SUBJECT: APPROVE AWARD OF LIBRARY ELECTRONIC MATERIALS
VENDORS

RECOMMENDED ACTION
City Council:
1. Approve award of expenditure authority for EBSCO Industries, Inc., and OverDrive, Inc., to
provide electronic books, materials, and databases for the Santa Clarita Public Library
(SCPL).
2. Authorize the City Manager, or designee, to execute all associated documents, or modify the
award in the event that issues of impossibility of performance arise, subject to City Attorney
approval.
BACKGROUND
On January 9, 2018, the City Council authorized staff to proceed with the SCPL transition to in-
house operation and staffing, effective July 1, 2018. As a part of the transition, staff completed a
Request for Proposal (RFP) for vendors to furnish, deliver, catalog, and process SCPL's printed
and/or audiovisual materials.
On June 26, 2018, the City Council approved the award of expenditure authority to ABDO
Publishing, Baker & Taylor, Brodart Co., Cengage Learning, Inc., Children's Plus Inc., Ingram
Library Services, LLC, and Midwest Tape, LLC, to provide books and materials for the SCPL.
Council awarded $800,000 expenditure authority. This approval was for the physical materials
for the SCPL. Staff now recommends the City Council award expenditure authority for
electronic materials for the SCPL.
Staff is requesting the City Council award expenditure authority for two vendors, EBSCO
Industries, Inc., and OverDrive, Inc., for electronic books, materials, and databases for the SCPL,
with no additional expenditure authority. The total expenditure authority for all printed,

audiovisual, and electronic materials between these nine vendors is not to exceed $800,000,
annually.
EBSCO Industries, Inc., is the leading provider of research databases, electronic journals, and
electronic magazine subscriptions for the SCPL. OverDrive, Inc., is the leading digital reading
platform for libraries worldwide, delivering the industry's largest catalog of electronic books,
audiobooks, and other digital media. The OverDrive, Inc., platform provides patrons access to all
of the SCPL electronic books, downloadable audio, and streaming video.
Single sources for both of these vendors have been approved and are currently providing digital
resources for the SCPL. Staff directly recommends the award of expenditure authority due to
their services and products being compatible and in compliance with our existing library system.

Other action as determined by the City Council.
FISCAL IMPACT
Sufficient funds, contingent upon the approval, were appropriated as a part of the annual budget
process.
