HomeMy WebLinkAbout2018-12-11 - AGENDA REPORTS - RESO AUTHORIZING SUBMITTAL OF THE RIVERS AND MOUNT (2)Agenda Item: 9 DATE: December 11, 2018 SUBJECT: RESOLUTION AUTHORIZING SUBMITTAL OF THE RIVERS AND MOUNTAINS CONSERVANCY PROPOSITION 1 GRANT FUND FOR THE CANYON COUNTRY COMMUNITY CENTER REGIONAL INFILTRATION BEST MANAGEMENT PRACTICE PROJECT R3007 DEPARTMENT: Neighborhood Services PRESENTER: Darin Seegmiller RECOMMENDED ACTION City Council adopt a resolution allowing the City Manager or designee to submit an application for the Rivers and Mountains Conservancy Proposition 1 Grant to fund the Canyon Country Community Center Regional Infiltration Best Management Practice Project R3007. BACKGROUND The City of Santa Clarita (City) has incorporated a multi -benefit, stormwater infiltration regional best management practice under the parking lots of the Canyon Country Community Center Project. This stormwater infiltration project will have the capacity to treat and infiltrate up to 7.5 acre-feet (approximately 2.5 million gallons) of urban runoff during most rain events in addition to almost all dry weather flows from the drainage area. The stormwater treatment and infiltration project is the focus of the Rivers and Mountains Conservancy grant request. The Municipal Separate Storm Sewer System (MS4) Permit (MS4 Permit) requires water quality from storm drains to meet water quality standards. The City is one of 84 cities, in addition with the Los Angeles County (County), which have the storm drain system regulated by the MS4 Permit. The storm drain system, or MS4, is designed to move water quickly to prevent flooding. Stormwater and water from dry weather flows that run over polluted streets, sidewalks, roads, and other impervious surfaces collect the pollutants and move through the storm drain system to the Santa Clara River. The upper Santa Clara River exceeds water quality requirements with levels too high of E.coli bacteria, metals (like copper and zinc), trash, and other pollutants. In 2015, the City, the County, and the Los Angeles County Flood Control District collaboratively Page 1 developed an Enhanced Watershed Management Program (EWMP) to comply with requirements in the MS4 Permit. The projects envisioned in the EWMP are multi -benefit regional projects that infiltrate stormwater and non-stormwater runoff to prevent pollution from entering the Santa Clara River, as well as facilitate flood control and increase water supply. The regional infiltration best management practice project proposed for the Canyon Country Community Center will move the City closer to its interim compliance requirement of 60 acre- feet of infiltration capacity by 2022. As a result of the development and re -development process, which requires compliance with Low Impact Development (LID) Standards, the City has accumulated approximately 25 acre-feet of infiltration capacity. However, in order to obtain the remaining 35 acre-feet required by the Permit, projects like this are necessary. Approving this resolution will allow staff to pursue grant funding from the Rivers and Mountains Conservancy to help offset the estimated $3 million in capital costs for this project, of which $1,352,468 was approved as part of the Fiscal Year 2018-2019 Budget. ALTERNATIVE ACTION Other action as determined by City Council. FISCAL IMPACT There is no fiscal impact from this action. If the grant is approved, staff will return to the City Council for the required spending authority. ATTACHMENTS RMC Prop 1 Grant Resolution Page 2 RESOLUTION NO. 18 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AUTHORIZING THE SUBMISSION OF THE RIVERS AND MOUNTAINS CONSERVANCY PROPOSITION 1 GRANT FUND FOR THE CANYON COUNTRY COMMUNITY CENTER REGIONAL INFILTRATION BEST MANAGEMENT PRACTICE PROJECT R3007 WHEREAS, the voters of California approved the Water Quality, Supply, and Infrastructure Improvement Act of 2014 (Proposition 1) in November 2014, codified as Division 26.7 of the Water Code, which authorized $7.545 billion in general obligation bonds for State water projects, including surface and groundwater storage, ecosystem and watershed protection and restoration, and drinking water protection; and WHEREAS, Chapter 6 of Proposition 1, "Protecting Rivers, Lakes, Streams, Coastal Waters, and Watersheds," allocates $30 million to the Rivers and Mountains Conservancy (RMC) for competitive grants for multi -benefit ecosystem, watershed protection and restoration projects in accordance with statewide priorities (Section 79731(f)). Pursuant to Section 79735(a), up to $100 million may be allocated to the Conservancy or the Santa Monica Mountains Conservancy, or a combination of both, for projects to protect and enhance an urban creek as defined in subdivision (e) of Section 7048; and WHEREAS, Proposition 1 provides funding to implement the three objectives of the California Water Action Plan: more reliable water supplies, restoration of important species and habitat, and a more resilient and sustainably managed water infrastructure; and WHEREAS, RMC received $50 million to be deployed over the next several years and currently has an open grant application process that is due for submittal to RMC on December 16, 2018; and WHEREAS, a resolution to apply, receive, and mange grant funds is a required element of the grant application; and WHEREAS, the City of Santa Clarita (City) has designed a Regional Infiltration Best Management Practice that is incorporated into the design of the Canyon Country Community Center multi -benefit project to infiltrate stormwater, filter pollution before it reaches the Santa Clara River, recharge local groundwater supplies to support more reliable water supplies, and improve flood water management supporting more resilient and sustainably managed water infrastructure; and WHEREAS, the City will submit a grant application to the RMC to support the R3007 Canyon Country Community Center Regional Infiltration Best Management Practice as part of the multi -benefit project. NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does hereby resolve as follows: Page 1 SECTION 1. That the foregoing recitals are true and correct and are incorporated herein by this reference. SECTION 2. That the City certifies that their governing board gives the authorized signatory the authority to apply, receive, and manage the project. SECTION 3. That this resolution shall become effective immediately upon its adoption, and this authorization is effective until rescinded by the City Council of the City of Santa Clarita SECTION 4.
