SUBJECT: APPROVAL OF PARCEL MAP; ACCEPTANCE OF OFFERS OF
DEDICATION; ABANDONMENT OF EXISTING EASEMENTS FOR
PARCEL MAP NO. 62646 (OAK RIDGE INDUSTRIAL); AND
ADOPT A RESOLUTION FOR THE SUMMARY VACATION OF A
PUBLIC RIGHT-OF-WAY AND A SLOPE EASEMENT AT
SHAWNA PLACE

RECOMMENDED ACTION
City Council:
1. Approve parcel map for Parcel Map No. 62646.
2. Accept on behalf of the public the offer of dedication of easements for public use and road
purposes; the offer of dedication of easements for flood control purposes; the offer of
dedication of easements for covered storm drain, appurtenant structures, and ingress and
egress purposes; the offer of dedication of easements for storm drain ingress and egress
purposes; the offer of dedication of easements for sanitary sewers and sanitary sewer ingress
and egress purposes, and all sanitary sewers and appurtenant structures.
3. Make findings as follows: This project is consistent with the provisions of Sections 66474
and 66474.1 of the Subdivision Map Act and should be approved.
4. Instruct the Director of Administrative Services to endorse the Special Assessment Statement
on the face of parcel map for Parcel Map No. 62646, which indicates all special assessments
levied by the City of Santa Clarita are paid.
5. Instruct the City Clerk to endorse the City Clerk's Statement on the face of parcel map for
Parcel Map No. 62646, which embodies the approval of said map, the acceptance of the
dedications shown thereon, and the abandonment of the easements.

6. Instruct the City Engineer to endorse the City Engineer's Statement on the face of parcel map
for Parcel Map No. 62646, which provides for verification of substantial conformance with
the tentative parcel map and all provisions of local ordinances and state laws applicable at the
time of approval.
7. Instruct the City Surveyor to endorse the City Surveyor's Statement on the face of parcel
map for Parcel Map No. 62646, which provides for verification that the map is technically
correct.
8. Adopt a resolution for the summary vacation of the public right-of-way and a slope easement
at Shawna Place, as described in the attached resolution.
9. Reserve easements for public utility purposes, as specified in the attached resolution.
10. Direct the City Clerk to record the certified original resolution in the Los Angeles County
Registrar -Recorder's office.
BACKGROUND
The parcel map for Parcel Map No. 62646, an exhibit of which is attached hereto, has been
reviewed by staff and found to be in substantial conformance with the principles and standards
required by the Unified Development Code and State Subdivision Map Act. It was approved as a
tentative parcel map by the Planning Commission on October 20, 2009. The parcel map consists
of 14 parcels, is approximately 23.55 acres, and is located at the northeast intersection of Oak
Ridge Drive at Railroad Avenue.
The parcel map was reviewed to the satisfaction of the City Engineer and the City Surveyor and
found to be in substantial conformance with the previously approved tentative parcel map. The
conditions of approval established by the City of Santa Clarita (City) were also met, and fees
have been and/or will be paid as indicated on the attached Fact Sheet. Therefore, this parcel map
is ready for City Council approval and acceptance of the dedications shown thereon.
Pursuant to Section 66474.1 of the Subdivision Map Act, a legislative body shall not deny
approval of a final or parcel map if it was previously approved as a tentative map for the
proposed subdivision and if it finds the final or parcel map is in substantial compliance with the
previously approved tentative map.
The portions of public right-of-way to be vacated were originally offered for dedication to the
County of Los Angeles by Tract No. 45321, which recorded on June 19, 1987, and by Tract No.
34143, which recorded on December 24, 1980. The slope easement to be vacated was originally
dedicated by Tract No. 34143. The right-of-way is currently used for parking and is not needed
for road purposes. An easement for ingress and egress purposes has been executed to provide for
continued access for the adjacent parcel, APN 2836-006-029.
Per Section 8331 of the Streets and Highways Code of the State of California, the legislative
body of a local agency may summarily vacate a street or highway if both of the following
conditions exist:

1. For a period of five consecutive years, the street or highway has been impassable for
vehicular traffic; and
2. No public money was expended for maintenance on the street or highway during such
period.
Both of these conditions exist on this portion of the public right-of-way and the slope easement;
therefore the City Council may summarily vacate this property. Easements for public utility
purposes will be reserved.
ALTERNATIVE ACTION
Staff has not identified alternative actions that would conform to requirements set forth in the
Subdivision Map Act for Recommended Action item numbers 1 through 7. With respect to
Recommended Action item numbers 8 through 10, other actions as determined by the City
Council may be considered.
FISCAL IMPACT
The additional width of public street shown on the parcel map for Parcel Map No. 62646 will be
dedicated to the City and will be constructed by the developer. The maintenance of this
additional pavement will have minimal impact on the City's street maintenance budget.

Acreage: Approximately 23.55 acres
Number of Lots: Fourteen (14)
Use: Twelve (12) industrial parcels and two (2) parcels identified as `Private
Driveway and Fire Lane'.
Owner: Saugus Holdings LLC, a Delaware Limited Liability Company and TMC
Hollis, L.L.C. a New Jersey Limited Liability Company
Trails/Paseos: No new trails are being dedicated to the City of Santa Clarita (City) by this
map.
Streets: This map is dedicating additional width along Oak Ridge Drive to comply
with the City's General Plan.
B&T Fees: The developer shall pay the applicable Bridge and Thoroughfare (B&T) fee(s)
prior to issuance of building permits.
Transit Fees: Transit Mitigation fee(s) are not applicable to industrial developments.
Quimby Fees: Quimby fee(s) are not applicable to industrial developments.
School Fees: School fee(s) are not applicable to industrial developments.

RESOLUTION 19-
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA CLARITA, CALIFORNIA,
SUMMARILY VACATING SHAWNA PLACE AND A SLOPE EASEMENT
WHEREAS, the portion being summarily vacated fully meets the requirements of
Section 8331 of the Streets and Highways Code, which states "The legislative body of a local
agency may summarily vacate a street or highway if both of the following conditions exist: (a)
For a period of five consecutive years, the street or highway has been impassable for vehicular
travel; (b) No public money was expended for maintenance on the street or highway during such
period;" and
WHEREAS, under Chapter 4, Summary Vacation of Part 3 of Division 9 of the Streets
and Highways Code of the State of California, no public hearing is required and no public hearing
was held.
NOW, THEREFORE, pursuant to the provisions of Section 8331 of Part 3 of
Division 9 of the Streets and Highways Code of the State of California, the City Council of the
City of Santa Clarita, California, does hereby resolve as follows:
SECTION 1. That it is hereby found and determined that the public right-of-way at
Shawna Place, as described in Exhibit "A" Legal Description, and as shown on Exhibit "B"
Exhibit Map, both exhibits which are attached hereto and incorporated herein by this reference,
which is real property located in the City of Santa Clarita, County of Los Angeles, State of
California, fully meets the requirements of Section 8331 of the Streets and Highways Code of
the State of California, which states, "The legislative body of a local agency may summarily
vacate a street or highway if both of the following conditions exist: (a) For a period of five
consecutive years, the street or highway has been impassable for vehicular travel; (b) No public
money was expended for maintenance on the street or highway during such period" and such
public right-of-way is therefore vacated, subject to Section 2 herein.
SECTION 2. That within the public right-of-way to be vacated, there are public
utility facilities that would be affected by the vacation, therefore, easements are hereby reserved
and excepted from the vacation for public utility purposes as described below:
The City of Santa Clarita, a Municipal Corporation does hereby RESERVE a non-
exclusive easement for Pacific Bell Telephone Company, doing business as AT&T
California, to from time to time construct, maintain, operate, replace, remove, and
renew such aerial and underground communication facilities (including ingress and
egress therefrom) consisting of poles, anchors, guys, cables, wires, crossarms,
conduits, manholes, handholes, markers, pedestals, terminal equipment cabinets,
electrical conductors and necessary fixtures and appurtenances upon, over, and
across the real property described in Exhibit "A" and shown in Exhibit "B," both
which are attached hereto and incorporated hereinabove.

In addition, the City of Santa Clarita, a Municipal Corporation does hereby
RESERVE a 10 -foot -wide non-exclusive easement for Southern California Gas
Company to excavate for, lay, construct, reconstruct, relocate, reconfigure, use,
inspect, maintain, operate, repair, replace, patrol, change the size of, add to, or
remove from time to time, as Southern California Gas Company deems necessary,
one or more pipelines and conduits, together with devices for metering, measuring,
regulating, cathodic protection, communications, and other appurtenances (all
hereinafter referred to as the "Facilities") for the transportation and distribution of
natural gas and communications as Southern California Gas Company deems
necessary, convenient or beneficial over, under, through, along, and for all other
purposes connected therewith, and together with the reasonable right of ingress and
egress to and from the easement to access the Facilities and the right to use grantor's
abutting property during construction and maintenance of the Facilities, upon, over,
and across the real property described in Exhibit "C" and shown in Exhibit "D," both
which are attached hereto and incorporated herein by this reference.
In addition, the City of Santa Clarita, a Municipal Corporation does hereby
RESERVE for Southern California Edison (SCE), a public utility, a non-exclusive
easement and rights that are necessary to use, maintain, operate, repair, replace,
remove, or renew facilities upon, over, and across the real property in the City of
Santa Clarita, County of Los Angeles, State of California as described in Exhibit "A"
and shown on Exhibit "B," both which are attached hereto and incorporated
hereinabove.

In addition, the City of Santa Clarita, a Municipal Corporation does hereby a
RESERVE for Santa Clarita Valley Water Agency, a California special act water
agency (Chapter 833, Statutes of 2017), ("Grantee"), a general non-exclusive w
easement and right-of-way, in, upon, over, and across the lands hereinafter described U
to construct, reconstruct, replace, maintain, alter, inspect, survey, operate, remove
and use a water pipeline or pipelines, wells, water tanks, and other necessary >

together with the right to maintain, clear and keep clear said right-of-way. x
SECTION 3. That the City Clerk of the City of Santa Clarita is instructed to record
the certified original resolution in the office of the Los Angeles County Registrar -Recorder, at
which time the public right-of-way summarily vacated will no longer be a public right-of-way.
SECTION 4. The City Clerk shall certify to the adoption of this resolution.
