SUBJECT: NORTH LOS ANGELES COUNTY TRANSPORTATION
COALITION APPOINTMENTS

RECOMMENDED ACTION
City Council:
Appoint Mayor Pro Tem Marsha McLean, Councilmember Bob Kellar, and Public
Works Director Robert Newman to serve as the City of Santa Clarita's representatives to
the governing board of the North Los Angeles County Transportation Coalition for an
unspecified term, serving at the pleasure of the City Council.
2. Appoint City Engineer Mike Hennawy to serve as the City of Santa Clarita's alternate
governing board representative to the North County Transportation Coalition for an
unspecified term, serving at the pleasure of the City Council.
3. Appoint Santa Clarita Transit Manager Adrian Aguilar as the non-voting ex -officio
governing board representative for Santa Clarita Transit for an unspecified term, serving
at the pleasure of the City Council.
BACKGROUND
On May 14, 2018, the North Los Angeles County Transportation Coalition Joint Powers
Authority (NCTC JPA) was formally established and conducted its first governing board
meeting. The Santa Clarita City Council approved participation in the new organization at the
regular meeting of March 27, 2018. The new joint powers authority was created as the successor
entity to the informal North County Transportation Coalition (NCTC).
Like its predecessor, the NCTC JPA is comprised of representatives of the cities of Lancaster,
Palmdale, and Santa Clarita, and the County of Los Angeles. The mission of the new
organization is to improve the movement of people and goods in the North Los Angeles County

subregion through the development of policies and programs that address critical transportation
issues, promote economic development, and maximize transportation opportunities for the
subregion and its member jurisdictions. The JPA provides a vehicle for member jurisdictions to
prioritize and coordinate regional transportation planning and projects, in an effort to create a
more complete transportation system within the subregion and facilitate interconnectivity with
other subregions in Los Angeles County and throughout California.
On November 8, 2016, the voters of Los Angeles County passed Measure M, a half -cent sales
tax increase dedicated to funding transportation projects throughout Los Angeles County. The
ballot measure outlined a combination of specific projects and funding category allocations
which are to be distributed on a subregional basis through the nine subregions of Los Angeles
County. In order for the City of Santa Clarita and its North Los Angeles County partners to be
most competitively positioned for receipt of Measure M funding, as well as efficiently and
effectively managing the use of those funds, the Joint Powers Authority was formed.
As was the case with the predecessor subregional organization, the NCTC JPA is comprised of a
12 -member Board of Directors, with three representatives from each of the four jurisdictions.
The new structure also calls for each jurisdiction to appoint an alternate delegate, who may
attend the board meetings and vote should any of the three members of the appointing authority's
delegation be unable to participate. The new structure also provides for non-voting, ex -officio
representation from Santa Clarita Transit and Antelope Valley Transit Authority.
On July 23, 2018, the NCTC Board of Directors selected Arthur Sohikian as the Executive
Director of the North Los Angeles County Transportation Coalition Joint Powers Authority.
Upon the action of the Board, Mr. Sohikian submitted his resignation as a member of Santa
Clarita's delegation to the NCTC in a letter received on July 23, 2018.
Given the slightly modified governance structure of the new JPA and the vacancy in Santa
Clarita's delegation, it is appropriate for the City Council, in a singular action, to make
appointments as members of the City of Santa Clarita's delegation to the NCTC JPA. The cities
of Lancaster and Palmdale are represented on the NCTC JPA Board of Directors by two
members of their City Council and an executive level staff member. The representatives of each
jurisdiction do not have a set term of office, but rather, serve at the pleasure of the governing
board of the appointing authority.
ALTERNATIVE ACTION
1. Do not adopt the recommended action and select one or more other individuals for
appointment to the North Los Angeles County Transportation Coalition.
2. Other action, as determined by the City Council.
FISCAL IMPACT
Implementation of the recommended action does not require any additional resources beyond
those contained within the City's adopted FY 2018-19 budget.
