SUBJECT: PURCHASE OF AN OPEN SPACE TRAIL DOZER

RECOMMENDED ACTION
City Council:
1. Approve the purchase of a trail dozer from SWECO Products Inc. in an amount not to exceed
$126,663.83.
2. Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The City of Santa Clarita (City) has acquired nearly 11,000 acres of natural open space through
our commitment of creating a preserved green belt around the Santa Clarita Valley for the
community to enjoy. The City's Open Space is used for passive and active activities including
horseback riding, nature hikes, trail running, and mountain biking.
In an effort to expand the 39 miles of multi -use trails within the City's Open Space, the City has
identified the need to acquire a trail dozer to aid in regular maintenance and the creation of
additional trails. Each time the City acquires open space property, Public Works staff reviews
the topographic maps and the property to identify potential new trails and trail head locations.
This Trail Dozer will be a tool the City's Parks Maintenance staff will use to cut and create new
trails and to perform regular trail maintenance throughout all of the City's Open Space.
After conducting extensive research on various products, attachments, and quality from a variety
of manufacturers, staff recommends the SWECO Trail Dozer 480 with the Tier 4 emissions
engine. The Tier 4 emissions engine meets the new efficiency standards that are required by the
Air Quality Management District (AQMD). The SWECO Trail Dozer 480 has the capability to
create open space hiking trails at the City's desired width of four feet, and the ability to attach a
variety of heavy duty equipment components including a winch, a roller, and a dozer blade.

Staff performed industry assessments and found only one responsible vendor who could provide
the product with the specifications needed as well as superior quality. SWECO has been
building agricultural and industrial machinery for over 70 years with a rich history of
dependability and performance. The SWECO Trail Dozer is also used by Los Angeles County
Department of Parks and Recreation, the US Forest Service, the Bureau of Land Management,
and open space preservation districts.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Adequate funds have been appropriated in the Fiscal Year 2018-19 budget in account 12592-
5201.002 (Equipment) to support the recommended action.
