SUBJECT: ESTABLISH PARKING RESTRICTIONS OF COMMERCIAL
VEHICLES ON RAILROAD AVENUE

RECOMMENDED ACTION
City Council adopt a resolution restricting parking of any commercial vehicle (of a gross vehicle
weight rating of 10,000 pounds) between the hours of 10:00 p.m. and 6:00 a.m. along both sides
of Railroad Avenue, extending from 12th Street to 1,350 feet north of 15th Street.
BACKGROUND
On January 22, 2008, the City Council adopted Resolution No. 08-13 establishing no parking
zones between the hours of 12:00 a.m. to 4:00 a.m., along the east side only of Railroad Avenue
(formerly San Fernando Road), north of 14th Street and adjacent to the railroad tracks. This
vehicles along Railroad Avenue. Parking in front of the businesses on the west side of Railroad
Avenue continued to be allowed.
Since 2017, the Community Preservation Division (Community Preservation) has experienced an
increase in complaints regarding abandoned commercial trucks on Railroad Avenue in areas not
covered by the existing no parking zones. Community Preservation staff worked with the Traffic
& Transportation Planning Division to evaluate the most appropriate solution to address this
issue.
Chapter 12.64, Section 12.64.055, of Title 12 of the Santa Clarita Municipal Code allows the
City Council to establish parking restrictions of commercial vehicles of a gross vehicle weight
rating of 10,000 pounds between 10:00 p.m. and 6:00 a.m. on public streets. Therefore, in
addition to the existing no parking zones of Resolution No. 08-13, staff recommends the
establishment of parking restrictions of commercial vehicles along both sides of Railroad
Avenue, extending from 12th Street to 1,350 feet north of 15th Street, from the hours of 10:00
p.m. to 6:00 a.m. Staff contacted the businesses on Railroad Avenue that would be affected by

the proposed parking restrictions and received support for restricting the parking of commercial
vehicles during those hours.
The recommended no parking zone will enhance the City Council's efforts to reduce the visual
nuisance of stored and abandoned vehicles on Railroad Avenue.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, TO ESTABLISH PARKING RESTRICTIONS OF COMMERCIAL
VEHICLES ON RAILROAD AVENUE
WHEREAS, the presence of stored and abandoned commercial vehicles negatively
impact the appearance of Railroad Avenue; and
WHEREAS, Chapter 12.64, Section 12.64.055, of Title 12 of the Santa Clarita Municipal
Code allows the City Council to establish parking restrictions of commercial vehicles of a gross
vehicle weight rating of 10,000 pounds between the hours of 10:00 p.m. and 6:00 a.m. on public
streets.
NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does
hereby resolve as follows:
SECTION 1. That a no commercial vehicle parking zone shall apply along both sides of
Railroad Avenue, extending from 12th Street to 1,350 feet north of 15th Street, from the hours of
10:00 p.m. to 6:00 a.m.
SECTION 2. That the no commercial vehicle parking zone shall apply when appropriate
signs have been placed, giving adequate notice of the restrictions described in Section 1.
SECTION 3. That staff shall install the necessary signs to effect this Resolution.
SECTION 4. The City Clerk shall certify to the passage of this Resolution.
