RECOMMENDED ACTION
City Council:
Mayor McLean, Councilmember Miranda, and Councilmember Weste nominate and Council
approve appointments to the Planning Commission; Parks, Recreation, and Community
Services Commission; Arts Commission; and Open Space Preservation District Financial
Accountability and Audit Panel.
2. Council nominate and approve the City of Santa Clarita's appointment to the Los Angeles
County Vector Control Board.
BACKGROUND
At the regular meeting of November 27, 2018, the City Council declared vacancies and directed
the City Clerk to post and publish the Notice of Vacancy for three positions on each of the
Planning Commission; Parks, Recreation and Community Services (PR&CS) Commission; Arts
Commission; and the Open Space Preservation District Financial Accountability and Audit
Panel, and one position for the City of Santa Clarita's (City) appointment to the Los Angeles
County Vector Control Board. The deadline for receipt of applications was December 20, 2018,
at which time the City Clerk submitted copies of the applications received to the City Council. A
list of applicants is attached, and their applications are available in the reading file.
Nominations are now appropriate for approval by the entire City Council to fill the vacancies as
follows:

After appointment to said bodies, regular terms for the Arts Commission; Parks, Recreation, and
Community Services Commission; Planning Commission; and Open Space Preservation District
Financial Accountability and Audit Panel will expire December 31, 2022, or when a replacement
is appointed. It is anticipated each newly appointed member will be seated at the first meeting of
their respective body.
The City's appointment to the Los Angeles County Vector Control Board may be nominated by
any member of the City Council for the four-year term that began January 7, 2019. Once
appointed, the representative cannot be removed at -will. The representative will serve until the
expiration of his/her term, unless he/she resigns, vacates the office due to absences, or is no
longer a voter and resident within the City of Santa Clarita.

NOTICE OF VACANCY
NOTICE IS HEREBY GIVEN that the City of Santa Clarita encourages residents to apply for a
position to participate in local government as a result of various upcoming vacancies.
Positions are available on the Planning Commission, Parks, Recreation & Community Services
Commission, Arts Commission, and the Open Space Preservation District Financial
Accountability and Audit Panel (FAAP). Three positions on each Commission/Panel expire on
December 31, 2018; the new terms will expire on December 31, 2022. One position is available
as the City of Santa Clarita representative of the Greater Los Angeles County Vector Control
District (District) Board of Trustees. At its November 27, 2018, regular meeting, the City
Council approved a four-year term; the current term of office expires on January 7, 2019, and the
new term will expire January 2, 2023. r

Applicants must be 18 years or older and must maintain their principal residence in the City of
Santa Clarita during their term of office. Residents may obtain applications or further
information from the City Clerk's Office or by calling 661-255-4391. Applications are also �-

recommendation with their signed, original application to the City Clerk's Office by the deadline 0
of 5 p.m., Thursday, December 20, 2018.

RESOLUTION NUMBER 91-194
A RESOLUTION OF THE CITY COUNCIL OF THE
r. CITY OF SANTA CLARITA
PRESCRIBING THE PROCEDURE FOR
APPLICATION, NOMINATION AND APPOINTMENT
TO CITY COMMISSIONS
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA DOES HEREBY RESOLVE
AS FOLLOWS:
SECTION 1. The City Council does hereby prescribe the following procedure
for the application, nomination and appointment process to City Commissions:
Within twenty (20) days of the creation of a vacancy on a
Commission, the City Clerk shall cause to be advertised a
notice of the vacancy and solicitation of applications.
The application period shall not be less than fourteen (14)
calendar days.
Completed applications shall be submitted to the City
Clerk. Applications shall require not less than three
references.
r—+ The City Clerk shall submit copies of the applications to
the nominating authority on the City Council and the other
members of the City Council.
The nominating authority shall submit a nomination for
ratification by the City Council. Ratification shall
consist of not less than three affirmative votes for the
nominee.
Failure of a nominee to receive ratification by the full
City Council shall cause the nominating authority to submit
a new nominee to the City Council for ratification at the
next regular meeting of the City Council.
Failure of a nominating authority to receive ratification
on three nominees, shall cause a nomination for the
appointment to be made by any member of the City Council
from the list of applicants for that position.
Ratification votes shall be taken until such time as a
nominee is approved.
The final appointment shall not be made less than ten (10)
days after publication of the notice in conformance with
Government Code 54974.
The appointee of the City Council shall be seated on the
Commission at the next regular meeting of the Commission.
Reappointments to Commissions are not automatic.
Commissioners desiring reappointment for another term of
office shall be required to follow the full Commission
appointment procedure as outlined.
