffic Study, TDM Plan, and Parking Study. Where necessary and as requested by the City, Dudek will provide strategic guidance, recommendations and support to the City. Dudek will also prepare the Transportation section of the Draft EIR. The preparation of the Transportation section will follow the current CEQA requirements and formats. Dudek will summarize the analysis, findings, and mitigation measures (if any) from the approved Traffic Study, TDM Plan, or Parking Study, in the Transportation section. Air Quality/GHG Dudek will provide a peer review of the air quality and GHG emissions analysis technical report(s) prepared for the proposed project to verify adequacy in terms of CEQA documentation. The project details, analysis methodology, modeling results, impact findings, and mitigation measures (if applicable) will be verified by a Dudek air quality specialist. Dudek will verify that the air quality analysis was appropriately performed in accordance with the South Coast Air Quality Management District's guidance and emissions -based thresholds. Dudek will verify that the GHG emissions analysis appropriately evaluates project consistency with the City's 2012 Climate Action Plan and that the approach is supported by substantial evidence. Dudek assumes that the complete analyses, including the emissions modeling input and output files will be provided. For budgetary purposes, it is assumed that the air quality analysis does not include a construction or operational health risk assessment, or localized significance thresholds dispersion modeling. If a health risk assessment or dispersion modeling is included in the air quality analysis, Dudek will be happy to review these analyses under a separate scope and budget. This effort is considered additional because health risk assessments and dispersion modeling typically use AERMOD, as required by the South Coast Air Quality Management District, which is a different model than what is used to estimate criteria air pollutant and GHG emissions (i.e., California Emissions Estimator Model). Review of a carbon monoxide hotspot assessment, if required for the project, is included in our scope and budget. The results of the peer review and any recommendations and/or comments will be summarized in a brief memorandum. One (1) round of comments about corrections/changes that need to be made in order to meet the CEQA documentation requirements is included in our budget estimate. Additional services, such as additional rounds of comments or meeting attendance, will be at request, and billed as additional cost on a time -and -materials basis in accordance with our current standard schedule of charges. Upon completion of the peer reviews and any necessary revisions/additions to the proposed project's Air Quality and/or GHG analyses, Dudek will also prepare the Air Quality, GHG, and Energy sections of the Draft EIR. Noise Dudek will conduct a technical peer review of the noise and vibration report for the proposed project. The accuracy of project details, analysis methodology, modeling results, noise impact findings, and any mitigation measures will be verified by a Dudek senior noise control specialist. We will verify that the provided noise report addresses the noise/vibration impact criteria as specified by CEQA. The results of the peer review and any recommendations/comments will be summarized in a brief technical memorandum. We will provide any necessary follow-up regarding our comments, such as providing additional explanation or verification that needed analyses or report revisions have been adequately carried out and incorporated. DUDEK Environmental Impact Report for the Sand Canyon Resort Project 9 PLAN OF STUDY/SCOPE OF WORK Upon determination by Dudek specialists and concurrence by the City that the provided noise and vibration report is adequate and complete, the noise study methodology, regulatory background, existing conditions, noise impacts, and mitigation measures will be summarized in the noise section of the EIR. Biology, Oak Trees, and Biological Surveys Dudek will conduct a technical peer review of the biological resources report for the proposed project, including any focused survey reports prepared for the project (i.e., sensitive plant survey results, coastal California gnatcatcher report, and oak tree evaluations). During the technical peer review, Dudek will verify the accuracy of project details, methodology, biological impact findings, and any mitigation measures. We will also verify that the provided biological report addresses the biological impact criteria as specified by CEQA. Dudek will confirm whether any additional biological resources survey efforts are required. The results of the peer review and any recommendations/comments will be summarized in a brief technical memorandum with a clear explanation of comments provided and verification for any additional analyses or report revisions requested. Based on a preliminary review of the project site, it appears that jurisdictional water features may occur on-site. For purposes of this scope of work, Dudek assumes that no additional biological surveys will be performed by Dudek. If additional biological analyses are required and requested to be completed by Dudek, we will be happy to provide such services and submit a separate scope of work for authorization prior to work. Upon determination by Dudek specialists and concurrence by the City that the provided biological resources report is adequate and complete, the biological resources study methodology, regulatory background, existing conditions, biological resource impacts, and mitigation measures will be summarized in the biological resources section of the EIR. Graphics will be prepared to illustrate the location of the site, the existing biological conditions, and the proposed project impacts. For purposes of this proposal, Dudek assumes one (1) round of review of the biological resources section by the project team. Additional rounds of review can be provided for additional budget. Output Dudek will provide the following seven peer review memoranda: • Geotechnical Peer Review Memorandum • Hydrology/Water Quality Peer Review Memorandum • Air Quality/GHG Peer Review Memorandum • Noise Peer Review Memorandum • Biology, Oak Trees, and Biological Surveys Peer Review Memorandum • Sewer Area Study Peer Review Memorandum Task 5 Prepare Technical Studies Subtask 5.1 Cultural Resources Technical Report The following tasks serve to provide an assessment of impacts to historical resources (including both historic built environment and archaeological resources) in conformance with CEQA and all applicable local municipal guidelines and regulations. DUDEK Environmental Impact Report for the Sand Canyon Resort Project 10 PLAN OF STUDY/SCOPE OF WORK Records Searches Dudek will begin by conducting a California Historical Resources Information Systems records search of the project area and a half -mile radius at the South Central Coastal Information Center, which houses cultural resource records for the County. The purpose of the records search is to identify any previously recorded cultural resources that may be located within the project area. In addition to a review of previously prepared site records and reports, the records search will also review historical maps of the project area, ethnographies, the NRHP, CRHR, California Historic Property Data File, and the lists of California State Historical Landmarks, California Points of Historical Interest, and Archaeological Determinations of Eligibility. Dudek will also request a paleontological resources records search from the Vertebrate Paleontology Section of the Los Angeles County Museum of Natural History. The purpose of this records search is to determine whether there are any known fossil localities in or near project area and to identify the geologic units present in the project area. This information will be used to determine paleontological sensitivity within the project area in order to assess potential impacts to paleontological resources. Geologic maps, reports and a site-specific geotechnical (if available) report will also be reviewed to identify geologic units on the site and establish the site's stratigraphy. Native American Coordination Dudek will work closely with the City to complete all required Native American outreach, including a Sacred Lands File Search, Assembly Bill (AB) 52 notification/consultation, and Senate Bill (SB) 18 notification/consu Itation: • Sacred Lands File Search and Outreach. Dudek will contact the California Native American Heritage Commission (NAHC) for a review of their Sacred Lands File. The NAHC will determine if any NAHC- listed Native American sacred lands are located within or adjacent to the project area. In addition, the NAHC will provide a list of Native American contacts for the project who should be contacted for additional information. Dudek will prepare and mail a letter to each of the NAHC-listed contacts, requesting that they contact us if they know of any Native American cultural resources within or immediately adjacent to the project area. • AB 52. While AB 52 is a government -to -government process between the CEQA lead agency and California Native American tribes, Dudek will assist the City with the notification/consultation process and responding to any comment letters. The results of AB 52 consultation will be discussed in the Tribal Cultural Resources section of the larger CEQA document. • SB 18. Because the project proposed a General Plan Amendment, SB 18 applies and notification/consultation letters must be sent to applicable tribes. Dudek will assist the City with requesting an SB 18 consultation list from the NAHC and preparing letters to tribes. No in-person meetings with tribes/groups are included in this scope of work. Survey Dudek will survey the project area for cultural resources (including both archaeological and historic built environment resources). The cultural resources survey will be conducted by two (2) qualified cultural resources specialists trained in archaeological and historic built environment survey methods. Fieldwork will require no more than one (1) day to complete. The archaeological survey will consists of an intensive -level pedestrian survey of all portions of project area with exposed ground surface. Other developed portions of the project area will be spot-checked. Survey transects will be spaced at maximum intervals of 10 meters. Identified resources will be mapped using iPad technology with ESRI Collector and Avenza PDF Maps software. No artifacts, samples, or specimens will be collected during the survey. DUDEK Environmental Impact Report for the Sand Canyon Resort Project 11 PLAN OF STUDY/SCOPE OF WORK The built environment component of the survey will entail taking detailed notes and photographs of the golf course and all associated buildings and structures over 45 years of age, including documentation of character - defining features, spatial relationships, landscaping design, alterations, and the overall existing conditions of the property. The survey will be restricted to the exterior of the buildings and grounds. Resource Evaluation Dudek assumes the survey will be negative for archaeological resources within the project area, but may be positive for historic built environment resources. Although constructed in 2000, the golf course was designed by Ted Robinson Senior (a well-known golf course designer throughout the U.S. who passed away in 2008). Further, historic aerials indicate that there may be aspects of the landscape that are over 45 years of age and may require evaluation for historical significance and integrity requirements to determine if the proposed project has the potential to impact historical resources under CEQA. All identified resources will be recorded on State of California Department of Parks and Recreation Series 523 Forms (DPR forms), and will be evaluated in consideration of NRHP, CRHR, and local designation criteria and integrity requirements. Should any additional resources be identified as a result of the survey requiring recordation and evaluation, a budget augment may be required to address the resources. As part of this task, Dudek will conduct building development research to determine the nature and extent of alterations that have been made to the property over time, and will conduct archival research to establish the property's historic context. This will entail reviewing all available records on file with the City, County, local libraries, historical societies, and any other applicable research repositories. Cultural Resources Technical Report Dudek will prepare a cultural resources technical report that will summarize the results of the records searches, Native American coordination, background research, cultural resources survey, and property significance evaluation. The report will discuss the proposed project description, regulatory framework, all sources consulted, research and field methodology, setting, and findings. In addition, the report will discuss the proposed project's potential to impact historical resources under CEQA and will provide mitigation measures and recommendations as appropriate. The report will meet the Secretary of the Interior's Standards and Guidelines for an evaluation. All DPR forms will be included as an appendix to the report. We assume no more than one (1) draft and one (1) final version of the report will be required. Output • Draft Cultural Resources Technical Report in electronic format • Final Cultural Resources Technical Report in electronic format • Five (5) hard copies of Final Cultural Resources Technical Report Subtask 5.2 Phase I Environmental Site Assessment A Phase I Environmental Site Assessment (ESA) will be prepared in accordance with the ASTM Standard Practice for Environmental Site Assessments: Phase I Site Assessment Process E 1527-13 for the 75.54 -acre Sand Canyon Resort project site. The Phase I ESA will include review and evaluation of past and current uses of the site for indications of the manufacture, generation, use, storage and/or disposal of hazardous substances, and evaluation of potential soil and/or groundwater contamination resulting from current and historical land use activities, including those of nearby properties. DUDEK Environmental Impact Report for the Sand Canyon Resort Project 12 PLAN OF STUDY/SCOPE OF WORK Dudek will conduct a search of regulatory agency records to see if there are currently, or were previously, any reports of hazardous materials contamination or usage at the site or contamination at other sites within the ASTM -specified search radius that could impact the site; review relevant records maintained by the certified unified program agency for the County; review historical reports, including aerial photographs, topographic maps, Sanborn fire insurance maps, and City Directory listings; evaluate the potential for vapor intrusion risk,- conduct isk;conduct a search of environmental liens for APN 2840-022-025; conduct a site reconnaissance and document current conditions; and interview the owner/site representative regarding the environmental history and background of the site. Dudek assumes copies of any previous environmental investigations including, but not limited to, Phase I ESAs, Phase II investigations, soil sampling reports or remediation plans, for the site will be provided. Dudek assumes there will be access to the site and all structures and that contact information for the interviews will be provided. The findings of the investigation will be summarized in a Phase I ESA report. As per the ASTM standard, the report will discuss recognized environmental conditions identified for the site, as well as historical recognized environmental conditions (RECs) and controlled RECs. If the findings of the Phase I ESA indicate a potential impact of hazardous wastes or materials on the site, the report may also contain recommendations for further assessment and/or investigation. If additional site investigations are required, Dudek will be happy to submit a separate scope of work and cost estimate for additional required studies. Output • Draft Phase I ESA in electronic format • Final Phase I ESA in electronic format • Five (5) hard copies of Final Phase I ESA Task 6 EIR Subtask 6.1 Screencheck No. 1 Draft EIR Dudek anticipates that the project will be required to prepare an EIR. Dudek will prepare a screencheck draft of the EIR for City staff to review. Dudek will incorporate all comments received from the City into the subsequent second screencheck and will be responsible for making all revisions requested by the City. The screencheck will be delivered to the City in accordance with the City's policies regarding the number and format for submitting such copies. A total of two (2) screenchecks are anticipated to be prepared and provided to the City for its review and approval before the release of the final Draft EIR to the public. The scope for the second screencheck EIR is provided under Subtask 6.2. Dudek will work with City staff to reduce the number of paper copies if possible, and instead submit digital versions via file transfer protocol. Table of Contents The Table of Contents will contain a list of the contents of the EIR, including text discussions and a list of tables and exhibits. The Table of Contents also will include a list of appendices that will appear as Volume II to the EIR. Executive Summary Pursuant to section 15123 of the CEQA Guidelines, the Executive Summary section will contain an overview of the proposed project, including a list of required discretionary approvals. The Summary will also include a summary of impacts and mitigation measures; known areas of controversy, including issues raised by agencies and the public; and a summary of project alternatives. Introduction DUDEK Environmental Impact Report for the Sand Canyon Resort Project 13 PLAN OF STUDY/SCOPE OF WORK The Introduction section of the EIR will define the purpose, scope, and legislative authority of the EIR, requirements of CEQA, and other pertinent environmental rules and regulations. This section will also describe the EIR process, structure, required contents, and its relationship to other potential responsible or trustee agencies. This section will include a description of land use and environmental planning efforts completed to date and how said planning efforts will impact the structure and content of the EIR. The EIR's relationship to previously prepared documents will be described. This section will describe the type of EIR and level of environmental review envisioned for the document. An overview of the EIR's format and content, as well as processing requirements will be provided in the Introduction. Finally, a list of documents incorporated by reference will be included in this section. Environmental Setting This section will provide an overview of the local and regional environmental setting of the project (CEQA Guidelines section 15125). This EIR section will provide a description of the existing site conditions, including a description of the natural resources contained on the project site, and existing geotechnical conditions and topography. This section will also discuss regulatory issues, including local/regional planning documents. This section will analyze the project's relationship (applicability) with appropriate policies and planning documents. Project Description (See Task 2.1) Environmental Impact Analysis The environmental impact section of the EIR will contain the following sections: • Introduction • Methodology (including a list of all references utilized to draft the section) • Existing Physical and Regulatory/Conditions (including relevant plans and policies) • Significance Threshold Criteria (utilizing agreed upon Significance Thresholds) • Environmental Impacts Analysis (construction and operation) related to each Significance Threshold Criteria • Summary of Significance Prior to Mitigation • Recommended Mitigation Measures • Level of Significance after Mitigation/Residual Impacts Appendix G of the CEQA Guidelines will be used as the basis for significance determination. Information from technical reports will be synthesized into the Draft EIR. This scope of work includes time to obtain data and identify what additional information or analysis is necessary to complete the environmental review required by the City. As part of the Environmental Impact Analysis, Dudek may consult with technical study consultants, as needed, to review and confirm the analysis is consistent between technical studies and the EIR. In instances where technical reports prepared by other consultants are used as the basis for a given EIR section, Dudek assumes that those reports and their associated analyses have been vetted (as deemed necessary by the applicant) by legal counsel. Project Alternatives The Project Alternatives section will include the following: • Identification of Alternatives considered but rejected, if applicable • Analysis of the CEQA-required "No Project" Alternative DUDEK Environmental Impact Report for the Sand Canyon Resort Project 14 PLAN OF STUDY/SCOPE OF WORK • Identification and analysis of a reasonable number of EIR Alternatives based on comments received during the NOP and any potential alternatives that would avoid or substantially lessen identified significant effects of the project Similar to the Project Description, Dudek will submit the Project Alternatives to the applicant for review and comment. Each subsequent screencheck will afford the applicant the opportunity to review and comment on the Project Alternatives. Consistent with CEQA Guidelines Section 15126.6(4), Project Alternatives and impacts will generally be discussed but in less detail than the analysis for the proposed project. Output • Five (5) hard copies of the Screencheck No.1 Draft EIR • One (1) electronic copy of the Screencheck No.1 Draft EIR in both MS Word and PDF formats • Three (3) hard copies of the Screencheck Draft EIR Appendices • One (1) electronic copy of the Screencheck Draft EIR Appendices in PDF format Subtask 6.2 Screencheck No. 2 Draft EIR Upon receipt of a consolidated set of comments from the City on the Screencheck No. 1 Draft EIR, Dudek will revise the document to prepare the Screencheck No. 2 Draft EIR and will submit it to the City for review and comment. Dudek may consult with technical study consultants for reports prepared by the applicant team, as needed, to review and confirm any revised analysis resulting from staff comments is consistent between technical studies and the EIR. Output • Five (5) hard copies of the Screencheck No. 2 Draft EIR • One (1) electronic copy of the Screencheck No. 2 Draft EIR in both MS Word and PDF formats Subtask 6.3 Public Draft EIR Upon review by the City and receipt of a final consolidated set of review comments, assumed to be minor and editorial in nature, Dudek will prepare the public review Draft EIR document. Dudek will also prepare the Notice of Completion for City review and distribution to the State Clearinghouse. Dudek will work with City staff to assemble and notice the Draft EIR for public review. Dudek will provide copies of the Draft EIR to City staff for distribution during the 45 -day public review period. The MMRP will include a brief project description, a list of agencies with jurisdiction over the project, monitoring DUDEK Environmental Impact Report for the Sand Canyon Resort Project 15 PLAN OF STUDY/SCOPE OF WORK roles and responsibilities, and general monitoring procedures. For each mitigation measure identified in the Final EIR, the party responsible for the monitoring, scheduling, and reporting requirements and effectiveness criteria will be identified. Mitigation measures contained in the EIR will be developed in consideration of future monitoring requirements and written in sufficient detail to address impacts of all phases of project development, referencing the appropriate implementing permits, such as grading permits, final maps, and landscape plans. Output • Five (5) hard copies of the MMRP for City review Subtask 6.5 Final EIR Following conclusion of the public review period, Dudek will address public comments on the Draft EIR, provide responses to comments, and prepare revisions to the Draft EIR text, if necessary. Dudek will catalog, bracket and categorize all comments on the Draft EIR. Dudek will prepare responses to comments for inclusion in the Final EIR based on coordination with the City and City Attorney. For purposes of cost estimation, this proposal assumes Dudek's response to no more than 100 individual public comments on the Draft EIR from all comment letters received (note that a single comment letter may contain multiple comments). Dudek assumes that comments received related to technical items prepared by other team members would be addressed by the appropriate individual and provided to Dudek for final incorporation into the Final EIR document. Upon receipt of a consolidated set of review comments from City staff, the City Attorney and project team members, Dudek will prepare the Final EIR for certification. Related to the responses to comments, Dudek will assemble text changes to the Final EIR as appropriate. This proposal assumes two (2) screencheck reviews of responses to comments by City staff prior to completion of the Final EIR. Dudek will assemble the Final EIR and provide the necessary copies and digital files to City staff to take the EIR through the hearing process to certification. The MMRP will also be finalized for inclusion in the Final EIR. Dudek assumes that there will be no more than two (2) rounds of administrative review for the Final EIR before finalizing the documents for certification. The Final EIR, responses to comments, and the MMRP will be submitted to the City for distribution. Output • Five (5) hard copies of the preliminary Final EIR for City staff review • Fifteen (15) hard copies of the Final EIR for public review • One (1) reproducible master of the Final EIR • Fifty (50) CDs with the Final EIR Subtask 6.6 Certification Support Also included as part of the Final EIR package will be the Candidate Findings of Fact and a Statement of Overriding Considerations. Dudek will prepare draft Candidate CEQA Findings of Fact for submittal to the City, utilizing a recently adopted example of the findings as used by the City. If applicable, Dudek will also prepare a Statement of Overriding Considerations. A Statement of Overriding Considerations may be required if significant unmitigated impacts are identified as part of the CEQA review process. The Statement of Overriding Considerations will be prepared if the City finds that the benefits of the proposed project outweigh unavoidable adverse environmental effects. The statement will set forth the specific overriding social, economic, legal, technical, or other beneficial aspects of the project supporting the City's decision; this will be based on substantial evidence in the Final EIR or elsewhere in the record. DUDEK Environmental Impact Report for the Sand Canyon Resort Project 16 PLAN OF STUDY/SCOPE OF WORK Dudek will also prepare the Candidate Findings of Fact for review and comment and will submit them to the City prior to EIR certification. The final set of findings and Statement of Overriding Considerations will be completed based on revisions by City staff and legal counsel. Upon certification of the EIR by the City Council, Dudek will assist the City in preparing and filing a Notice of Determination (NOD) with both the County Clerk and State Clearinghouse. Output • One (1) electronic copy of the Candidate CEQA Findings of Fact • One (1) electronic copy of the Statement of Overriding Considerations, if applicable • NOD posting with the County Clerk (and payment of filing fees) • NOD posting with State Clearinghouse Task 7 Meetings and Coordination Effective collaboration between the project planning team will be a key element for the success of this project. Dudek believes this is paramount to project success and understands that City staff value such collaboration. Dudek views this task as entailing daily project management on the part of Dudek's project manager. This task includes project management and administration, regular progress reports and communication with the City, coordination of project team, quality control, etc. Assuming the scope of work is in accordance with the planning team and the City's expectations, Dudek has assumed an 18 -month schedule that will necessitate an average of two (2) hours of project management time per month. Project management tasks include general client and/or team coordination, monthly invoicing, progress report preparation, and being available to answer and/or facilitate questions related to all aspects of Dudek's ongoing work effort. Should the project schedule extend beyond 18 months, additional project management budget will be necessary. For purposes of this scope of work, up to 12 in-person meetings (in the City) are assumed. These meetings may include up to four (4) hearings with the Planning Commission, up to three (3) hearings with the City Council, and meetings with City staff or other stakeholders. This task assumes at least two (2) Dudek staff members (including the project manager) will attend each meeting/hearing. Dudek project managers are empowered to make decisive decisions that enable continuous project momentum, and our flat reporting structure allows nimble and responsive action by the entire team. Our proven project management approach involves the following facets. Defined Lines of Communication Effective project management requires constant and careful attention to the daily demand for communication among project participants and with the client. Dudek believes that the most effective project manager is the one who aids the continuous flow of information, data, instructions, and guidance on a regular basis. Ms. Cobleigh will remain personally involved in the project for its duration. Working as a team with other technical discipline leaders, Ms. Cobleigh will keep the project on schedule and budget and will maintain the highest level of quality for all deliverables. She will communicate project status, issues, and concerns with other members of the consultant team and with the City by doing the following: • Serving as the single point of contact; • Establishing regular meetings with the City project manager to discuss project milestones, activities, and issues; • Holding regular project management meetings with key project staff to coordinate work efforts, check on task completion, and review budget conformance; • Updating the project description, schedule, work progress reports, and inventories of available data, as necessary, so that all team members are aware of information that may affect their work products and schedules; and • Coordinating with the City at strategic junctures for public input. Project Management Tools The management team will work together to meet these communication goals and keep the project on schedule and budget using the following tools: • Project Kickoff Meeting. The management team will attend a project kickoff meeting with the key project team members. This meeting will be critical to the ultimate success of the project, as it provides an opportunity for all parties to discuss and review the scope of the project, and formalize key project assumptions. This meeting will also offer an opportunity to confirm document format requirements, points of contact, status report details, and any other logistical, technical, or procedural concerns. We approach every project with the understanding that attention on the front end of a project can save substantial time and costs in the long run. DUDEK Environmental Impact Report for the Sand Canyon Resort Project 19 PROGRAM MANAGEMENT • Dedicated Lines of Communication. After the kickoff meeting, Ms. Cobleigh will distribute a key contact list to all team members, identifying the communication protocols and contact information for the team. Master Deliverables List. Dudek will prepare a master deliverables list with key document development milestones, such as draft deliverables for review, review periods, and possible meeting dates with the City to resolve comments, if needed. Dudek uses online meeting tools for collaborative document revisions with City staff and efficient resolution of comments, if needed. Dudek will manage the master deliverables list, updating it as tasks are completed, and make it available to all team members so that accurate status information is communicated to the team. Using this tool, Dudek will provide the City project manager with up-to-date status reports either monthly or more frequently, as requested. Schedule and Budget Tracking. The management team will use a schedule -tracking tool to track important milestones for task orders issued under this contract. Similar to the schedule shown in Figure 1, Dudek will regularly update the schedule showing progress towards completion. Should the City project manager prefer an alternative method, such as Microsoft Project, this can be discussed and arranged, as necessary. Similarly, the management team will use Deltek Vision to create an Excel file showing all budget line items and a monthly balance for each. Progress Reports. Ms. Cobleigh will prepare regular progress reports that will include a list of tasks completed during the period, a list of tasks anticipated during the coming period, an update on the schedule, a summary of the project schedule, and any outstanding scope of work or information request issues. Virtual Collaboration Dudek offers a number of tools to facilitate efficient, productive virtual collaboration with the City including: • File sharing/storage via ShareFile, allowing Dudek to store, share, and exchange files with the City. • Document co-authoring simultaneously through SharePoint, via setup of a client portal. • Client web portals custom built for access via dudek.com, and set up according to client and/or project specifications. • Virtual deliverables produced and uploaded online to the City portal and/or another website as specified by the City. • Mobile data collection and reporting allowing in -field data capture and quantification solutions that bring results and analysis directly to the City. • Virtual meetings using GoTo Meeting to schedule and conduct real-time online (video/audio/Web) meetings with the City. For a typical Dudek work product, the following process will be used: • Style Guide Development. During the start-up phase of the project, the Dudek technical editing team will create a project - specific style guide to maintain consistency in the presentation of terms and nomenclature used in the project environmental documents. This style guide will be in accordance with City standard formatting requirements and will be shared with the City before preparation of project documents. • Technical Review. An appropriate third -party technical reviewer will be assigned to all written work products. This step in the review process is focused on the legal adequacy and technical accuracy of all deliverables, so multiple reviewers may be used depending on the complexity of the document. • Editorial Review. Once the technical review is complete, Dudek editors will conduct an editorial review of deliverables following the agreed-upon style guide. Prior to submittal to the City, Dudek's publications staff will format each document. Document Production. Dudek's publications production team verifies the quality of each formatted document before publication. Dudek's editorial team, in collaboration with the publications and IT staffs, will produce and publish the Web versions of project deliverables. Administrative Record As a best practice, Dudek builds a thorough administrative record during the course of project development. During the writing process, the editor will work closely with the writing team to catalogue references cited in an index, and collect and compile all source material. The editor, along with the writing team, verify that each reference cited is collected during the writing process and that the relevant page range is included in the citation. The writer and/or editor locates the reference cited, tracks its status in the index, and compiles a PDF reference of each document cited, saved in the author—date format. Additionally, Dudek has a Library Services team that researches difficult references and reviews the references cited matrix against the compiled source materials, verifying that each reference cited has been provided, contains the appropriate page range, and is from a reputable source. In addition, in order to document important project decisions and communications, an administrative record email address will be set up, which project team members and City staff can email to document important communications, studies, and technical reports that pertain to the environmental analysis and conclusions. When an email is received at this address, a member of the editorial staff will review, compile/save the email and/or document, and catalog each entry in a searchable index that can be provided to the City at any point during the life of the project. All spatial data received will be reviewed for metadata and verified visually in ESRI's ArcCatalog and ArcMap software. Dudek -generated data will undergo quality control checks for feature completeness; feature accuracy; feature attribute value consistency; and appropriate metadata completeness. Our team includes land use planners certified by the AICP, CEQA practitioners, certified environmental scientists, biologists, land use specialists, and technical experts who have experience in and direct knowledge of projects in communities similar to the City. Project Manager Nicole Cobleigh, and Principal -in -Charge Ruta K. Thomas, are experienced, nimble project managers who understand the City's needs and permitting procedures. Working as a team, they will keep the project on schedule and on budget. The project analyzes the implementation of the MUUOZ in downtown La Mesa, adjacent to several busy transportation corridors. The MUUOZ would implement zoning standards and regulations to the zoning code to implement the objectives of the general plan. The site is adjacent to the NRHP-eligible Bethlehem Shipyard Historic District. Ms. Murray provided an updated conditions assessment of the site and an updated evaluation of the historic district to address integrity issues. She also reviewed project design plans for new construction within the district for conformance with the Secretary of the Interior's Standards for Rehabilitation. Berths 238-239 [PBF Energy] Marine Oil Terminal Wharf Improvements Project and Lease Renewal, Port of Los Angeles, Los Angeles County, California. Dudek was retained by the Los Angeles Harbor Department (LAHD) to provide an updated cultural resources assessment for Berths 238-239 at the Port of Los Angeles (POLA), as part of the proposed Environmental Impact Report (EIR) for the Berths 238- 239 [PBF Energy] Marine Oil Terminal Wharf Improvements Project and Lease Renewal. Ms. Murray updated a previous evaluation of the project area conducted in 2010. This included a pedestrian survey, archival research, and a cultural resources impact assessment. The wharf was found not eligible under all designation criteria. 8777 Washington Boulevard Project, Culver City, Los Angeles County, California. Dudek prepared a cultural resources assessment for a project that proposed to demolish the property located at 8777 Washington Blvd. Ms. Murray evaluated the building for NRHP, CRHR, and local level criteria and integrity requirements and co-authored the cultural resources report. Covina Transit -Oriented Mixed -Use Development Project, City of Covina, Los Angeles County, California. The proposed project would involve a General Plan Amendment (GPA) to develop a mixed-use residential, transit -oriented development (TOD) project. The proposed project would consist of three primary components: 1) a Transit Center and Park & Ride facility; 2) the Covina Innovation, Technology, and Event Center (ITEC) - an event center and professional office incubator space; and 3) residential townhome units. Ms. Murray evaluated one residential and one commercial property over 45 years old for historical significance. Both were found not eligible. Ms. Murray also co-authored the cultural resources technical report. 635 S. Citrus Avenue Proposed Car Dealership MND, City of Covina, Los Angeles County, California. Ms. Murray served as architectural historian and archaeologist, and author of the cultural resources MND section. The project proposes to convert an existing Enterprise Rent -a -Car facility into a car dealership. As part of the MND section, Ms. Murray conducted a records search, Native American coordination, background research, building permit research, and a historical significance evaluation of the property. The study resulted in a finding of less -than -significant impacts to cultural resources. Ms. Murray served as architectural historian, archaeologist, and author of the cultural resources IS/MND section. The proposed project would develop a city park with park amenities, including tennis courts and a basketball court. Emergency Water Supply Project, Santa Barbara County, California. Co -managed a project to bring emergency water supplies to Santa Barbara County in response to the 1986-1991 drought. The project necessitated construction of temporary water supply pipelines and coordination with the State Department of Water Resources and several water supply districts to trade state water credits for delivery of local supplies.
