SUBJECT: RESOLUTION ESTABLISHING A NO STOPPING ZONE ALONG
THE EAST SIDE OF AVENUE TIBBITTS FROM ANZA DRIVE TO
AVENUE HOPKINS

RECOMMENDED ACTION
City Council adopt a resolution establishing a No Stopping Zone along the east side of Avenue
Tibbitts from Anza Drive to Avenue Hopkins.
BACKGROUND
Staff proactively monitors roadway projects for the opportunity to add bicycle lanes. This year,
the annual restriping program will allow the City of Santa Clarita (City) to add bicycle lanes
along Avenue Tibbitts from Anza Drive to Newhall Ranch Road. These bicycle lanes are
consistent with the City's Non -Motorized Plan.
Staff recommends the City Council adopt a resolution establishing a No Stopping Zone along the
east side of Avenue Tibbitts between Anza Drive and Avenue Hopkins to allow for the addition
of a northbound bicycle lane. As the proposed section does not provide adequate width to
support parking and a bicycle lane. Diagrams of the proposed No Stopping Zone and bicycle
lane are included as Exhibit 1 and Exhibit 2, respectively.
The south end of Avenue Tibbitts between Avenue Hopkins and Anza Drive is too narrow to
provide bicycle lanes and parking on both sides of the street. With the proposed design, parking
would be removed only on the east side of the street to accommodate a northbound bicycle lane
through this section. Since there are more businesses and a larger demand for parking on the
west side of the street, parking would continue to be allowed there and the west side of the street
would be designated as a southbound bicycle route.
Most of the properties adjacent to the proposed No Stopping Zone are City -owned, undeveloped
river/trail facilities. There are a few businesses fronting Avenue Tibbitts near the intersection of

Avenue Hopkins. City staff contacted representatives of these businesses and they were
supportive of the project. Staff also reached out to the Valley Industrial Association, the
Chamber of Commerce, and the Economic Development Corporation, who were all supportive
of the addition of bike lanes on Avenue Tibbitts.
Bicycle lanes can be accommodated along Avenue Tibbitts between Avenue Hopkins and
Newhall Ranch Road through restriping only with no changes to current on -street parking
conditions. With these restriping improvements, continuous bicycle facilities will be provided
along Avenue Tibbitts from Anza Drive to Newhall Ranch Road.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Adequate funds are available in Street Maintenance expenditure account 14504-5141.008 to
support the recommended action.

RESOLUTION NO. 19 -
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, TO ESTABLISH A NO STOPPING ZONE ALONG THE EAST SIDE OF
AVENUE TIBBITTS BETWEEN ANZA DRIVE AND AVENUE HOPKINS
WHEREAS, Section 22507 of the California Vehicle Code of the State of California
provides for local authorities to restrict stopping, standing, or parking of vehicles on certain streets
or highways or portions thereof during certain or all hours of the day; and
WHEREAS, a request was made to establish a No Stopping Zone along the east side
of Avenue Tibbitts extending from Anza Drive to Avenue Hopkins for a total distance of 1,300
feet.
NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does
hereby resolve as follows:
SECTION 1. That 1,300 feet of No Stopping Zone along the east side of Avenue
Tibbitts between at Anza Drive and Avenue Hopkins shall be established.
SECTION 2. That establishing the No Stopping Zone shall apply when appropriate
signs and/or curb markings giving adequate notice thereof have been placed as described in
Section 1.
SECTION 3. That staff shall ensure the necessary signs and/or curb markings are
applied to effect this resolution.
SECTION 4. The City Clerk shall certify to the adoption of this resolution.
