Approve an 18 -month contract with Los Angeles County to receive a grant in the amount of $75,000 in Measure H funding, with a one-third (1/3) required City match in the amount of $37,500, for a total budget of $112,500, to hire a Homeless Coordinator (part-time staff) to implement the Community Plan to Address Homelessness. 2. Increase General Fund revenue account 100-4621.001 by $75,000, and appropriate $112,500 to personnel Account 11000-5002.001. 3. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney approval. BACKGROUND In October 2017, the City of Santa Clarita was awarded grant funding from Los Angeles County (County) to develop a local plan to address homelessness as part of the County's regional Homeless Initiative. The grant funding was used to develop the Community Plan to Address Homelessness, utilizing feedback from key stakeholders, service providers, and community groups. Following the completion of the Community Plan to Address Homelessness, the City Council Homeless Issues Ad Hoc Committee, comprised of Mayor McLean and Mayor Pro Tem Smyth, formed the Community Task Force on Homelessness (Task Force) in October 2018 to implement the action plan. The 30 -member Task Force has met each month to develop operating guidelines and has established an executive board to oversee each topic area identified in the plan. Page 1 To assist cities with implementation of their newly developed local action plans, the County released requests for proposals (RFPs) for Measure H grant funding in the fall of 2018. The City of Santa Clarita (City) submitted two proposals totaling $375,000 in requested funding. In January 2019, the County awarded the City the full amount requested in both proposals. One of the grants awarded was a request for $75,000 to hire a Homeless Coordinator to help administer the newly formed Task Force and implement the action plan. This position would work directly with City staff and more than 30 local stakeholders to administer the Task Force to increase capacity of homeless services locally and ultimately decrease the homeless population. This task is currently being completed by City staff, however, there is a need for more daily oversight in order to successfully implement all action items in the plan. The primary duties and responsibilities of this position would include: • Assist with the implementation and tracking of goals, objectives, and priorities identified in the Community Plan to Address Homelessness • Regularly update the City's Homeless Coordination webpage in a timely manner • Manage communication between members of the Task Force; coordinate monthly Task Force meetings and prepare monthly agendas; create meeting minutes • Create informative materials for the public with updates on actions taken by the Task Force • Prepare materials such as charts, graphics, and illustrations for presentations • Actively research developments in the County's Homeless Initiative • Analyze legislation pertaining to regional and local homelessness • Actively research and recommend local, regional, state, and federal grant opportunities, including Measure H funding opportunities; develop funding and grant proposals • Attend monthly Executive Committee meetings • Attend local and regional meetings and webinars related to homeless initiatives, best practices, education, and coordination • Complete complex data analysis, prepare, and present reports and recommendations • Review and respond to questions and/or complaints from citizens related to local homeless issues and provide information accordingly • Establish positive working relationships with City employees, outside agencies, and the public This grant award requires a one-third (1/3) match contribution from the City in the amount of $37,500, for a total expenditure budget of $112,500 over the 18 -month grant period, beginning on the date of hire. ALTERNATIVE ACTION Other action as determined by the City Council. Page 2 FISCAL IMPACT This grant would require a one-third (1/3) match from the City in the amount of $37,500 in general fund dollars, for a total expediture budget of $112,500 with $75,000 in revenue offset being received from L.A. County grant funding (Measure H). Adequate funds in the current Fiscal Year budget are available to support the recommended actions. Page 3
