HomeMy WebLinkAbout2019-03-26 - AGENDA REPORTS - DESIGNATION OF A DELEGATE AND ALTERNATE DELEGATE F (2)O Agenda Item: 6 CITY OF SANTA CLARITA AGENDA REPORT NEW BUSINESS CITY MANAGER APPROVAL: DATE: March 26, 2019 SUBJECT: DESIGNATION OF A DELEGATE AND ALTERNATE DELEGATE FOR THE SAN GABRIEL MOUNTAINS COMMUNITY COLLABORATIVE DEPARTMENT: City Manager's Office PRESENTER: Michael Murphy RECOMMENDED ACTION City Council designate one City Council Member to be the delegate and designate Masis Hagobian, Administrative Analyst, as the alternate delegate to the San Gabriel Mountains Community Collaborative. BACKGROUND The City of Santa Clarita has been invited to join the San Gabriel Mountains Community Collaborative (Collaborative) and designate a delegate and alternate delegate to represent the City. The Collaborative was formed in 2015 and advocates for investments and management objectives that sustainably benefit the Angeles National Forest, the San Gabriel Mountains National Monument, and other communities throughout the region. The Collaborative works with the United States Forest Service (Forest Service) and its nonprofit partner, the National Forest Foundation, to achieve the following goals for the Angeles National Forest and San Gabriel Mountains National Monument: (1) Identify and prioritize sustainable opportunities for improved public safety, watershed, recreation, visitor services, stewardship, and educational, cultural and historical resources; (2) Maintain an open line of communication and relationship with the Forest Service; (3) Provide a forum where diverse community voices can express their views and identify areas of agreement to help inform Forest Service decisions and activities; and (4) Engage actively the broader community. The Collaborative meets on the fourth Thursday, every other month, from 9 a.m. to 1 p.m., and rotates between various locations. Current membership includes representatives from the First Page 1 Packet Pg. 29 O and Fifth Los Angeles County Supervisorial Districts, conservation groups, and various cities that are near the Angeles National Forest or the San Gabriel Mountains National Monument. Prior to and since the designation of the San Gabriel Mountains National Monument on October 14, 2014, the City has been interacting with the National Park Service, Forest Service, and Members of Congress regarding issues of interest related to the area. In particular, the San Gabriel Watershed and Mountains Resource Study highlighted the unique and important ecological natural resources found in the Upper Santa Clara River watershed. This study complemented a number of other federal studies and recognitions of important resources within the watershed, as well as long-standing efforts by the City to preserve and enhance open space and facilitate recreational opportunities in the area. Participation in the Collaborative will further expand the City's efforts to enhance open space and recreational opportunities in the Upper Santa Clara River area. To ensure participation by both City Council and staff, the recommendation is for the City Council to designate one City Council Member to be the delegate and designate Masis Hagobian, Administrative Analyst, as the alternate delegate, in the event the delegate is unable to attend a meeting. In designating a public official as the delegate and staff as the alternate, the City would be consistent with many of the member organizations that participate in the Collaborative. ALTERNATIVE ACTION Other direction as determined by the City Council. FISCAL IMPACT The resources required to implement the recommended action are contained within the City of Santa Clarita's adopted Fiscal Year 2018-19 budget. Page 2 Packet Pg. 30
