Mayor Pro Tem Smyth delivered the invocation.

CALL TO ORDER
Mayor McLean called to order the Joint Regular meeting of the City Council and Board of
Library Trustees at 6:05 p.m.
ROLL CALL
All Councilmembers were present.
FLAG SALUTE
Mayor McLean invited a Boy Scout from the audience to lead the flag salute.
EXECUTIVE MEETING
This time has been set aside for Councilmembers to review the agenda and obtain any further
information that may be needed. Council will also discuss each individual item during the course
of the meeting with the exception of the Consent Calendar, which may be approved in its entirety
by one motion, unless there is a request to pull an item for discussion. No action will be taken on
public agenda items during the Executive Meeting.
APPROVAL OF AGENDA
Motion by Kellar, second by Weste to approve the agenda, pulling item 3 and 4 for Council
and public comment.
Hearing no objections, it was so ordered.
AWARDS AND RECOGNITIONS
Mayor McLean and Council recognized Tim Burkhart for his dedicated 20 years of service to the
community through his work as a member of the City's Planning Commission and presented him

with a certificate. Members of Council and the Planning Commission thanked Mr. Burkhart for
his dedicated service and accomplishments.
Mayor McLean and Council proclaimed the month of March 2019 as "Nutrition Month" in the
City of Santa Clarita and presented the proclamation to Kim Brown and Jodi Dalyai from Henry
Mayo Newhall Hospital.
Mayor McLean and Council proclaimed the week of March 18 through 22 as "Fix a Leak Week"
in the City of Santa Clarita and stated that by repairing household leaks, like dripping faucets and
leaking shower heads, 10,000 gallons a year of water can be saved.

PUBLIC PARTICIPATION
Addressing the Council was Douglas Fraser, regarding mobilehome issues and updates; and a
Kevin Ward, regarding the Placerita Creek and the Southern California Gas Company v
construction project.

STAFF COMMENTS 0
City Manager Ken Striplin commented on Mr. Ward's concerns regarding Placerita Creek and
stated that the City is working with Southern California Gas Company and the Regional Water
Quality Control Board to insure that work that has been done is in compliance with the permits
as both agencies have jurisdiction over the matter. Council inquired regarding the natural
habitat, the scope of the project, and flooding concerns. City Manager Striplin invited Southern
California Gas Company Public Affairs Manager, Marisol Espinosa, to address the Council and
their concerns.
COMMITTEE REPORTS/COUNCILMEMBER COMMENTS
Councilmember Kellar mentioned the Santa Clarita Valley Family History and Genealogy Fair,
hosted by the Valencia California Family History Center, will be held on Saturday, March 23, at
The Church Jesus Christ of Latter -Day Saints, Valencia Center; and requested to adjourn the
meeting in memory of Richard Fitt and William "Bill" Hickey.
Mayor Pro Tem Smyth commented on the upcoming Cowboy Festival and wanted to remind
everyone of the new Cowboy Cook -off event that will take place on Saturday, April 13. The
competition offers blind judging, and cash prizes will be awarded from first to fifth place in all
four meat categories.
Councilmember Weste requested to adjourn the meeting in memory of Nick Callas; reminded
everyone of the upcoming 75th anniversary of World War 11; mentioned that today marks the
91st year of the St. Francis Dam collapse that changed dam construction worldwide and that
today S. 47 became law and the Dam became a national monument; mentioned that she, Mayor
McLean, and Mayor Pro Tem Smyth participated in "Reading Across America" in honor of Dr.
Seuss' birthday at Fair Oaks Ranch Community School and broke the Guinness Book of World
Records by reading to 1,063 participants dressed in Dr. Seuss costumes; and invited folks to
attend events during the Cowboy Festival. Tickets are available at cowboyfestival.org.

Councilmember Miranda invited residents to purchase tickets for the 42nd Annual City of Santa
Clarita Dodger Day on Saturday, May 11, 2019, where the Los Angeles Dodgers take on the
Washington Nationals. Tickets can be purchased online by visiting SCVDodgerDay.com.
Mayor McLean encouraged folks to participate in this year's Santa Clarita Public Library's One
Story One City program and read the 2019 book selection, The J ea Girl of Hummingbird Lane,
by author Lisa See and suggested everyone check out the events pertaining to the book at
santaclaritalibrary.com; reminded everyone that beginning October 2019 residents will see a
charge on property tax bills related to Measure W, the Safe, Clean Water Program; and requested
the meeting be adjourned in memory of Pamela Koch and Bernard "Bernie" Katz.

APPROVAL OF REGULAR MEETING MINUTES — The minutes are submitted for approval
RECOMMENDED ACTION: City Council approve the minutes of the February 26, 2019,
Regular Meeting.
ITEM 2
2018-19 ANNUAL CONCRETE REHABILITATION PROGRAM, PROJECTS M0129 AND
D0001
The 2018-19 Annual Concrete Rehabilitation Program consists of removal and replacement of
damaged sidewalks, driveway approaches, and the construction of access ramps at various
locations within the City.
RECOMMENDED ACTION:
City Council:
1. Approve the plans and specifications for the 2018-19 Annual Concrete Rehabilitation
Program, projects M0129 and D0001.
2. Award the construction contract to FS Contractors, Inc., in the amount of $391,632, and
authorize a contingency amount of $58,368, for a total contract amount not to exceed
$450,000.
Authorize the transfer of $16,714 in project savings from the 2017-18 Sidewalk Repair
Program, Project M0125, to the 2018-19 Annual Concrete Rehabilitation Program, Project
MO 129 as follows: $5,058 from TDA Article 8 (23 3) expenditure account M0125233-
5161.001 to expenditure account M0129233-5161.001, $1,866 from Measure R Local (264)
expenditure account M0125264-5161.001 to expenditure account M0129264-5161.001; and
$9,790 from General Fund — Capital (601) expenditure account M0125601-5161.001 to
expenditure account MO129601-5161.001.

4. Authorize the City Manager or designee to execute all contracts and associated documents,
subject to City Attorney approval.
ITEM 3
SANTA CLARITA PERFORMING ARTS CENTER AT COLLEGE OF CANYONS
AGREEMENT
A review of the agreement between the City of Santa Clarita and the Santa Clarita Community
College District regarding the Santa Clarita Performing Arts Center at College of the Canyons.
RECOMMENDED ACTION:
City Council approve and authorize the City Manager or designee to execute a three year
agreement with Santa Clarita Community College District for the Santa Clarita Performing Arts
Center at College of the Canyons, from July 1, 2019, to June 30, 2022, subject to City Attorney
approval. v

Addressing the Council on this item was Steve Petzold. 0
Mayor McLean commented that she would like to see an accounting of how the City's grant
funds are spent and suggested possibly shortening the timeline on the contract.
Council discussed the City's history with College of the Canyons, the three-year contract
recommendation, and the expenditures.
City Manager Ken Striplin commented on the Council's ongoing support of these types of venues
and the end -of -year expenditure report.
ITEM 4
NEWHALL FAMILY THEATRE FOR THE PERFORMING ARTS AGREEMENT
A review of the agreement between the City of Santa Clarita and the Newhall School District
regarding the Newhall Family Theatre for the Performing Arts at Newhall Elementary School.
RECOMMENDED ACTION:
City Council approve and authorize the City Manager or designee to execute an agreement with
Newhall School District for the Newhall Family Theater for the Performing Arts, subject to City
Attorney approval.
Addressing the Council on this item was Phil Ellis.
Councilmember Weste commented that the citizens of the Santa Clarita Valley are the
beneficiaries of these partnerships.
