HomeMy WebLinkAbout2018-12-11 - AGENDA REPORTS - AUTHORIZE THE PURCHASE OF BATTERY BACKUP SYSTEMS F (2)Agenda Item: 11 DATE: December 11, 2018 SUBJECT: AUTHORIZE THE PURCHASE OF BATTERY BACKUP SYSTEMS FOR THE BATTERY BACKUP INSTALLATION PROGRAM - PHASE I, PROJECT C0057 DEPARTMENT: Public Works PRESENTER: Gus Pivetti RECOMMENDED ACTION City Council: Authorize the purchase of 20 battery backup systems from DDL Traffic, Inc., in an amount not to exceed $98,955. 2. Authorize the City Manager or designee to execute up to two additional, one-year purchase options beginning in year two, not to exceed the annual agreement amount of $98,955, plus an adjustment consistent with the appropriate Consumer Price Index, upon request of the contractor, and contingent upon the appropriation of funds by the City Council in the annual budget for such fiscal year. 3. Authorize the City Manager or designee to execute all contracts and associated documents, or modify the awards in the event issues of impossibility of performance arise, contingent upon the appropriation of funds by the City Council in the annual budget for such fiscal year, and execute all documents subject to City Attorney approval. 4. Authorize the City Manager or designee to modify all documents to contract with the next lowest and/or qualified bidder(s)/proposer(s) in the event an awardee is unable to fulfill its obligations or perform subject to City Attorney approval. BACKGROUND The City of Santa Clarita (City) currently has battery backup systems at 120 of its 192 signalized intersections. The Battery Backup Installation Program will install a total of 53 battery backup systems over three phases, which were prioritized based on continuity of major thoroughfares, Page 1 pedestrian activity, and traffic volume. Phase I will install battery backup systems at 19 signalized intersections with an additional spare unit being purchased for unforeseen issues that may arise. This phase of the project will include procurement of the battery backup systems and installation by a contractor. At the completion of this program, a total of 173 signalized intersections will have battery backup systems. The battery backup systems provide reliable emergency power to traffic signals in the event of power failures or interruptions caused by natural disasters and/or extreme weather conditions. By providing emergency power, a traffic signal can continue to operate while allowing pedestrians to continue to safely use crosswalks at signalized intersections. Each battery backup system provides up to six hours of uninterrupted power to a traffic signal, providing staff time to respond and prepare for traffic control in the event of longer power outages. A notice to bid was posted on the City's website on September 11, 2018. The notice was forwarded to the Chamber of Commerce, Valley Industry Association, and 250 vendors on file. The bid was posted on the City's website and three vendors submitted bids, which were opened by Purchasing on October 12, 2018. The results of the bids are shown below: Company Bid Amount Location OB Traffic $90,271.80 Houston, TX DDL Traffic, Inc. $98,954.70 Chino, CA Wireless Innovation Solution, Inc. $99,417.50 Arcadia, CA Staff reviewed the bid responses and deemed the lowest apparent bidder, OB Traffic, non- responsive. The battery backup system specifications submitted by OB Traffic do not meet the requirements set forth in the City's stated bid specifications. Therefore, staff recommends the contract be awarded to DDL Traffic, Inc., the next lowest bidder. Staff reviewed the firm's submission and found it to be complete and in conformance with the required specifications. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Adequate funds were appropriated in expenditure account C0057233-5161.001 as part of the Fiscal Year 2018-19 budget process to support the recommended action.
