HomeMy WebLinkAbout2018-09-11 - MINUTES - REGULAR (2)CITY OF SANTA CLARITA City Council Regular Meeting Joint Meeting with Board of Library Trustees Hereinafter the titles Mayor, Mayor Pro Tem, Councilmember, City Manager, City Attorney, and City Clerk may be used also to indicate Mayor/Chair/President, Mayor Pro Tem/Vice-Chair/Vice President, City Manager/Executive Director, City Attorney/Counsel, and City Clerk/Secretary Tuesday, September 11, 2018 --Minutes- City Council Chambers INVOCATION Mayor Pro Tem McLean delivered the invocation and invited Hart High School student Annie Niednagel to speak about the 9/11 commemoration event that she planned at her school this morning and presented her with a certificate. CALL TO ORDER Mayor Weste called to order the Joint Regular meeting of the City Council and Board of Library Trustees at 6:09 p.m. ROLL CALL All Councilmembers were present with the exception of Councilmember Smyth. FLAG SALUTE Girl Scouts of Greater Los Angeles Troop 2202 led the flag salute. EXECUTIVE MEETING This time has been set aside for Councilmembers to review the agenda and obtain any further information that may be needed. Council will also discuss each individual item during the course of the meeting with the exception of the Consent Calendar, which may be approved in its entirety by one motion, unless there is a request to pull an item for discussion. No action will be taken on public agenda items during the Executive Meeting. APPROVAL OF AGENDA Motion by Kellar, second by McLean, to approve the agenda pulling item 2 for written public comment. RESULT: APPROVED AGENDA 1 AWARDS AND RECOGNITIONS Mayor Weste and Council recognized Sheriff Department Officers Captain Robert Lewis and Deputy Steven Jagiello, from the Parks Bureau, Deputies Chad Conroy, George Howard III, and Timothy Mulder, and from the California Highway Patrol, Captain Ed Drusey, Officers Steve Mendoza, Patrick Carroll, Donald Wilson, Christian Stevens, Korey Reynolds, Joshua Nichols, Dionte Hall and Omar Sanchez for being First Responders to the Railroad fire; Council commented that due to their efforts, there were no civilian injuries and provided them with certificates. Mayor Weste and Council recognized the City's Finance division for receiving two prestigious finance awards: Certificate of Excellence Award from the Association of Public Treasurers of the United States and Canada for their work on the Investment Policy for Fiscal Year 2018-19 and the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association of the United States and Canada for their Comprehensive Annual Financial Report for Fiscal Year 2016-17. Mayor Weste and Council proclaimed September 2018 as Suicide Prevention Awareness Month in the City of Santa Clarita and presented the proclamation to Larry Schallert, Assistant Director, Student Health and Wellness at College of the Canyons, and recognized the SCV Suicide Prevention, Postvention, and Wellness Committee whose members are made up of local mental health organizations. PUBLIC PARTICIPATION Addressing the Council was Elaine Ballace, regarding mobile home park rent appeal issues; Alan Ferdman, regarding 9111 remembrance and upcoming candidate forums; Diane Trautman, Gene Dorio, M.D., and Sharon Brubaker, representing Grief Recover, regarding suicide awareness month. STAFF COMMENTS There were none. COMMITTEE REPORTS/COUNCILMEMBER COMMENTS Councilmember Miranda invited Ms. Ballace to let residents know to contact him directly to receive help on rent appeal issues; and invited residents to register in advance to take part in the 24th Annual River Rally event on Saturday, September 22, from 8 a.m. to 11 a.m. Councilmember Kellar requested to adjourn the meeting in memory of Rita Theresa Estes. Mayor Pro Tern McLean mentioned that on September 5 there was an Evening of Remembrance event to memorialize the 107 young lives lost due to traffic and pedestrian accidents; commented on attending a recent meeting of Southern California Association of Governments where long- range transportation plans were discussed, including the Regional Housing Needs Assessment (RHNA) commitments, and inquired of the City Manager whether the commitments put upon the City are over-estimated and City Manager Ken Striplin commented on RHNA in general and indicated that he will check further with staff; and invited residents to attend the Parent Resource Page 2 Symposium, which educates the community on drug trends and teen issues, and will be held on September 12 at 6:00 p.m. at City Hall. Mayor Weste invited residents to visit the 'Riches in Diversity of Contemporary Weaving" exhibit that will be on display at the Old Town Newhall Library beginning September 28, with an artists' reception October 3, from 6 p.m. to 8 p.m., and for more information visit SantaClaritaArts.com; and announced that the Veterans Housing project is down to the last 18 unbuilt houses. Mayor Weste requested and Council concurred to add an item on the agenda to discuss possible grants for the housing project. RECOMMENDED ACTION: City Council approve the minutes of the August 28, 2018, Special Meeting. ITEM 2 APPROVAL OF REGULAR MEETING MINUTES — The minutes are submitted for approval. RECOMMENDED ACTION: City Council approve the minutes of the August 28, 2018, Regular Meeting. ITEM 3 TRANSIT MAINTENANCE FACILITY ROOF REPAIR AND RESURFACING AT BUILDINGS A AND B, PROJECT F1022 - APPROVE PROJECT SPECIFICATIONS AND AWARD CONSTRUCTION CONTRACT Remove and replace predetermined wet areas of the roofs on the administration (Building A) and maintenance (Building B) buildings at the Transit Maintenance Facility and resurface both roofs with a durable roof membrane coating to help seal and protect the roof. RECOMMENDED ACTION: City Council: 1. Approve the project specifications for the Transit Maintenance Facility roof repair and resurfacing at buildings A and B. 2. Award the construction contract to Western Waterproofing Company, Inc., in the amount of $599,622 and authorize a contingency in the amount of $59,962, for a total contract amount not to exceed $659,584. 3. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. Page 3 ITEM 4 RESOLUTION DESIGNATING OFFICIALS AUTHORIZED TO FILE APPLICATION TO THE CALIFORNIA GOVERNOR'S OFFICE OF EMERGENCY SERVICES TO OBTAIN FINANCIAL ASSISTANCE RELATING TO DISASTERS The resolution authorizes City Council to designate approved agents every three years to execute and file applications to the California Governor's Office of Emergency Services (Cal OES) as required by the Robert T. Stafford Disaster Relief and Emergency Assistance Act. RECOMMENDED ACTION: City Council adopt a resolution authorizing the City Manager and designees as approved agents, and authorize staff to provide the California Governor's Office of Emergency Services with a certified copy of the resolution.
