SUBJECT: CONTRACT AWARD TO THE MOUNTAINS RECREATION AND
CONSERVATION AUTHORITY (MRCA) FOR RANGER PATROL
SERVICES IN OPEN SPACE AREAS

RECOMMENDED ACTION
City Council:
Award a three-year contract with the Mountains Recreation and Conservation Authority for
ranger patrol services for the City of Santa Clarita open space areas, with the options of two
additional annual renewals, in the amount of $102,000, plus a 10% contingency in the
amount of $10,200 for a total annual contract amount not to exceed $112,200.
2. Authorize the City Manager or designee to execute all contracts and associated documents,
including subsequent annual renewals, in accordance with the terms of the contract,
contingent upon the appropriation of funds by the City Council in the annual budget for such
fiscal year, subject to City Attorney approval.
BACKGROUND
The City of Santa Clarita (City) has secured nearly 11,000 acres of open space for public use.
The City has contracted and partnered with the Mountains Recreation and Conservation
Authority (MRCA) for the last six years to provide ranger patrol services for the City in open
space areas such as East Walker Ranch, Golden Valley Ranch, Elsmere Canyon, Haskell
Canyon, Quigley Canyon, Wildwood Canyon, and Towsley Canyon.
MRCA is a local government public entity established by the state legislature and dedicated to
the preservation and management of local open space and parkland. In addition to owning and
maintaining parkland, MRCA provides ranger services. MRCA rangers are sworn California
Peace Officers, trained to patrol and maintain open space properties with sensitive environmental
areas, and have the authority to issue citations and make arrests. MRCA rangers can be

contracted by cities to complete specific duties in alignment with their on-going mission of
protecting and preserving open space areas.
MRCA Rangers provide patrol services, emergency call out availability, maintenance duties such
as trash and graffiti removal, minor trail maintenance, parking enforcement, and abatement of
minor hazards. Rangers use MRCA enacted ordinances to provide park and resource protection
of properties.
The contract expired in October 2018 and MRCA has been opertating under a month-to-month
agreement. Since the expiration, staff and MRCA have been meeting to discuss the need for an
increase in patrol hours, reporting of incidents, and ways to partner to improve and enhance the
operations within the City's open space. The new contract has an increase of $32,200 in the
annual contract amount from prior years. The increase is a result of a 10% contingency in the
amount of $10,200 to cover unexpected overtime and maintenance needs, as well as an
additional four patrol hours per week due to the City's increase in open space acreage and
additional MRCA operational costs in the amount of $22,000. Ranger services are augmented by
City staff and volunteer efforts to help maintain and repair City open space areas.
Based on the successful past performance of the MRCA Ranger Patrol Services and their
knowledge of the City's open space areas, staff is recommending continuing to utilize their
services.
ALTERNATIVE ACTION

FISCAL IMPACT
Adequate funds are available within the adopted Fiscal Year 2018-19 budget.

Proposal for Ranger Services
City of Santa Clarita Open Space
Dear Mr. Christianson:
The Mountains Recreation and Conservation Authority (MRCA) is submitting a proposal
to provide Ranger Services Patrol Services in the City of Santa Clarita's Open Space.
Scope of Work: The MRCA will provide Ranger patrols and minor
maintenance duties not to exceed a total of 20 hours
per week. Rangers will patrol locations on a rotating
basis with an emphasis on minimizing driving time
between properties and proactive policing. Rangers
will be available for call -outs 24 hours a day.
Emergency call -outs over and above the routine
patrol hours will be available or adjusted as needed.
Rangers will use the MRCA Ordinance to provide
park and resources protection for this property.
Maintenance duties will include trash removal, graffiti
removal, minor trail maintenance, and abatement of
minor hazards.
Locations: East Walker Ranch, Elsmere Canyon, Haskell
Canyon Open Space, Newhall Pass Open Space,
Quigley Canyon Open Space, Wildwood Canyon,
Rivendale Park and Open Space, Tapia Canyon
Open Space, San Francisquito Canyon Open Space,
and other future Open Space areas to be determined
by the City.
Budget: Patrol rate: $75/hour x 1040 hours = $78,000/year
plus maintenance supplies/repairs $2,500.00

Billing: The MRCA will invoice on a quarterly basis providing
status reports upon request.
Terms of Agreement: This term is for three years; with the option of two (2)
one-year extensions.

per month. Rangers will use the MRCA Ordinance to

plus maintenance supplies/repairs $2,000.00
