Agenda Item: 7 DATE: January 8, 2019 SUBJECT: CITYWIDE MOBILITY PLAN - AWARD PROFESSIONAL SERVICES CONTRACT DEPARTMENT: Public Works PRESENTER: Gus Pivetti RECOMMENDED ACTION City Council: 1. Award a professional services contract to Alta Planning + Design in the amount of $149,956 for the preparation of a Citywide Mobility Plan. 2. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney approval. BACKGROUND The City adopted the Non -Motorized Transportation Plan (NMP) in 2008, which formalized the City's trails plan and created a network of bicycle and pedestrian facilities for recreational use as well as utilitarian trips. The NMP was subsequently updated in 2014 to include annexed areas and a chapter on Complete Streets, the urban design concept that emphasizes streets for walking, biking, and transit access to reduce reliance on private automobiles. The NMP has been instrumental in the City's pursuit of state and local Active Transportation Program funding and has resulted in over $7 million in grant funding used on projects such as Safe Routes to School and the Sierra Highway Pedestrian Bridge, among others. The NMP will be redeveloped and renamed as the Citywide Mobility Plan (Plan) to be in line with current industry standards. The Plan will include a comprehensive review of the NMP and an update with relevant information to include recent annexations, newly completed development projects, and the Vista Canyon Multi Modal Center. In addition, the Plan will address eBikes, bikeshare, and other technological changes underway. The update will include an extensive citywide outreach component and detailed area studies for the communities of Newhall and Saugus, both currently under served by the trail network. Page 1 The Plan will include a socio-economic component to identify alternative transportation strategies to serve as a bridge between the workforce and employment centers. Additionally, the Plan will include a five-year capital improvement program and a prioritized project list, which can be funded using Measure M, a countywide sales tax measure passed in 2016 dedicated to active transportation. On September 20, 2018, a Request for Proposal (RFP) was posted to PlanetBids. On October 30, 2018, Purchasing opened the bids and found that one proposal was submitted for the City's consideration. The proposal was from Alta Planning + Design, located in Los Angeles. Due to the unusually low number of responses, staff reached out to each of the 54 vendors that received the RFP, inquiring as to the reason(s) they did not submit a proposal. Twelve vendors responded to the inquiry. The three most common reasons are as follows: The vendor was not tracking the City's RFP and was unable to respond The scope of work did not match the vendor's particular area of strength The vendor had a lack of capacity to respond due to their current workload Staff rated the proposal submitted by Alta Planning + Design using the rating criteria established in the RFP, scoring it a 94 out of a possible 100 points. The proposal showed that the firm not only has an excellent grasp of the City's mobility needs, it has a wealth of experience in completing plans of similar size and complexity within the last five years. Therefore, staff recommends awarding a professional services contract to Alta Planning + Design for the comprehensive update/development of the City's Mobility Plan. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Adequate funds were appropriated in expenditure account 14400-5161.001 as part of the Fiscal Year 2018-19 budget process to support the recommended action. We Know SaintaIl lrii t We understand that the City of Santa Clarita wants to develop a city-wide mobility plan, which includes an update to the Non -Motorized Transportation Plan (NMP) that was most recently updated in 2014. This project will include a comprehensive review and update of relevant information contained in the existing NMP. Alta worked on the 2008 NMP as well as the update completed in 2014. As such, we are extremely familiar with the NMP and the local issues, challenges and opportunities to active transportation in the City of Santa Clarita. For example, the City has an extensive recreational trail network that is the envy of many of its Southern California peers. However, the on -street bikeway network still has a number of gaps and some neighborhoods are not very well served by the City's active transportation network. In fact, some neigh- borhoods, such as Saugus, have actually opposed the planned active transportation routes due to concerns about privacy. In our experience, it is possible to win these neighborhoods over to actually support active transportation improvements but it requires a well - orchestrated and executed outreach and engagement campaign to do so. We will listen to the Santa Clarita community and provide a unique plan based upon your priorities. Our extensive experience facilitating public meetings with stakeholders, agencies, elected officials, advisory committees, and community and advocacy organi- zations will help achieve consensus for the Citywide Mobility Plan. Whenever possible, we will coordinate our outreach events with existing events or organizations as this helps to get a better turnout and a more robust and representative collection of public input and feedback to shape the planning process. In developing our public outreach approach, we propose to use a mix of more tradi- tional and dynamic approaches to ensure that we reach a diverse mix of city residents and employees. Throughout the outreach process, we will also work closely with key project stakeholders such as the Bike Task Force, health, safety, and walking and bicycling advocacy groups so that they have the opportunity to shape the development and direction of the plan. We will provide all outreach materials in both English and Spanish. The City of Santa Clarita has been under considerable growth pressure, particularly in recent years. Between 2000 and 2016, the City's population growth rate was 45.3 percent (county average was 7.6 percent). During that period, the population increased by 68,480 to reach a citywide population of 219,611 in 2016. The City is the third largest city in Los Angeles County and is still growing. This rate of growth puts considerable pressure on all citywide infrastructure, especially on the transportation network of streets and roads, as it's just not possible to build one's way out of congestion. However, this growth also provides a great opportu- nity to build out the active transportation network to provide the community with alternatives to traveling by motor vehicle, and ultimately provide a more resil- ient and sustainable transportation system to Santa Clarita. 1. We Know Ifs t the ii t is Loolking For Having worked extensively in Santa Clarita before, we know that the City places a high value on quality of life issues such as having a good network of parks, open spaces and trails. We also know that Santa Clarita is known for its strong sense of community but is also made up of the four communities of Canyon Country, Newhall, Saugus and Valencia, each of which has its own separate identity and sense of place. Valencia, as a planned community built by the Newhall Development Company, is fortunate to have an extensive network for pedestrian pathways (known as paseos) which makes it relatively easy to travel between neighborhoods via active modes. N There are a number of issues and constraints with developing a comprehensive active transportation network as shown on the map below. A key element of the plan will consist of refining and prioritizing a comprehensive active transportation network to address the current gaps in the existing network. G�.d Since the original NMP was developed in 2008, the City has demonstrated a strong commitment to imple- mentation as there were 35 miles of off-street paths and 30 miles of on -street bicycle lanes as of the 2014 NMP update. As recognition for its efforts, the City has been recognized by the League of American Cyclists as a Bicycle Friendly City at the bronze level in both 2007 and 2015. Now in 2018, the City is committed to taking the next step in improving its active transpor- tation network by developing the Citywide Mobility Plan. A key element of the plan will consist of refining and prioritizing a comprehensive active transportation network to address the current gaps in the existing active transportation network. The Citywide Mobility Plan will also address recent changes in the transportation landscape in Santa Clarita in recent years, including the following: • First/Last Mile Planning: Improving access to transit via active modes is a great way to reduce GHG emissions, increase transit ridership and increase physical activity among the City's population. • Measure M Funding: With the passage of this county -wide sales tax measure in 2016, a dedicated funding stream was created for active transporta- tion which creates unprecedented opportunities for improving conditions for walking and biking. • Recent Annexations: Santa Clarita has a history of annexations and with recent annexations, it will be important to look at these new parts of the City to determine what types of active transportation facili- ties are warranted. • New Bike Share Program and Proliferation of E -Bikes: With a new bike share system planned to launch in the near future, it will be vital to assess the implications of the bike share system for the active transportation network. The proliferation of e -bikes in recent years also have a number of implications for the active transportation network—potential for longer bike trips, more people riding, and a "flat- tening of the hills" since people can rely upon the battery power to ascend hills with greater ease. • Relocation of Via Princessa Metrolink Station: the Via Princessa Metrolink station, which has been serving the Santa Clarita Valley for more than 20 years, will be moving to Vista Canyon, adjacent to a mixed-use transit -oriented development. This plan- ning effort will provide an opportunity to assess the active transportation connections to the rail station. C 1 t y W 1 d e 1"Ia1',;ility I lair I A11,a I I aiuiii D "inp,r^[ • Demographic, Housing Supply and Technology Changes: There have been numerous changes with demographics and housing supply in Santa Clarita that warrant a refresh of the active transportation network. Furthermore, there have been a number of technology -driven changes in the transportation network in recent years, including Transportation Network Companies (e.g., Lyft and Uber) and micro - mobility modes including e -scooters, dockless bike share, electric skateboards and similar devices. The Citywide Mobility Plan will provide a great oppor- tunity to assess all of these recent changes and to determine how the active transportation network needs to change to be responsive to these changes. a We Have the Experience Alta is California's leading active transportation plan- ning firm, and we bring a combination of local knowl- edge, leading active transportation design expertise, and experience with innovative public outreach approaches to create state-of-the-art and implemen- tation -focused plans. To manage a project effectively requires excellent communication skills so that each team member has a common expectation of the project outcome. Alta's Project Manager, Ryan Johnson, LCI, will lead the team to establish a project schedule, objectives, and vision for the overall development of the Citywide Mobility Plan process. The tasks identi- fied below are organized per the RFP. Task 0: Project Management Throughout the project duration, Alta will provide management leadership to keep the project on schedule and within budget. In addition to the following subtasks, we describe our overall project management philosophy and approach in Section D of this proposal. SUBTASK .1® REGULAR COORDINATION TI Throughout the planning process, Ryan Johnson, Alta's Project Manager, will be in regular contact with the City's project manager. This will include regular e-mails, telephone calls, and written documents. Alta will write quick takeaways from any calls or meetings. In addition to prepared agendas, meeting notes, these quick takeaways will cover discussion items and will include a list of follow-up tasks and the responsible party for each task. This communication protocol will be established at the kick-off meeting, and Alta leadership will work with City staff to identify a best time for a standing bi-weekly coordination call/meeting. Ongoing prog- ress meetings will cover budget or schedule issues and include time to prepare for task deliverables. A one- hour call will be held bi-weekly to maintain continuity, in addition to bi-monthly in-person status meetings. Alta will provide notes from meetings and action items showing responsible parties. Output: • Monthly invoices and progress reports Task A: Initial Meetings and Visioning The success of this Mobility Plan initiative depends largely on the initial visioning exercise and early team meetings. We will coordinate with the City and other key partners to set up an effective working relation- ship, while planning for a robust public participation effort. SUBTASK A.I. CONDUCT INITIAL "KICK-OFF" MEETING As soon as possible following award of the contract, Alta staff (up to two individuals) will meet with staff from Santa Clarita's Traffic and Transportation Planning group to reach an agreement on project details (scope, schedule, and key deliverables). We will utilize this meeting to define the City's long-term vision for mobility, and we will also identify transpor- tation network gaps and other significant barriers to reaching the City's mobility goals. Alta will prepare an agenda and send it to the invitees prior to the meeting; we will also prepare meeting notes and send around to participants, with action items highlighted. Prior to the kick-off meeting, Alta will provide the City with a Data Needs Memo outlining the key data, GIS shapefiles, and documents needed to begin our anal- ysis work. At a minimum the City shall provide Alta with information on existing pedestrian, bicycle, trail, skateboarding, equestrian, and transit facilities in Santa Clarita. Included in this set of data are the location of existing sidewalks, handicap access ramps, enhanced crossings, existing and previously planned bikeways and multi-use/shared-use paths, bicycle parking, and transit routes and stops. Additionally, we will request recent pedestrian and bicycle collision data, as well as previously conducted counts of pedestrians, people bicycling, and riding transit. At the kick-off meeting, Alta will organize and lead a tour of a range of pedestrian, bicycle, and transit infra- structure in the city. We regularly lead walking and It bicycling audits, so we can set up the tour to run like a technical assessment if desired by the City Project Manager. We will coordinate with the City Project Manager to determine if the tour is done on foot, by bicycle, via bus, or using a combination of these modes. Broad- based, continuous community input will be critical to developing an effective Mobility Plan. Our team will draw upon our decades of experience conducting outreach and marketing related to transportation planning and active transportation. We will work with City staff and stakeholders to develop a strategy for community outreach. We will focus on engaging and empowering disadvantaged community residents, especially minorities, limited English -proficiency households, zero -vehicle households, seniors, resi- dents with disabilities, single -parent families, and rent - burdened households. The Alta team has experience generating excitement around planning projects through the use of creative branding and outreach methodologies. We will create an inventive, yet accessible "brand" for the plan that will increase local recognition and familiarity with the project. The Alta team will utilize this "brand" for all of the flyers, informational sheets, presentations, and online presence for the Mobility Plan. This marketing will also be carried onto flyers (one for each outreach event) and other materials to be used in the outreach campaign to promote greater support for the project, potentially attracting a greater diversity of people at community workshops. The Alta team has multiple native Spanish speakers among its staff and can cover translation in this language in-house. Alta will work with a translation service to translate public notices into other languages, if desired, for the public work- shops. For meetings, Alta will work with the City and community partners to ensure language is not a barrier i Alta's participatory planning process includes extensive field work on foot and .bicycle, engaging residents and stakeholders through walking tours and targeted "pop-up` workshops, and documenting information with easily -readable maps, photo simulations, and infographics. to participation. "Pop-up" outreach provides an opportunity for members of the community to learn about the Project and provide input. Many residents and business owners may not attend traditional meetings or be available to attend meetings. Promotion of the project at venues such as farmers markets, community festivals, school and church events, or along popular trails extend the profile of the project to more members of the commu- nity. We will attend and engage community members at up to four (4) community events (such as the Gran Fondo) to augment and complement two (2) tradi- tional community workshops that will take place at locations chosen by the City. Two of the four pop-up outreach setups will occur specifically in Saugus and Newhall (Tasks E and F). We will use posters and surveys to gather information from the public, either at a stationary booth or at a strategic location "on the street". This Plan will also gather general public input through web -based interactive mapping (crowdsourcing) and survey tools. Web and mobile based tools can be very effective in engaging segments of the population like millennials, and they add an option for "virtual" meet- ings for those who cannot attend other workshops, but technology cannot be relied on as our sole outreach tool. We will develop one (1) online survey to ask stake- holders about current transportation habits; barriers to walking, bicycling, skating, or using other non - motorized modes; what improvements would make them want to walk, bike, roll, or use transit more often; and key destinations in the City. This survey could also be printed and brought to in-person community work- shops. We will also create a project -specific website (Task 3.2) with functionality to post Plan updates, provide community input opportunities, and host an interactive mapping tool where stakeholders can draw recommendations and comment on others' sugges- tions. SUBTASK B.1: REVIEW AND UPDATE GOALS, OBJECTIVES, AND PERFORMANCE MEASURES Based on the initial discussion with the project team at the kick-off meeting, Alta will update the City's mobility vision, goals, and objectives. We will review the two previous Non -Motorized Transportation Plans and progress in implementing those plans to recom- mend revisions/updates that will bring the City up to the cutting edge of transportation planning and design. Following a review of relevant City policies and plan- ning documents (Subtask B.2) and given our knowl- edge of national trends in transportation, Alta will also review the series of performance measures that have been identified by the City in past planning efforts to determine if any should be added, deleted, or revised to better conform with the City's goals. For instance, metrics might be added that track progress towards socioeconomic equity in mobility and access. We might also recommend that the City continue to use scorecards from the national Walk Friendly and Bicycle Friendly Communities programs as an ongoing measure of success. These suggested changes will be summarized in a memo to the City project team. Output: Existing and In -Progress Plan and Policy Review Summary Task C: Existing Non -Motorized Plan Update The transportation landscape in Santa Clarita and the surrounding region has significantly changed in just the few years since the last Non -Motorized Transportation Plan update in 2014. Alta will update the existing Non -Motorized Plan content to reflect current trends in active transportation funding, planning, design, and other considerations. NON-MOTORIZEDSUBTASK C.1: UPDATE OF THE I PLAN UJ Alta will begin by integrating recently completed and ongoing transportation planning efforts into the current Mobility Plan process. Among these are the recent Safe Routes to School Plans and the Transportation Development Plan. We will also make sure the Non -Motorized Transportation Plan's policy framework and recommendations are revised to reflect new methods of evaluating transportation impacts that are prescribed by Senate Bill 743 (i.e., methods that should theoretically encourage more infill devel- opment projects, public transportation utilization, and increases in walking and bicycling), and new transpor- tation services and technologies such as dockless bicy- cles, electric scooters, and transportation networking companies (e.g., Uber and Lyft). Alta will review and update the Existing Conditions and Needs Analysis sections of the Non -Motorized Transportation Plan to account for recent land annexa- tions by the City of Santa Clarita, physical and non - infrastructure accomplishments since the completion of the past two Plan updates, and more current colli- sion data (as provided in the ongoing Systemic Safety Analysis). Alta uses a simple, hierarchical approach to network coding (instead of trying to collect every data item for each road segment), limiting the data and time required to score the network. We focus additional data collec- tion on an element of the network that is often most stressful for bicyclists and pedestrians—the intersec- tions. Our analysis will illustrate how stress barriers (e.g., challenging crossings) can create areas with poor to no connectivity and islands along what otherwise appear to be low stress roadways. We will identify the low stress "catchment areas" for major attractors including transit and rail stations, schools, shopping destinations, regional parks, and others. Output: Updated chapters of the previous Non -Motorized Transportation Plan, including Existing Conditions, Planning and Policy Context, Needs Analysis, and Recommended Improvements sections Levels of Traffic Stress analysis SUBTASK C.2: IDENTIFICATION OF NEW PEDESTRIAN ANI Y L RIDERUJ LOCATIONS The City has gathered pedestrian and bicycle rider counts at several locations across Santa Clarita in recent years. During the course of this Citywide Mobility Plan, however, we may determine there is a need for further pedestrian and bicycle rider counts at key locations. We will assist the City in identifying locations in need of new or updated count information, while recommending a methodology that will best meet the needs of the City while remaining aware of cost considerations. Alta will coordinate with the City to decide on a preferred methodology, such as auto- mated in -pavement tube counters, mounted cameras, or manual screenline and/or intersection tallies using methods from the National Bicycle and Pedestrian Documentation Project (which Alta developed). We will recommend a methodology that ensures the collection of data on all non -motorized users, such as skateboarders, people using scooters, wheelchair users, and equestrians. �. �o„ W , 4 ........ ... With a strong focus on equity, Alta established a methodology for measuring the quality and connectivity of bikeways in disadvantaged communities. The City is responsible for actually paying for and/ or conducting the counts. The counts will provide additional pre- and post -evaluation data to assist the City in measuring the effectiveness of the Active Transportation Network as it is eventually built out. Output: • List of locations and methodology for conducting additional pedestrian and bicycle rider counts Task D: Socioeconomic and Demand Analysis Understanding that active and public transporta- tion modes are particularly important to underserved members of the community, we will analyze the socio- economic conditions in the Santa Clarita Valley and estimate the demand for more and better mobility options—especially those which will benefit disad- vantaged populations. These analyses will assist the project team in identifying and prioritizing potential infrastructure projects. SUBTASK D.I. CONDUCT SOCIOECONOMIC LY I Alta will gather socioeconomic and demographic data from publicly available sources and conduct an analysis to identify disadvantaged populations and/or neigh- borhoods using definitions and methods described in the latest California Active Transportation Program Guidelines. Potential criteria include CalEnviroScreen scores, household income, vehicle ownership rates, and other relevant Census data. Additional data inputs will be determined based on conversations with the City project team and availability. WA Following the analysis, Alta will recommend strat- egies for including disadvantaged communities and neighborhoods in the planning process. Using existing branding guidelines to be provided by the City, Alta will provide an infographic summarizing the Socioeconomic Analysis and recommendations. For budgetary purposes, Alta assumes the infographic will include up to eight (8) facts/statistics that will fit on one side of an 8.5 x 11 page. This process will result in prioritized project tiers to be used by the City to prioritize implementation and funding. Therefore, effective project management requires communi- cation skills that facilitate a common expectation of project outcomes. If the issue is minor, it can often be resolved without changes to the project work plan or project budget. If it requires changes to either, we will present several options and the respective costs to the City Project Manager so he or she can make a fully informed decision about how to proceed. RELEVANT EXPERIENCE LOS ANGELES COUNTY BIKEWAY MASTER PLAN Sam led the development of a new Bicycle Master Plan for the County of Los Angeles. The plan addressed the need for bicycle facilities in unincorporated areas and other County properties such as flood control channels. The planning process included extensive outreach including the formation of an advisory committee and over 40 meetings with County staff, advisory committee members, stakeholders, and members of the general public. Alta also led an extensive feasibility review for over 300 miles of potential bikeways across the County. KERN COUNTY BICYCLE MASTER PLAN AND COMPLETE STREETS PROJECT Alta developed a countywide Bicycle Master Plan and a series of Complete Streets recommendations for the Kern Council of Governments. This project included a significant public outreach component, including public workshops, bicycle counts, a project website, and an online survey to collect feedback and priorities from Kern County residents. The plan recommendations included a significant number of bikeway facility miles, including numerous miles of Class III shoulder facilities on state highways. The plan also included a number of programmatic recommenda- tions to address the "other 5 E's", which include education, encouragement, enforce- ment, evaluation, and equity. RELEVANT EXPERIENCE SANTA CLARITA SIERRA HIGHWAY PEDESTRIAN/BICYCLE BRIDGE AND STREET IMPROVEMENTS ATP GRANT APPLICATION Ryan developed a $1.4 million California Active Transportation Program grant appli- cation for the City of Santa Clarita. The City is seeking funds to construct a pedes- trian and bicycle bridge across the Caltrans -owned Sierra Highway, close a gap in the sidewalk network, relocate a bus stop, and install pedestrian -scale lighting, among other improvements. Ryan conducted a site visit; collected extensive primary and secondary data including bicycle, pedestrian, and traffic counts, secured letters of support from stakeholders, and drafted the final grant application for submission to Caltrans. LAS VIRGENES-MALIBU REGIONAL BICYCLE MASTER PLAN This regional bicycle master plan involved five non-contiguous cities in a hilly part of Los Angeles County. In addition to creating bicycle plans for each participating city, the project team identified bicycling connections through unincorporated portions of the County that include a National Recreation Area and several state parks. Ryan was the Project Manager. SAN GABRIEL VALLEY ACTIVE TRANSPORTATION INITIATIVE The primary objective of this project is to develop Active Transportation Master Plans for five partner cities (Glendora, Irwindale, La Puente, Monrovia, and Montebello), prioritizing programs and infrastructure improvements that will increase the number of people walking, bicycling, and using other human -powered modes. The project team, led by Alta, is complementing the planning process with a series of bicycle safety trainings and nighttime bicycle light distributions. The project is also analyzing over 150 miles of waterways, rail corridors, and utility easements for the potential development of a regional greenway network. Ryan is the Project Manager. LA METRO FIRST -LAST MILE STRATEGIC PLAN GUIDELINES The First -Last Mile Strategic Plan Guidelines advance the objectives established by Metro's Board to promote active transportation. Ryan contributed to intermodal planning on the consultant team, leading the development of technical analyses to support the development of an Active Transportation and Design Policy. He also provided recommendations for multimodal access to transit facilities. RELEVANT EXPERIENCE SANTA CLARITA NEWHALL NEIGHBORHOOD ATP CYCLE IV GRANT APPLICATION ASSISTANCE Marc provided peer review for the City of Santa Clarita's Newhall Neighborhood Active Transportation Program (ATP) Cycle IV application. Drawing on his experi- ence as a grader for previous ATP cycles, Marc provided guidance on eligible activi- ties and offered feedback on opportunities to strengthen the City's application. CULVER CITY BICYCLE AND PEDESTRIAN ACTION PLAN Facilitating a large, broad-based outreach effort throughout Culver City, Marc is leading the project team to update the City's 2010 Bicycle and Pedestrian Master Plan to reflect current and future project plans. The project includes demonstration projects, development of a Vision Zero Action Plan, and a full citywide plan. BEVERLY HILLS COMPLETE STREETS PLAN As part of a larger consultant team, Alta is leading community outreach for the Beverly Hills Complete Streets Plan. Recommendations are being developed to guide planning and policymaking around new mobility. Alta has used an innova- tive approach to reach a broad cross section of the community, including creating a video to explain Complete Streets concepts and benefits to the community, designing a project website, holding walk audits, and leading community workshops and pop-up events. SANTA MONICA SAFE ROUTES TO SCHOOL EXPANSION Following the successful 2012-2014 Safe Routes to School project led by Alta, Santa Monica has hired Alta to expand the project to an additional five schools. IRVINE CITYWIDE BICYCLIST, PEDESTRIAN, AND MOTORIST SAFETY PROGRAM Marc is the Project Manager for a citywide traffic safety and encouragement campaign for the City of Irvine, California. The three-year program includes an inte- grated encouragement campaign, safety messages for all modes, and bicycle safety workshops. The outreach will work in partnership with City staff, the police depart- ment, and schools. The project also funds bike and pedestrian counts to evaluate the success of the campaign. This project is expected to be complete in early 2019. The separated bikeway design includes parking and traffic anal- ysis, streetscape and pedestrian lighting, striping, and bicycle signal design at two major boulevards (Washington Boulevard and Culver Boulevard). CASTAIC MULTI -USE TRAILS MASTER PLAN, LOS ANGELES COUNTY Alta developed a Multi -Use Trails Master Plan for the County of Los Angeles Department of Parks and Recreation. The study area encompasses approximately 76 square miles in the Castaic area and will guide future trail development. The plan recommends improvements to existing trails and provides trail users and local populations with seamless transitions to trails in adjacent jurisdictions and prime destinations within and adjacent to the study area. LA METRO ACTIVE TRANSPORTATION STRATEGIC PLAN Alta played a key role in developing this Regional Active Transportation Network that enables inter -city travel by foot and bicycle. The Regional Active Transportation Network will be comprised entirely of protected facilities such as Class I Off -Street Paths and Class IV Protected Bike Lanes. It included opportunities to harness existing rights-of-way, like the Los Angeles River Path and Alameda Corridor, to provide safe, continuous facilities that can serve commuters, shoppers, students, recreational travelers, and more. This project will provide comfort- able, livable and safe streets that serve SaMoHi by managing traffic behavior and creating Safe Routes to School for walking and biking without significantly impacting parking supply, emergency routes, and the local neighborhood environment. UCLA HEALTH BIKE CONNECTION PLAN Juan is serving as an Engineer for the UCLA Health Bike Connection Plan intended to enhance bicycle connectivity between two UCLA Hospitals in West Los Angeles. The four -mile corridor study traverses the City of Los Angeles and the City of Santa Monica. Alta is conducting community outreach, leading the project steering committee, and developing the final plan, which will include an existing conditions analysis and concepts for the proposed bikeway alignment along the study corridor. RELEVANT EXPERIENCE SCAG GO HUMAN TACTICAL URBANISM EVENTS, ROUND 2 Alta worked with SCAG to develop and implement the 2017 Tactical Urbanism component of "Go Human", a region -wide safety and encouragement campaign. It is comprised of seven events in seven different locations. The primary goal of the Tactical Urbanism component is to promote walking and biking across the region by implementing a series of events that allow residents to temporarily experience roadways that are designed for people and not just cars. Liz successfully applied the existing Go Human branding guidelines to the design of logos, marketing materials, event signage and programs for a variety of locations, creating a recognizable and cohesive campaign, while also developing individual identities for each of the events based on their specific characteristics and needs. CALIFORNIA STATEWIDE BICYCLE AND PEDESTRIAN MASTER PLAN Alta developed California's first statewide bicycle and pedestrian plan. Alta led the development of plan goals, objectives, performance measures, and strategies, as well as identifying the existing and needed data to support performance measures and ongoing bicycle and pedestrian counts. The project team designed a public survey to gauge community interests, as well as a "`big idea" board to premiere the planning process at the 2015 CalBike Summit. Liz designed a new logo for the plan, branded Toward an Active California. METRO LA RIVER PATH PROJECT, LOS ANGELES Alta is co -leading the team selected by LA Metro to design the landmark Los Angeles River Path Gap Closure project. This $365M project—one of the largest active transportation trail projects in the country—will close an eight -mile gap in the path along the Los Angeles River (LA River) in downtown Los Angeles and Vernon. Once complete, the LA River Path will be a 32 -mile continuous pathway for walking and biking from Long Beach to the San Fernando Valley, providing a world-class facility for Angelenos and the region. The wayfinding plan establishes design standards for developing a comprehensive wayfinding system which includes, orientation maps, informational signage, pavement markings, trailhead kiosks, on -street directional signage, trail mileage markers, and trail identity elements to support easy, safe and comfortable navigation. In addition to the plan, Alta is devel- oping construction documents for the multi -use trail network. The majority of the trail network follows the Santa Clara River and its tributaries. Alta played a key role in developing a Regional Active Transportation Network that enables inter- city travel by foot and bicycle. The Regional Active Transportation Network will be comprised entirely of protected facilities such as Class I Off -Street Paths and Class IV Protected Bike Lanes. It included oppor- tunities to harness existing rights-of-way, like the Los Angeles River Path and Alameda Corridor, to provide safe, continuous facilities that can serve commuters, M shoppers, students, recreational travelers, and more. In the process of developing the Regional Active Transportation Network, Alta inventoried existing and planned bikeway networks for the entire county and engaged stakeholders across the region around network planning. The plan addresses policies and goals for multi- modal access and system integration, and includes a set of guidelines that will lead regional implemen- tation focused on transit connectivity, social justice and community health. The team developed a phys- ical active transportation network -based strategy for improving station access in LA County. The strategy (referred to as the "Pathway") supports system access and multimodal transfer activity, and extends the reach of transit throughout the County through transit stop enhancements and broader catchment area improve- ments. The team developed a series of station typol- ogies to guide strategic improvements throughout Metro's service area. The study area encompasses approximately 76 square miles in the Castaic area and will guide future trail development. The plan recommends improvements to existing trails and provide trail users and local populations with seamless transitions within the study area to trails of adjacent jurisdictions and prime destinations within and adjacent to the study area. The plan created a trail system that is compatible with adjacent land uses and environmental resources while incorporating safe and sustainable design. Community engagement efforts included a public outreach survey for both native English and Spanish speakers to get input on biking and walking conditions in the community over the course of several weeks and numerous outreach events. The final plan includes a robust set of program recommendations, concept designs for project implementation, and enhanced bicycle and pedestrian networks. The Bike Plan serves as the guiding document for the transformation of Long Beach into the most bicycle friendly city in the United States. The continued development of the City's network of bicycle facilities will not only make bicycling a more viable mode of transportation, but will contribute to an enhanced quality of life in the City that includes increased public health, community development, and reduced greenhouse gas emissions. Extensive community input was collected through the Bicycle Master Plan process, with public feedback especially solicited to inform policy and infrastructure recommendations. The project team took a thorough approach to reach parts of the city and population MIN groups that are often absent from the planning process. In total, the Bicycle Master Plan team held a citywide community meeting, attended nine community events, set up eight pop-up mapping exercises, and held nine focus groups. Outreach activities took place in all council districts across the city. Additionally, a survey was administered online and in person in four different languages (English, Spanish, Khmer, and Tagalog). The survey garnered 469 responses. The plan helps fulfill Caltrans' mission to "provide a safe, sustainable, integrated and effi- cient transportation system to enhance California's economy and livability." Alta led the development of plan goals, objectives, performance measures, and strategies. A part of this plan included mobility access strategies that recommended integrating bicycle and pedestrian needs in planning and design of multi- modal transportation system and services. Support of expanded use of electric bicycles in California, including the provision of a network of public electric bike charging infrastructure was recommended. With more widespread adoption of electric bikes across California, bicycle facility design will need to consider the unique needs of e -bikes including faster average speeds, parking and security, and a need for publicly - accessible charging stations. The final outcomes of this project included a comprehensive set of recommenda- tions with grant supporting elements to ready the city to seek funding and implement projects.
