HomeMy WebLinkAbout2019-01-22 - AGENDA REPORTS - RESULTS OF THE COMMUNITY NEEDS ASSESSMENT CONDUCTE (2)6 Agenda Item: 6 CITY OF SANTA CLARITA AGENDA REPORT PUBLIC HEARINGS CITY MANAGER APPROVAL: DATE: January 22, 2019 SUBJECT: RESULTS OF THE COMMUNITY NEEDS ASSESSMENT CONDUCTED FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM DEPARTMENT: Community Development PRESENTER: Erin Lay RECOMMENDED ACTION City Council conduct a Public Hearing and receive information regarding the results of the annual Community Needs Assessment conducted as part of the Community Development Block Grant Program. BACKGROUND Each year, the City of Santa Clarita (City) receives approximately $1.1 million dollars in Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) to assist low- and moderate-income residents in the areas of decent housing, a suitable living environment, and expanded economic opportunities. In order to receive and use CDBG funds, the City is required to develop and submit a five-year strategic planning document called the Consolidated Plan (Con Plan). This strategic plan sets the Con Plan Priorities for the use of CDBG funds for the five-year period. The City must also develop and submit an Annual Action Plan (AAP) each year. The AAP outlines the specific ocation of funds will be spent to meet the Con Plan Priorities. As part of the development of the Con Plan Priorities and proposed AAP allocations, a Community Needs Assessment (Assessment) was conducted to help determine the needs of the low- and moderate-income residents of the City. The Assessment provides one source of information used to determine the Con Plan Priorities and AAP allocations. Other sources of information used in setting the Con Plan Priorities and AAP allocations include a separate Housing Needs Assessment, demographics, and prior year funding. While HUD requires the needs of the low- and moderate-income community be assessed, there are statutory and regulatory limits that may not allow CDBG funds to be used for all needs identified during the Assessment. Page 1 Packet Pg. 31 6 As in prior years, a survey was conducted as part of the Assessment process using an on-line survey tool, with hard copies available upon request. In addition, two public outreach meetings were held. Outreach notification efforts included: • A press release regarding the on-line survey and public meetings was issued to local news agencies, including The Signal, KHTS, and SCVNews. • The on-line survey and public meetings were promoted via the City's social media sites, such as Facebook and Twitter. • A letter with information on the on-line survey and public meetings was sent to 77 local non-profit organizations. • An email link for the Survey was posted on the City's website. The survey was available from September 1 , 2018, through October 31 , 2018, and the results are consistent with those from prior years. Public meetings were held in the Newhall area on September 12, 2018, and in the Canyon Country area on September 13, 2018. A summary of the results of the Assessment and a copy of the on-line survey are attached. This is the first of two required Public Hearings for the 2019-20 CDBG Program year. No formal action by the City Council is necessary at this time. The final 2019-20 to 2023-24 Con Plan and 2019-20 AAP will be brought to the City Council in the spring of 2019. ALTERNATIVE ACTION Other actions as determined by the City Council. FISCAL IMPACT There is no fiscal impact associated with this item. Notice is hereby given that a Public Hearing will be conducted on Tuesday, January 22, 2019, at or after 6:00 p.m. in the City Hall Council Chambers at 23920 Valencia Boulevard in Santa Clarita. A summary of the results of the 2018 Community Needs Assessment Survey for inclusion in the draft 2019-2020 AAP will be presented to the Santa Clarita City Council. Citizens are encouraged to participate and provide comments on this item by attending the Public Hearing. If you wish to challenge the action taken on this matter in court, you may be limited to raising only those issues you or someone else raised at the Public Hearing described in this notice, or in written correspondence delivered to the City of Santa Clarita, at or prior to, the public hearing.
