Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND In May 2016, the City of Santa Clarita (City) and Los Angeles County (County) entered into a Memorandum of Understanding to construct a new 45,000 square foot sheriffs station, along with a 4,000 square foot vehicle maintenance facility and helipad to serve the entire Santa Clarita Valley. The current station, located at 23740 Magic Mountain Parkway, was built in 1972 and is no longer adequate to effectively serve the needs of the community. A new Santa Clarita Valley Sheriff s Station (Sheriff s Station) is identified under the Public Safety theme of the City's five- year strategic plan, Santa Clarita 2020. In November 2016, the City Council awarded contracts for Phase I of the project, which included the preparation of the environmental and geotechnical studies and concept design. Subsequently, in June 2017, the initial study and Mitigated Negative Declaration (MND) for the project was completed in compliance with the California Environmental Quality Act as part of Phase L The final MND was approved and certified by the City Council on August 22, 2017. Page 1 In October 2017, the City Council awarded an architectural and civil design contract for Phase II of the project, which included finalizing the concept design developed in Phase I and the preparation of all associated architectural, structural, and civil engineering drawings and specifications necessary for the construction of the project. Phase III construction of the Sheriff s Station has been divided into the following three subphases: Phase III A - Grading: Includes fine grading, retaining walls, drainage devices, erosion control, traffic control, utilities to property line, including water line, and demolition. This phase is currently in construction. Phase III B - Onsite Construction: Includes the main station building, detention facility, helipad, vehicle maintenance building, visitor parking, staff parking, generator, fuel station, wet utilities, dry utilities, radio antenna, perimeter wall, landscaping, furnishings, fixtures, and equipment. This phase is currently in design. Phase III C - Offsite Construction: Includes bringing wet and dry utilities to the site, including water, gas, power, AT&T telephone, AT&T fiber, Spectrum fiber, Spectrum cable TV, sewer, storm drain, and roadway improvements, including median modifications, west curb and gutter, west streetlights, paving, west sidewalk, commercial driveways, and an emergency response traffic signal. This phase is currently in design. On July 30, 2018, a Request for Proposal (RFP) for the construction management and constructability review services for phases III B and III C was advertised on the City's website. The RFP asked firms to identify proposed staffing and their relevant construction experience with similar projects and specify their qualifications for this project. On August 15, 2018, the City received four proposals. All four proposals were reviewed and evaluated by staff. Based on the evaluation criteria set forth in the RFP, the following is a summary of the firms' rankings: Rank Company Location Score 1. Arcadis U.S., Inc. Los Angeles, CA 90 2. Lundgren Management Corporation Valencia, CA 72 The rating system heavily emphasized the consultant staff s experience and qualifications as they relate to this Sheriff s Station project, and their understanding of law enforcement facilities. After review, City and County staff interviewed the top two proposed consultants to ensure they will be able to work with the existing project team, as these firms expressed experience with similar projects, including call centers, jails, and administrative buildings for law enforcement services. The bottom two firms were not interviewed, as they do not provide any construction managers and/or staff with prior experience working with law enforcement services or related facilities. Page 2 Based on the experience and the completeness of their proposal and interview responses, staff recommends the City Council award the construction management and constructability review services contract to Arcadis U.S., Inc. Arcadis U.S., Inc., demonstrated an in-depth understanding of the project needs and provides the most qualified construction managers and supporting staff. The requested contingency of $124,969 will cover costs for additional, as needed services as the construction project continues and issues arise. California Government Code 4526 prescribes selection of architectural and engineering services to be based on demonstrated competence and professional qualifications necessary for the satisfactory performance of the services required, does not authorize the selection of professional architectural and engineering services based on costs, and does not require the cost proposals to be sealed. Staff opened Arcadis U.S., Inc.'s cost proposal and negotiated a final contract at a fair and reasonable price for the services requested in the RFP. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Adequate funds are available in Trust Account 102-2010.073 (SCV Sheriffs Station - County Contribution) to provide for the recommended contract. Project Understanding The City of Santa Clarita (population 213,000) is located in the center of the Santa Clarita Valley, approximately 35 miles northwest of the City of Los Angeles. The proposed Sheriff Station is to be constructed on approximately 7.6 acres of land located on the west side of Golden Valley Road just south Centre Point Parkway. The proposed project consists of the construction of an approximate 46,000 square foot Sheriff Station main building and a 4,000 square foot vehicle maintenance building. The project will provide parking for staff and visitors, a heliport, a 180 -foot communications tower, landscaping and off-site work including an emergency traffic signal, street, sidewalk and median modifications. Objectives The purpose of the City's RFP is to obtain the services of a well-qualified consultant, familiar with the work required under the RFP and capable of providing a full-time construction manager who has experience working on law enforcement facilities including; jails, police/sheriff facilities, and high security buildings. Arcadis will work closely with the City and their Consulting Project Manager on a daily basis, along with the project team to successfully complete the project and protect the interest of the City. The Construction Management team will be comprised of the City's Project Manager, the City's Consulting Project Manager, the Consulting Construction Manager, the Consulting Project Coordinator, City's Public Works Inspectors (for work done in the right-of- way), City's Building and Safety Inspectors, Consulting Material Sampling and Testing Consultants, Construction Surveyors, Soils Inspection, Environmental Monitoring Consultant, the City's Labor Compliance Specialist, the City's Consulting Architect team, and the Los Angeles County Sheriff Department. We understand that our Construction Manager and Project Coordinator will be provided a workspace at the job site including all necessary equipment including computers, printers, copiers, and desk phone. Our staff will provide their own vehicle and cell phone to service this project. The City is also requesting CM services to include a constructability review of the plans and specifications for the project prior to bidding of the project. This work effort is elaborated further in our response below. Scope of Work The scope of the consulting services shall include a full time Construction Manager, full time Project Coordinator, and a Constructability Review of the Construction Documents and Specifications. The duration for the full time Construction Manager and the full time Project Coordinator is anticipated to start at the award of the construction contract for Phase I II B and C through issuance of the Certificate of Occupancy by all Governing Agencies. The duration for the constructability review for the project is anticipated to start in October 2018 through completion of bid documents currently targeted for early January 2019. Our approach to your project is governed by six management `tasks' elaborated further in our `Work Statement' outlined in Section 3. In providing construction management services, these six management tasks always run concurrently and overlap daily with one another during construction as opposed to distinct and severable tasks. Additionally, we have provided a combined master schedule and staffing / fee analysis that is in alignment with your overall schedule found in Section IV of the RFP. The project was delivered on budget and more than three months ahead of schedule. The quality of the facility was enhanced over the duration of construction through careful management of contingency. Extensive commissioning was performed on all the major systems. Our proposed construction managers have a thorough working knowledge of CPM scheduling techniques including as -planned schedule, float, fragnets, time impact analysis, schedule updates and schedule revisions. Areas that we will address during the course of our involvement would include, but is not limited to: Remaining Pre -Construction Phase • Assessment and update of an overall Master Project Sched- ule including construction milestones and City approvals. • Prepare specific scheduling narratives for inclusion in the Instruction to Bidders (during our Constructability Review process) that addresses the contractors general conditions/ schedule and the contractors bid. Assistance to the City with management of the Bid and Award Phase for compliance with the master project schedule. Construction Phase Review contractor's initial baseline schedule • Review monthly updates and recovery proposals and analyze time impacts • Monitor 3 week look -ahead schedules at weekly construction meetings and review same to the baseline schedule. • Review and recommend to the Consulting Project Manager either rejection or negotiation of request for time extensions and their impact to the baseline project schedule. • Review and recommend approval of contractor's submit- ted recovery schedule, use of float and update the contract project schedule accordingly. • Review as -planned versus as -built schedules submit- ted by the contractor for disputed schedule issues. Assist the Consulting Project Manager with negotiations of time settlement(s) where appropriate. Post -Construction Phase Develop substantial completion, commissioning and occu- pancy plans in conjunction with the contractor, user group(s) and City. Cost III' ainageirnein Our Cost Management duties span the pre -construction phase, construction, building commissioning, and move -in phases. Having performed theses duties in the past for many public agencies we have often been asked to create a comprehensive method for tracking all project related costs which will eventually serve to satisfy financial audit requirements. As part of our cost management procedures, and if desired by the City, we will capture all past project expenditures with your assistance and generate all future project related cost line items. We will then format this data into a spreadsheet showing line items of costs within categories of Hard Costs (bricks & mortar) and Soft Costs (costs attributable to only the owner). As the project proceeds, we will track all contract changes and record allocated expenses against the project budget. Prior to the bid phase we will perform our own detailed estimate of construction costs based on 90% to 100% construction documents. We will then reconcile our estimate with your architect and the City's estimator. This effort will provide the City with an accurate valuation of the project and information on where we, as a team, can identify feasible bid alternates if necessary to help effect an award of contract within budget. The bid climate is heating up and projections indicate it will continue to do so. Arcadis will however, implement bid strategies to help the City receive the lowest responsible bid for Phase III B and Phase III C in this current bid climate. For example, since we routinely bid out a number of projects for owners across southern California, we know the market place and can research the timing of other projects that may be going out to bid and competing against your project for the same contractors, subcontractors and suppliers. With contractors needing to be more selective on what projects they pursue (e.g. due to limited resource availability), we will conduct a bid marketing campaign to inform potential bidders of the Sheriff Station opportunity and keep them engaged and excited during the bid process. As part of our cost management procedures we will provide to the City a monthly budget and expenditure update as well as preparing quarterly cash flow projections if required by your finance department. We will review the contractor's schedule of values for proper dollar distribution and once accepted use same as a basis for evaluating monthly payment requests. Change orders (discussed further in the next section) will be reviewed and negotiated for costs and time and reported to the City within the monthly report. We will evaluate all disputed costs issues and make recommendations to the City regarding settlement prior to issuance of any formal claims. Change Order Processing System Arcadis will establish and implement a change order processing system. All requests for change proposals will first be set forth in a letter by the design consultant outlining in detail the change and accompanied by technical drawings and specifications, if necessary. The request for change proposal will be transmitted to the contractor by Arcadis and a detailed breakdown of cost and time extension requested will be returned to Arcadis from the contractor for evaluation. In the event of major scope changes during the construction phase, Arcadis will prepare an estimate for this change in scope for the City's review and approval. Negotiation of Change Order Costs and Time Extensions Arcadis will negotiate change order costs and time extensions on behalf of the City when appropriate. Arcadis will advise the City of entitlement, acceptability of price, and time extension prior to the execution of any change order. Payments to Contractor Arcadis will review the Contractors monthly requests for payment against the approved Schedule of Values and recommend approval to the Consulting Project Manager for processing as well as the eventual Final Payment to the Contractor. This will include not only the contractor's contract, but also contracts or purchase orders for the material testing lab, soils lab, equipment vendors, surveyor, and environmental monitor. We will also recommend where appropriate, contract provisions that would assist in the orderly administration of your project particularly in relation to equipment vendors' execution of their work product. Bid Marketing of Contractors Receiving competitive, complete and responsive bids is crucial to the success of your project. During the pre -proposal conference, the City indicated that in lieu of a formal prequalification of contractors, the City would place in their General Conditions a requirement that bidders must have within the last 10 years successfully completed 2 criminal justice related facilities as a condition for submitting a bid. Arcadis has a list of contractors in the region that have prior sheriff station and/or jail related experience. We will utilize our resources to reach out and inform potential contractors, subcontractors and suppliers of this opportunity. Needless to say, this is a very labor-intensive effort, but critical to our success on bid day. We have developed extensive relationships with contractors of various trades who may be interested in and capable of bidding projects for the City, and Arcadis will encourage their participation, which will help ensure competitive bids are received. Our experience has shown that personal contact with contractors is the most important strategy in securing the largest number of competitive bids. Arcadis will also assist in generating advance publicity in trade journals, builder's exchanges, and by contacting reputable contractors, subcontractors and suppliers to alert them and urge their participation in bidding. Invitation to Bid Arcadis will assist the City in preparation of the invitation to bid, which is the formal notice to the prequalified contractors that a contract is available for bidding. It is incorporated into the specifications and advertised as required by law. Accurate records of the advertisement, including a hard copy as published, will be maintained as part of the project archive. Bid Opening, Evaluation and Award All contractor bids will be carefully evaluated for completeness, responsiveness and price. Arcadis will prepare a bid tabulation that will summarize all the pertinent bid information. Bidders' bond, insurance capabilities, and acknowledgment of addenda will be evaluated. We will make a formal recommendation to accept the apparent low and responsive bidder to the City. Arcadis will transmit the bid tabulation to the City, and if requested to the City's counsel for their review. Subsequently, the City's governing Board will approve and execute the construction contract and authorize Arcadis to schedule a preconstruction meeting and issue a Notice to Proceed. Submittal Procedures Arcadis will assist the Consulting Project Manager in establishment and implementation of procedures for submittals, shop drawings, RFI's, change orders, payment requests and other procedures; and maintain logs, files and other necessary documentation. As the City's representative at the jobsite, Arcadis will be the party through which change orders, payment requests, submittals, and information will be processed from contractor to the City and/or the A/E, and from the A/E and/or the City to the contractor(s). Jobsite Meetings and Reports Arcadis will conduct periodic jobsite progress meetings with the contractor(s) and will record, transcribe and distribute minutes to all attendees, the City, the A/E and all other appropriate parties. Work Statement Monthly Construction Schedule Updates Arcadis will prepare and distribute monthly construction schedule updates. After an evaluation of the actual progress as observed by Arcadis, schedule activities will then be assigned percentage -complete values in conjunction with the contractor. The report will reflect actual progress as compared to scheduled progress noting variances (if any). Construction Progress Review In addition to our normal daily progress review, Arcadis will review the progress of construction with the contractor, observe work in place and properly stored materials on a monthly basis, and evaluate the percentage complete of each construction activity as indicated in the construction schedule. This will serve as data for input to the monthly update report which will be prepared and distributed to the contractor, the City, A/E and other appropriate parties. This report will reflect the contractor's contractual progress and will be the basis for the monthly progress payment to the contractor. Arcadis will coordinate or attend meetings with other City departments or outside agencies when necessary. We will assist the City in responding to City Council and public inquiries or concerns regarding the construction. Non -Conforming Work Arcadis will, in conjunction with the A/E, make recommendations for corrective action on observed nonconforming work. Arcadis will make recommendations to the City and the design consultant in instances where Arcadis observes work that, in its opinion, is defective or not in conformance with contract documents. Construction Close-out Project Close-out is akin to reaching the end -zone in a football game. The last 10 yards are often the hardest to achieve. Arcadis will facilitate and coordinate the process of close out to ensure the Sheriff Station is fully functioning and meets the objectives of the City and its occupant the Los Angeles County Sheriff's Department. Activities that we will perform and/or assist the City in include: Punch Lists Arcadis will review in conjunction with the architect, city and sheriff's department the project work noting both the status and quality of work in place. Items that are incomplete or defective are placed on a Punch List and the contractor will be required to make necessary corrections. Record Documents (As-Builts) We will monitor and perform coordination and expediting functions relating to the contractor's obligation to provide "as - built" documents. We also suggest as part of the review of the General Conditions, that as-builts be included in the Schedule of Values and if updates are not performed on a monthly basis, the City will have the prerogative of not paying the contractor for the `as -built' line item. Start-up, Operational Training and Operations Manuals Arcadis will ensure that procedures have been defined for systems start-up and training of the City's personnel and that Operations Manual(s) for the facility have been compiled. For critical building operational systems, Arcadis will recommend that training be video-taped in order that the City can train future personnel on building system operations or use the video tape as a refresher. Training programs will be conducted either by the systems installers or by specialty contractors. Objectives of this training include ensuring that the City's personnel can: • Start, operate and shut down the systems efficiently and safely; • Efficiently maintain and, if appropriate, repair the systems; • Identify parts and service suppliers; and • Understand warranty terms and conditions. Commissioning Arcadis will ensure commissioning efforts provide documented confirmation that the facility's MEP systems fulfill the design criteria, function and performance requirements of the design team, City, occupants, and operators. To reach this goal, we establish a quality assurance checklist including a detailed review of the design documents, owner's criteria for system function, performance, and maintainability. We will also verify and document compliance with these criteria during installation, at startup, and operation through site inspection, pre -functional testing, functional testing and close coordination of the entire commissioning team's efforts for successful occupancy and hand over of the project to the City. Substantial Completion In conjunction with the architect, Arcadis will assess the remaining punch -list work necessary for substantial completion, and notify the contractor of any deficiencies. When incomplete work or defective work has been remedied, we will advise the City of acceptability of project completeness and recommend issuance of a certificate of substantial completion. In the event of remaining incomplete items which don't affect beneficial occupancy, Arcadis will recommend to the Consulting Project Manager the issuance of the certificate of substantial completion with exceptions noted. Final Completion Upon completion of all punchlist items, Arcadis and the architect will make a final comprehensive review and report to the Consultant Project Manager/City. This report will indicate whether Arcadis and the architect find the work performed acceptable under the contract documents and the relevant project data, and make recommendations as to final payment to the contractor. Work Statement Arcadis will assist the City in obtaining the Board of State and Community Corrections' (BSCC) approval for occupancy of the Jail Component. This task will encompass accompanying officials during inspections of the facility, assist in preparing and submitting proper closeout documentation to BSCC, assisting in final testing and other necessary and reasonable activities. Warranty Work Warranty work is repair work performed by the contractor, supplier or manufacturer involved in construction of the facility, furnished or installed the equipment, or provided material required by a specific contract and which has been accepted or taken possession of by the City. The period of guarantee will be specified in the contract documents, but it is generally a year in length, except for those warranties that manufacturers give for their equipment and supplies that are normally greater than a year. Arcadis will initiate a system that identifies all warranty items that are expressed or implied from contractors, manufacturers or suppliers for work performed and materials furnished under contract. This system shall also include the length of the warranty periods, names and addresses of contact personnel, any operational and maintenance requirements necessary to preclude the invalidation of a specific warranty, and operational and maintenance manuals furnished by the contractor, manufacturer or supplier. This information will be distributed and coordinated with the City and your operational and maintenance personnel during the closeout phase of the project. We will also assist the City in establishing procedures to ensure that proper operational and maintenance requirements are performed to preclude invalidation of warranties. FF&E Coordination and Procurement Arcadis is experienced and, if requested, will assist the City by conducting pre -moving conferences and assist in administering the contract for moving activities in conjunction with move -in for the project. Arcadis will provide on-site personnel to oversee the delivery, relocation of all furniture, equipment, and other articles by the movers while actual move -in is in progress. Arcadis would also suggest that as the City is selecting furnishings and equipment that it is done early enough in the construction to allow the construction manager to verify its location with building rough -in and utility service. Our staff have found if the product information is available sooner rather than later that it can be coordinated with the building and any light switches, receptacles, and layout can be easily modified prior to its rough -in at no cost to the City. Occupancy Plan & Move In If requested, Arcadis will prepare an occupancy plan which will include a schedule indicating critical interfaces for relocation of furniture, equipment, new furniture and equipment, and the relocation of Sheriff personnel. This schedule will be distributed to the moving contractors, the affected departments and other appropriate parties. Arcadis can prepare requests for proposals, solicit quotes, prepare contracts, obtain execution of contracts, conduct pre - moving conferences and administer the contract for moving activities in conjunction with move -in for the project. Arcadis will listen to the City's requirements to gain a complete understanding of its information needs and assist in implementation of ProjectWise Construction Management software cloud -based project management information system. This online information system will allow for team and community related information and reporting. Information such as budget, schedule, correspondence, daily reports, RFI's, meeting notes, submittals, drawings and project photos can be accessed by those with a password. Use of the 24/7 online system for project information results in `real time' management of the project, efficiency to the project team and accountability to all that access the site. Affected Parties Construction is not a clean and neat process. It always has some impact on the surrounding neighborhood. Arcadis will work closely with the City to identify any groups affected by the construction process. Together, we will identify issues and priorities that need to be addressed in order to mitigate as many inconveniences as possible. Jobsite Meetings In terms of coordinating with the contractor, Arcadis will conduct weekly jobsite meetings. The purpose of these meetings is to keep key players informed, including the City, to ensure that the project is progressing as planned and to resolve problems in a timely manner. It also documents progress, work activities and relevant issues. Arcadis will foster an environment of continuous review, certification, inspection and testing of project components, including persons, systems, materials, documents, techniques and workmanship to determine whether or not such components conform to the plans, specifications, applicable standards and project requirements. Quality Objectives During the pre -construction phase your design team has had the responsibility to specify quality which most likely has been their interpretation of the City's and Sheriff's Department's requirements or desires and their preferences based on their experience. From Arcadis's perspective what we will look for in our quality review of the documents are: • That the quality of project components are specified; • That the quality specifications of system components are compatible with each other; and • That the quality specified be at least at a level that is com- mensurate with the project needs. Constructability Review As a function of our quality management efforts, Arcadis promotes the use of constructability reviews on all construction projects. In our experience, we have found that significant costs savings and reductions in change orders can be accomplished through properly conducted reviews. Arcadis assesses the bid documents for clarity, integration of plans and specifications for build -ability and absence of ambiguities. Our process utilizes the application of construction management knowledge and experience through a systematic and comprehensive review methodology to improve the quality of design and construction documents. Our process will include all the subtasks enumerated in your RFP and many more from our depth of experience in performing constructability reviews and managing construction projects like the Sheriff's Station. The best way to avoid cost overruns and time-consuming delays during construction on any project is ensure the production of top quality plans and specifications. First, our reviews are conducted to address relevant requirements of current applicable jurisdictions, codes and regulations, including City, County, State building and fire departments, State of California Building Code Title 24, the Board of State and Community Corrections, and the Americans with Disabilities Act. Second, Arcadis's constructability reviews are performed from the eyes of how a contractor will interpret the bid documents. Our reviews bring to light problems in many areas, including but not limited to: • Reasonableness of work sequence; • Effectiveness of construction details; • Coordination of the documents for various trade contracts and periods of performance; • Adequacy of lead time for material and equipment procure- ment; • Jobsite description and depiction of conditions and; • Site restrictions and adequacy of access, work areas and disposal sites. Arcadis will form an internal team with expertise in the following disciplines: architecture, structural, civil, mechanical, electrical, plumbing, construction engineering, contracting, cost estimating, and construction management. The team will perform an in- depth technical review of the bid documents to help ensure their completeness, accuracy, and proper coordination between design disciplines particularly between mechanical, electrical and plumbing disciplines where most change orders occur. When the constructability review is complete, a formal written report is generated and will be submitted to the Consulting Project Manager and WLC Architects. We will then meet with the project team, discuss our comments, and assist the architect and engineers in incorporating any necessary changes to the contract documents. While no set of contract documents for construction will ever be perfect, the goal is to obtain the best documents you can within the budget and time available. A quality set of bid documents leads to: • Bidders perceiving less risk and thus bidding lower contin- gency; • Fewer bidder questions; • Fewer addenda issued and the cost and time to deal with them; Fewer bid date extensions from issuing large addenda; • More tightly grouped bids; • Reduced RFI's and the cost and time to deal with them; • Reduced change orders and the cost and time to deal with them; • Reduced opportunity for disputes to arise. Afinal step that we recommend in the constructability review process is the performance of a "Back Check" of the final revised documents to ensure the constructability comments adopted were properly incorporated into the bid documents. Occasionally, adopted comments can create other conflicts in the documents as the architect/engineers attempt to finalize their bid documents. Shop Drawing and Sample Reviews Careful, detailed review of shop drawings and samples is essential to ensuring that subcontractors, vendors and suppliers maintain the quality standards specified on your LEED projects. Arcadis will establish and maintain procedures for actively managing the review and control of required shop drawings and samples. Arcadis will check all submissions for completeness prior to submitting them to the architect for review and approval. Our first review of submittals will ensure that the architect is efficient with their time resources and "revise and resubmit" stamps are kept to a minimum. Subsequently, Arcadis will return the submittals to the contractor or the supplier for revision or construction. Field Activities Arcadis not only takes care of paperwork but is also actively engaged in the field. We will, among other activities, perform field quality assurance by: • Perform daily job walks to observe the materials and equip- ment being incorporated into the work; • Review that all work on the project is in accordance with the plans, specifications and contract documents; • Guard against defects and deficiencies in the work product; • Enforce the provisions of the plans, specifications and con- tract documents and employ due diligence to ensure satisfac- tory and timely performance by the contractor; and Coordinate responses to and assist with interpretation of the meaning and intent of the plans, specifications and contract documents. Testing / Inspection Arcadis will coordinate material and quality control testing and inspection services as required by the specifications. As construction proceeds, Arcadis' site construction manager will coordinate the activities of the City's Inspectors and specialty inspectors for code compliance and to maximize their time and limit the time when more than one inspector would be required at the jobsite. Similarly, our construction manager will ensure that the activities of the testing labs are scheduled in advance to provide the proper level of inspection and quality control at minimum costs. Fire department inspections, both routine and final, will be scheduled, as well as inspections by any other State or local agencies having jurisdiction. Safety y III° ilsk) Mainageirneint Federal and state governments, as well as the legal system are increasingly holding all construction professionals and the owner responsible for job site safety. Arcadis understands this trend and will recommend that certain requirements be placed into the contract documents as well as in the Construction Management Plan and Project Procedures Manual in order to promote a safe work environment for all participants on your project(s). The basic objectives of an adequate safety plan include provisions that: • Address compliance with Cal OSHA; • Address Safety and Substance Abuse • Address forcibly working in an unsafe work environment; • Address employee/worker responsibilities for knowing and abiding by safety rules and regulations which are applicable to his/her task. Typical duties inherent in Arcadis' onsite work effort include enforcement of safety policy regulations and maintenance, site safety inspections, accident investigation, safety training, record keeping and review of contractors site specific safety plans including: Ensuring that federal, state and local laws, regulations, rules and codes are observed at construction sites. • Daily compliance with OSHA recordkeeping and reporting requirements. • Developing controls for identified jobsite hazards, coordina- tion with the contractor for implementation of controls from result of the hazard analysis including fall protection plans, crane activity, hazmat, excavation, confined spaces, lockout/ tagout, and other life safety concerns. • Measuring and evaluating the effectiveness of the hazard control system, policies, and procedures and recommend- ing changes when necessary that enhance opportunities to eliminate work place accidents and injuries. Development and implementing safety compliance for client personnel and visitors. • Compiling, analysis, and interpreting incident report data to develop corrective actions to eliminate risk. • Monitoring and implementing ongoing updates in safety regu- lations, laws or reporting requirements for the jobsite. • Conducting random inspection of project to determine if there are any safety hazards. Also ensuring proper use of personal protective equipment and adherence to established site spe- cific safety plans and procedures. • Evaluating Construction Safety Plans to ensure compliance with operational safety of vehicular and pedestrian circula- tions affected by a construction project(s).
