Support S. 129 (Harris) and H.R. 1015 (Hill). 2. Transmit position statements to Senator Kamala Harris, Representative Katie Hill, Senator Dianne Feinstein, members of applicable congressional committees, other Members of Congress, administration officials, and interested organizations, as appropriate. BACKGROUND United States Senator Kamala Harris (D -CA) has introduced S. 129, the Saint Francis Dam Disaster National Memorial Act. United States Representative Katie Hill (D -CA -25) has introduced House Resolution 1015, a companion bill to S. 129. The bills propose to establish a national memorial and national monument to commemorate the victims of the Saint Francis Dam collapse on March 12, 1928. Specifically, the bills: 1. Authorize the Department of Agriculture (USDA) to establish the Saint Francis Dam Disaster National Memorial to honor the victims of the Saint Francis Dam disaster of March 12, 1928. 2. Require the USDA to submit to Congress, by three years after the bill's enactment, recommendations regarding: a. The planning, design, construction, and long-term management of the Memorial; b. The proposed boundaries; Page 1 c. A visitor center and educational facilities; and d. Ensuring public access to the Memorial 3. Require the USDA to consult with the Santa Clarita City Council, along with appropriate Federal agencies, state government, tribal government, and the public in preparing the recommendations listed in subsection (2) of this summary. 4. Require the USDA to develop a management plan for the Monument by four years after the bill's enactment. Analysis S. 129 and H.R. 1015 propose to create a national memorial and national monument to honor those who were killed, injured, or survived the Saint Francis Dam collapse on March 12, 1928. The City Council supported similar bills, H.R. 2156 (Knight) and S. 1926 (Harris), during the 2018 legislative year. S. 129 and H.R. 1015 propose identical legislation to H.R. 2156 (Knight) and S. 1926 (Harris). There is a public lands omnibus bill, S. 47, authored by Senator Lisa Murkowski (R -AK) that includes the same actions included in S. 129 and H.R. 1015, related to the designation of a national memorial and national monument of the Saint Francis Dam collapse. The City Council is also asked to review and consider supporting S. 47, under a separate agenda report. S. 129 was introduced and referred to the Senate Committee on Energy and Natural Resources on January 15, 2019. H.R. 1015 was introduced and referred to the House of Representatives Committee on Natural Resources on February 6, 2019. ALTERNATIVE ACTION 1. Adopt a "neutral" position on S. 129 and H.R. 1015 2. Adopt an "oppose" position on S. 129 and H.R. 1015 3. Take no action on S. 129 and H.R. 1015 4. Refer S. 129 and H.R. 1015 to the Legislative Committee 5. Other action, as determined by the City Council FISCAL IMPACT The resources required to implement the recommended action are contained within the City of Santa Clarita's adopted Fiscal Year 2018-19 budget. ESTABLISHMENT OF SAINT FRANCIS DAM DISASTER 21 NATIONAL MONUMENT. 22 (a) is established as a na- 23 tional monument in the State certain National Forest Svs- 24 tem land administered by the Secretar-Nr ill the county of 25 Los Angeles, California, comprising approximatel-Nr 353 •S 129 IS r Q 4 1 acres, as generall-Nr depicted on the neap entitled "Proposed 2 Saint Francis Dam Disaster National Monument" and 3 dated September 12, 2018, to be known as the "Saint 4 Francis Dam Disaster National Monument". 5 (b) PURPOSE.—The purpose of the 1lontiment is to 6 conserve and enhance for the benefit and eiljoyinent of the 7 public the cultural, archaeological, historical, watershed, 8 educational, and recreational resources and valves of the 9 Monument. 10 SEC. 6. DUTIES OF THE SECRETARY WITH RESPECT TO 11 MONUMENT. 12 (a) ALS- AGI.AIENT PI,�-N . 13 (1) IN GENERAL.—Not later than 4 gears after 14 the date of enactment of this Act, the Secretal-v 15 shall develop a management plan for the Monument. 16 (2) CONSL L'1 TIO..—The management plan 17 shall be developed in consultation Avith- 18 (A) appropriate Federal agencies; 19 (B) State, Tribal, and local governments; 20 and 21 (C) the public. 22 (3) CONSIDER TIONS.—In developing and im- 23 plementing the management plan, the Secretai-Nr 24 shall, Avith respect to methods of protecting and pro - 25 viding access to the Monument, consider the rec- •S 129 IS G 0 i N T- ui 0 r ca a� J a� a� r x m Cn N T- ui r r- 0 E r r Q 5 1 ommendations of the Saint Francis Disaster Na - 2 tional Memorial Foundation, the Santa Clarita Val - 3 le -Nr Historical Soviet -Nr, and the Cominunit-Nr Hiking 4 Club of Santa Clarita. 5 (b) AL1- AGI;ME T.—The Secretai-Nr shall manage the 6 Monument - 7 (1) in a manner that conseiTes and enhances 8 the cultural and historic resources of the Monument; 9 and 10 (2) in accordance Avith- 11 (A) the Forest and Rangeland Renewable 12 Resources Planning Act of 1974 (16 U.S.C. 13 1600 et seq.); 14 (B) the laws generalhT applicable to the 15 National Forest S-\rstern; 16 (C) this Act; and 17 (ll) an -Nr other applicable laws. 18 (c) UsLs. 19 (1) U, --,'E OF MOTORIZED VEHICLES.—The use of 20 motorized vehicles within the llonnment ma -\r be per - 21 mitted only - 22 (A) on roads designated for use b -\r I110tor- 23 ized vehicles in the management plan required 24 under subsection (a); 25 (B) for administrative purposes; or •S 129 IS G 0 i N T- ui 0 r ca a� J L a� r x m Cn N T- ui r r_ 0 E r r Q 6 1 (C) for emergeilc-\r responses. 2 (2) G AGI\G.—The Secretal-v shell permit 3 grazing Avithin the Monument, where established be - 4 fore the date of enactment of this Act - 5 (A) sul1ject to all applicable laws (including 6 regulations and Executive orders); and 7 (B) consistent Avith the purpose described 8 in section 5(b). 9 SEC. 7.
