RECOMMENDED ACTION
City Council:
1. Approve the plans and specifications for the Arroyo Park Pedestrian Bridge Replacement,
Project S1044.
2. Award a construction contract to Leonida Builders, Inc., in the amount of $572,840, and
authorize a contingency in the amount of $57,284 for a total contract amount not to exceed
$630,124.
3. Appropriate $15,000 from the Landscape Maintenance District Zone T-8 fund balance (357)
to expenditure account S 1044357-5161.001.
4. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The City of Santa Clarita's (City) Landscape Maintenance District is responsible for the
maintenance of all pedestrian bridges within the paseo system. This project will replace the
existing timber pedestrian bridge crossing Arroyo Park Drive between Kirstengary Way and
Tossano Drive with a new prefabricated steel -truss bridge. The project's scope will include
removal and replacement of the existing bridge, foundation, and abutments, and reconstruction
of a portion of each of the pedestrian path approaches.
This project supports the City's five-year strategic plan, Santa Clarita 2020, under the theme of
Sustaining Public Infrastructure.

An invitation to bid was published two times on October 23 and 27, 2018, and was posted on the
City's website. Seven bids were submitted to the City and opened by Purchasing on
November 27, 2018. The results are shown below:

Staff recommends awarding the construction contract to Leonida Builders, Inc., the lowest
responsive bidder. Leonida Builders, Inc., possesses a valid state contractor's license and is in
good standing with the Contractors State License Board. The contractor's bid has been reviewed
for accuracy and conformance to the contract documents and found to be complete.
The bids for the project came in higher than the Engineers Estimate. Therefore, the requested
appropriation of $15,000 Landscape Maintenance District (LMD) funds will create an available
budget of $774,705 for construction -related costs, including the construction contract of
$630,124, inclusive of contingency, plus an additional $144,581 for related construction support
cost, including labor compliance services, staff oversight, construction engineering, inspection
and project management.
The requested construction contingency will cover the cost of unforeseen site conditions,
potential utility conflicts, and change orders made by the contractor.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Upon approval of the recommended actions, adequate funds will be available in expenditure
account 51044367-5161.001 (Areawide Fund) and 51044357-5161.001 (LMD Zone T-8) to
support the recommended construction contract and associated project costs.
